    Dear Excellencies, distinguished guests, colleagues, ladies and gentlemen,

    As this year’s Chief Coordinator, it gives me great delight to welcome you to Warwick

    ASEAN Conference 2020. I am extremely grateful to you all for taking time off from your

    busy schedules to support our conference this year.

    For 6 years, WAC has provided a platform for Southeast Asian youths from around the UK

    to gather as a community and discuss contemporary issues affecting the region we’re proud

    to call home. The theme for this year, Embracing Disruption: ASEAN’s Role in an Evolving

    World, aims to answer the question – how can we be ready for a tomorrow that is changing

    at an unprecedented pace today?

    'Disruption' can easily be an empty buzzword when carelessly thrown around. However, the

    rate at which our world has rapidly evolved over the last few years cannot be treated with

    the same amount of ambivalence. We must square up to certain realities. These include

    the accelerated growth of technology in our economies, the rising threat of climate change

    to our livelihoods, and the rising geopolitical tensions between global powers that has

    reshuffled our world order.

    Rather than painting an overly-pessimistic future, this serves as a reminder that the world

    our generation will grow up to inhabit is markedly different. While we cannot expect to

    change much in a day, I hope this conference will introduce new ideas, initiate productive

    conversations, and inculcate a sense of shared commitment towards building a progressive

    future together.

    On a final note, I would like to thank all the partners and stakeholders without whom this

    conference would not have been possible. To our corporate sponsors, our embassy partners,

    the ASEAN student societies in Warwick and beyond, and especially to the dedicated

    organizing committee, thank you for your tireless efforts in making this a reality. Wishing

    Ambassador Extraordinary & Plenipotentiary of the Kingdom of

    Thailand to the United Kingdom of Great Britain and Northern

    Ireland

    His Excellency Mr. Pisanu Suvanajata started his career in

    the Thai Prime Minister’s Office in 1984. He was granted a

    posting in the Ministry of Foreign Affairs in 1986 and did his

    first tour in Cambodia from 1997 to 1999. From 2010 to 2012,

    Mr. Suvanajata served as the Consul General in Guangzhou,

    the People’s Republic of China. Following that, Mr. Suvanajata

    was posted as Ambassador to the Republic of the Union of

    Myanmar from 2012 to 2016, before taking up his current

    position in 2017 as the Ambassador to the United Kingdom.

    HIS EXCELLENCY MR. TRAN NGOC AN

    Ambassador Extraordinary & Plenipotentiary of the Socialist

    Republic of Vietnam to the United Kingdom of Great Britain

    and Northern Ireland

    His Excellency Mr. Tran Ngoc An started his career in the

    Vietnamese Ministry of Foreign Affairs in 1988. Mr. Tran’s first

    posting was in the Republic of Korea from 1993 to 1996. From

    2006 to 2010, Mr. Tran was the Ambassador to the Republic

    of Finland and the Republic of Estonia. Before taking up his

    current position as Ambassador to the United Kingdom in

    2017, Mr. Tran played a key role in Vietnam’s establishment

    of trade ties with the international community, including the

    Comprehensive and Progressive Agreement for Trans-Pacific

    Partnership and the EU-Vietnam Free Trade Agreement.

    Tan Sri Azman Mokhtar is currently

    the Distinguished Visiting Fellow at

    the Centre of Development Studies,

    University of Cambridge, a Bye-Fellow of

    Darwin College, University of Cambridge,

    and an Adjunct Professor at Universiti

    Teknologi Malaysia. He is also currently a

    member of the Global Future Council on

    Investing of the World Economic Forum

    for 2019, and a member of the Steering

    Committee of the Global Ethical Finance

    Forum. His research interest is in the area

    of finance and its impact on society.

    From 2016 to 2018, he was selected by

    the World Economic Forum (Davos) to

    the Board of Stewards for the Future

    of Economic Progress and the Board

    of Stewards for the ASEAN Regional

    Strategy Group. In 2011, he was selected by

    the World Economic Forum to the Global

    Agenda Council on the Role of Business.

    From 2005 to 2018, he was a member

    and former trustee of the Asia Business

    Council, and until November 2019, he was

    a founding trustee of the Asia School of

    Business.

