Back / Looking forward report - Consultation
• Fact finding step (new for 2018) – opportunity for DNOs to respond to
feedback prior to penalty proposal (if any)
– 11 points of clarification
• Examples of the Ofgem questions:
– Is feedback you receive during the year incorporated into your ICE
work?
– Did the stakeholder experience inconsistencies in the way information
is communicated?
– Do you consider telecoms infrastructure within your ICE plans?

• Ofgem asked for further clarification for us to demonstrate;
– The licensee has implemented its comprehensive and robust strategy for engaging
with connections stakeholders.
– The licensee has taken into account ongoing feedback from a broad and inclusive
range of connection stakeholders.
– And answer a few other points on customer specific feedback

Small Service Self-Service
27
Benefits of the Small Service Self-Service process:
• No need for the ICP to have the NERS Design module.
• No ‘technical’ input needed
• The only NERS modules required are:
Network Connections – Jointing, LV Mains & Services
Network Connections – Operational, LV (not mandatory)
Jointing – LV Dead & LV Live
Cable Laying LV

Small Service Self-Service
28
Scope:
• Single and three phase metered demand connections up to 70kVA (no
disturbing loads)
• Combines the elements of:
• Self – Determination of point of connection
• Self – Approval of Design
• Self – Certification
• Self - Connection
• Utilises a suite of UK Power Networks standard designs:
• Simplifies and reduces the touch points
• Aids ICP’s to enter small service connection market
2016. UK Power Networks. All rights reserved
Small Service Self - ServiceSelf-Determination of PoC up to and including 70kVA
LV Point of Connections - Standard Design Matrix
The Standard Design Matrix will apply for connections up to and including 70kVA.
For connections up to 70kVA the ICP will:
• Assess the existing demand on the distribution substation by using the substation maximum
demand readings provided
• Provide details to support the proposed POC decision
For connections up to 70kVA the ICP will not:
• Propose a POC where the arithmetic sum of the requested capacity and the existing
substation maximum demand would exceed the overload rating of the transformer as detailed
in EDS 08-0115 Loading of Secondary Transformers
• Plan to split the load of the site / premise into several applications in order for each application
not to exceed the 70kVA threshold
• Propose a POC where any of the conditions referred to in this paper are not met
Application table29
2016. UK Power Networks. All rights reserved
Small Service Self – Service processHow it works day to day…
• ICP submits an application for Notification of Self-Determination of PoC
and a populated Small Service Self-Service template.
• CiC dept. will generate a 82 number which will be used as the reference
number for the Small Service Self-Service project.
• UK Power Networks completes network integrity check and confirms
point of connection is acceptable.
• ICP submits a SORN request following the normal LV Self-Connect
process.
• ICP completes self certification checks, undertakes final connection,
records assets and sends data updates to UK Power Networks
30
2016. UK Power Networks. All rights reserved
Working towards full self serviceHow would it work day to day…
Alternatively…………..
If the situation on site doesn’t meet the criteria of the matrix, i.e. the passing
main is smaller then 120al (or equivalent)…….
• ICP can submit an application and SSSS template, as previous slide.
• UKPN will model the network and determine whether a PoC can be taken
from the passing main, if it can the process continues…..
• If it works out that after modelling the network a mains
extension/reinforcement/cable overlay is required, the normal LC15 process
will need to be followed.

ADMD* calculation of house – IET COP
• IET COP advises that Diversity Factor
(DF) used to calculate the ADMD* when
installing an EVCP should be 1 ( no
diversity allowed)
This is the DF installers are using to
ensure that new maximum demand
of the house doesn’t exceed the fuse
cut-out rating
Installers seem happy with this value

Diversity factor from network point of view – EDS 08-5050
• UK Power Networks EDS 08-5050 advises on the diversity factors that should be used when
considering an installation of an EVCP from the network point of view
DF=0.5 refers to a single dwelling as
considered when designing the network
UKPN
Each dwelling’s
EV load should
be given 0.5
diversity from the
network point of
view
DF=0.8 refers to a multi-occupancy dwelling where
amount of CPs<amount of homes, when designing
the network
UKPN
Each EVCP load
should be given
0.8 diversity from
the network point
of view

Smart charging – UKPN position
60
Our position for smart charging:1. We will maximise the capacity available to the market through
network reconfiguration where possible
2. We will facilitate a market for flexibility procurement as a means to mitigate EV constraints, and utilise the value of EV flexibility
3. We will support distribution charging reform as a long-term solution to influence charging patterns via prices; however, this will take time, and in the interim we will investigate procurement of smart charging response at LV through administered pricing
4. Where required, we will approach customers or 3rd parties to request a unilateral load-management option for the DNO on an opt-in basis, that is compensated and enacted via 3rd party infrastructure
Potential evolution over time
We will support maximum market freedom, pursuing a market based “interim solution”
“Interim” Market transition Market maturityOperating regimes

Optimisation of existing network capacity first through
using a ready toolbox of Smart solutions, then deploy
strategic infrastructure
Developing LV Control & Monitoring capabilities fast

Summary
6443
1. EV uptake is increasing – acceleration in requests from fleet and commercial customers
2. Implementation of ‘EV only’ streets in London could accelerate the pace of transition
3. It is a new industry and we are still learning about consumer and charging habits
4. We are undertaking a number of trials to make sure we are at the forefront of this industry - SMART will play a significant role in the future