    From June 2004 to July 2018 he was the

    Managing Director of Khazanah Nasional

    Berhad (“Khazanah”), Malaysia's strategic

    investment fund. During the 14-year period,

    Khazanah established itself as a leading

    sovereign fund in the region as its net

    portfolio value rose 3.5x from RM33.3bn

    in 2004 to RM115.6bn at the end of 2017,

    an increase of RM82.3bn or a compounded

    rate of 9.6% p.a. over the period.

    During his tenure as the CEO of Khazanah,

    Tan Sri Mokhtar, among others, spearheaded

    the GLC (Government-Linked Companies)

    10-Year Transformation Program from 2005

    to 2015, the development of the Iskandar

    Malaysia special economic development

    zone, the internationalization of Khazanah

    and its companies into China, India, South

    East Asia, Turkey, Middle East and Europe

    and North America, and investing into

    new growth sectors, notably in financial

    services, telecommunications, infrastructure,

    healthcare and technology.

    Tan Sri Mokhtar drove the creation of IHH

    Heathcare Bhd, which is today, one of the

    largest listed hospital healthcare groups

    in the world. He also founded, chaired and

    served on various boards of companies and

    national public interest bodies, including

    Axiata Group Bhd and Iskandar Investment

    Bhd.

    During his tenure, Tan Sri Mokhtar founded

    several notable institutions and practices,

    including Yayasan Hasanah, Yayasan

    Khazanah, Khazanah Research Institute,

    the Khazanah Megatrends Forum, the Trust

    School Program, Kembara Khazanah, Think

    City, Amanah Warisan Negara and Taman

    Tugu Park.

    Tan Sri Mokhtar obtained a M. Phil in

    Development Studies (with distinction) from

    Darwin College, Cambridge University, as a

    Chevening scholar, and a Diploma in Islamic

    Studies from International Islamic University

    Malaysia. In 2018, he was conferred an

    Honorary Doctor of Letters from Wawasan

    Open University, Malaysia. He is also a CFA

    Charter Holder and a Fellow of the Association

    of Chartered and Certified Accountants

    (ACCA).

    The professional accolades accorded to him

    include Chairman of the Year in Malaysia (by

    MSWG-ASEAN Corporate Governance in

    2017), Value Creator for Outstanding CEO

    of Malaysia (by The Edge in 2016), Most

    Outstanding Individual for contributions

    to Islamic Finance (by KLIFF in 2011) and

    a Special Humanitarian Award by MERCY

    Malaysia in 2019. For his services to the

    nation, Azman was awarded the Panglima

    Setia Mahkota (P.S.M.) medal by the King of

    Malaysia in 2008 which carries the honorary

    title 'Tan Sri', and the titles 'Dato' (2004)

    and 'Datuk Wira' (2017) by the states of

    Pahang and Melaka respectively. Born in 1961,

    he makes home in Kajang, Malaysia and in

    London, United Kingdom, with Mastura Abdul

    Rahman. Together, they have five children.

    Climate change and technological advancement are both widely discussed

    issues in the 21st century. In Southeast Asia, these two issues share a similarity

    – while much spotlight has been shed on environmentalism and technological

    advancements in the Western world, not much international attention has been

    cast on Southeast Asia. Unbeknownst to outsiders, climate change has the

    potential to threaten the existence of many Southeast Asian states in the short

    term. Similarly, the Western world is often heralded as a technological hub, and

    few are aware of the potential of the nascent technological industry in Southeast

    Asia.

    This year, there will be a total of four informative sessions on various topics

    relating to technology and climate change. Each delegate may choose one

    session to attend. Each session will feature a presentation by the relevant speaker

    on their area of expertise, followed by a discussion and interactive session

    between participants.

    SPEAKERS

    Ms. Kirstin Gillon plays a leading role in ICAEW’s

    thought leadership programme on technology.

    She researches and analyses how technology

    trends such as big data, AI and cyber security

    are impacting businesses and accountants, and

    leads discussions on how they may transform the

    profession more radically in the future.

    She publishes widely on the above themes,

    liaises with the business, academic and policy

    communities and is a regular speaker at

    conferences, including the 2018 World Congress of

    Accountants. Recent publications include Artificial

    Intelligence and the Future of Accountancy,

    Fintech Innovation: Perspectives from Singapore

    and London and Digital Transformation in Finance

    Functions.

    Ms. Gillon joined ICAEW from PwC’s IT consultancy

    practice, where she specialised in M&A IT services.

    She previously worked at IBM as a project manager

    and business analyst. In her spare time, she is a

    keen choral singer, and enjoys travelling, walking

    and reading.

    Mr. Rahul Mathur is currently the Start-up

    lead at the London chapter of Accenture's

    FinTech Innovation Lab. In addition to

    supporting the day-to-day operations of

    the Lab, he has a keen interest in facilitating

    engagement between insurance client

    partners and InsurTech start-ups. He

    is the ambassador of Asia InsurTech

    podcast, Asia's first podcast dedicated

    to InsurTech and innovation in insurance

    featuring entrepreneurs, thought leaders

    and investors.

    Rahul Mathur

    Dr. Glen Reynolds is the current Director of

    the South East Asia Rainforest Research

    Programme (SEARRP). He has over fifteen

    years of experience in building institutional

    and political support, as well as providing

    advice across multiple disciplines. His

    success in securing major grants include

    work on forest rehabilitation and its

    impacts on ecosystem functioning and

    biodiversity.

    SEARRP is widely regarded as the most

    influential rainforest research programme

    in the region that supports a multi-

    disciplinary approach to research. Much

    of SEARRP focuses on human impacts on

    forests including logging, fragmentation

    by plantation development and climate

    change.

    Dr. Srinivas Yanamandra is Chief,

    Compliance at the New Development

    Bank (NDB) headquarters in

    Shanghai. NDB was established by

    BRICS member countries to mobilize

    resources for infrastructure and

    sustainable development projects

    in BRICS and other emerging

    economies.

    Dr. Yanamandra has close to 18 years

    of experience as a compliance officer

    relating to various aspects of banking

    regulation, such as governance,

    risk management, prudential

    reporting, risk-based supervision,

    digital banking and financial crime

    compliance. His expertise further

    spans regulatory developments

    amongst BRICS member countries

    in the area of sustainable

    infrastructure, fintech and digital

    economy. At NDB, Dr. Yanamandra

    is responsible for operationalizing

    the compliance function, monitoring

    the implementation of compliance

    Dr. Srinivas Yanamandrapolicy framework (comprising ethics & business conduct, anti-money

    laundering, anti-fraud and anti-

    corruption) and institutionalizing

    the compliance culture across the

    organization.

    Dr. Yanamandra is a certified accountant

    (Chartered Accountant and Cost &

    Management Accountant with national

    ranks in all academic examinations), a

    Fellow of International Compliance

    Association (UK) and a Certified

    Anti Money Laundering Specialist

    (USA). He holds a doctorate degree

    from the University of Manchester.

    His research interests span topics

    relating to monetary policy, financial

    instability, regulatory reforms and bank

    governance. As a visiting fellow at the

    University of Cambridge Institute for

    Sustainability Leadership (CISL), Dr.

    Yanamandra is currently exploring the

    role of financial regulation in promoting

    sustainable infrastructure in BRICS

    countries.

    The Southeast Asia Food Fair is an annual initiative introduced by

    the Warwick ASEAN Conference Committee to showcase the vibrant

    culinary culture in Southeast Asia. Set up in a typical street food

    setting commonly found in the region, external vendors will be

    selling Southeast Asian and Asian-inspired delicacies. Head down

    to the Piazza to tantalise your taste buds!

    Ms. Chang Yi Ning is a final-year undergraduate

    studying Human, Social and Political Sciences

    (HSPS), specialising in Politics, at the University of

    Cambridge. Her key ongoing projects include the

    Decolonising Politics Working Group (based at the

    Department of Politics and International Studies)

    and the Cambridge University Southeast Asian

    Society, which she leads. She is also the founder

    of Kopitiam Kembrij, a critical-thinking workshop

    series on race, religion and gender in Malaysia.

    She researches the history of political thought in

    Malaysia and Singapore, looking specifically at

    ideas of race and justice in the two countries, and

    how they have been imagined and re-negotiated

    through the years.

    The concept of “ASEAN Centrality” is

    regarded as one of the most quintessential

    values guiding its institutional diplomatic

    conducts between and among external

    powers within the region. Central to

    this concept is the notion that ASEAN

    should be positioned at the driver’s

    seat of managing regional affairs

    alongside other relevant major powers.

    Recent geopolitical and geoeconomic

    developments in the past few years,

    however, have called into question the

    salience of this notion to the regional

    community. Ongoing debates revolve

    around the question as to whether

    ASEAN will be able to cushion against

    the currents of emerging political and

    Ms. Junyan Chen is Academy Schwarzman Fellow

    at Chatham House hosted by the Asia-Pacific

    Programme. Her research interests are in regionalism,

    identity and nation building in different contexts.

    Her current research focuses on Southeast Asian

    countries, and how they can exercise more agency

    in order to better serve their own developmental

    needs when receiving competing infrastructure

    investment offers from various suppliers such as

    China, Japan and multilateral development banks.

    She has attended and spoken at conferences such

    as the G20 Youth Summit and Laeken Dialogue.

    competition between the U.S. and China

    or the threats emanating from domestic concerns to name just a few. This panel will explore the status of ASEAN Centrality

    in light of the current state of affairs as

    well as its future prospects in the long-run.

    This year, each speaker will give a

    15-minute presentation, which offers

    his or her perspective on the current

    geopolitical and economic landscape in

    Southeast Asia. Thereafter, there will be a

    45-minute Q&A segment for participants

    to direct questions to either one speaker

    or the entire panel.

    Dr. Bill Hayton is the author of 'Vietnam: Rising

    Dragon' (Yale, 2010), 'The South China Sea: the

    Struggle for Power in Asia' (Yale, 2014) and ’The

    Invention of China’ (Yale, 2020). He is an Associate

    Fellow with the Asia-Pacific Programme at Chatham

    House (the Royal Institute of International Affairs) in

    London and a journalist with BBC World News. He

    worked as a BBC reporter in Vietnam between 2006

    and 2007 and as a media development consultant

    in Myanmar in 2013. He was made a Fellow of the

    Royal Geographical Society in 2015 and received his

    PhD from the University of Cambridge in 2019. He

    has given presentations to government agencies,

    companies, universities and think-tanks in Europe,

    the United States and Asia and has written widely

    on Southeast Asian current affairs.

    Dr. Bill Hayton

    Ms. Jayashree Sadanandan has been in the Singapore

    civil service for over 20 years. Ms. Sadanandan took

    up the appointment of Executive Director in 2018.

    Based out of EDB’s London office since 2019, she

    is currently working with European companies

    seeking to expand their market and manufacturing

    presence in Southeast Asia.

    Prior to taking up this post, she has held a

    variety of positions within EDB. She led EDB’s

    Regional Partnerships Division (RPD) from 2018

    to 2019, to establish government-to-government

    collaborations with a focus on strengthening the

    economic ecosystem and linkages for industries

    and companies based in Singapore. She was also

    previously Executive Director / Director for Resource

    Division (International Policy) & Asian Businesses

    focusing on engaging Asian family businesses. From

    2011-2012, as Deputy Director for EDB’s Logistics

    Division, she helped support a new EDB initiative to

    develop synergy across regional borders, land, sea

    and air, to enhance Singapore’s value proposition

    in the logistics industry.

    Firdaos Rosli

    Mr. Firdaos Rosli started his career in

    the accounting and banking sector

    before moving to the public sector

    as an Assistant Director in the

    Ministry of International Trade and

    Industry (MITI) Malaysia in 2004.

    He has held various responsibilities

    in promoting bilateral and regional

    relations through the Asia Pacific

    Economic Cooperation (APEC), and

    as part of the main secretariat of the

    Malaysia-US Free Trade Agreement

    negotiation team. He also served in

    the Minister’s Office as the Senior

    Private Secretary to the Deputy

    Minister of MITI since 2008.

    Mr. Firdaos is currently the Director

    of Economics, Trade and Regional

    Integration at the Institute of

    Strategic and International Studies

    Malaysia. He was also a short-

    term external consultant to the

    World Bank on Malaysia's trade

    and regional economic integration

    issues. Mr. Firdaos is currently

    pursuing Master of Public Policy at

    the London School of Economics

    and Political Science (LSE).
