The Chiloquin Vector Control District has three openings for citizen budget committee members. The budget Committee will meet on May 4, 2016 to formulate the annual budget. Crater Lake The road from Steel Visitor Center to Rim Village is CLOSED. The only way to see the lake is by snowshoeing or skiing up the Raven Trail. Be advised that if you choose to snowshoe/ski up to the rim you will be traveling in avalanche terrain. Walking or skiing on the road is prohibited. Please use caution when driving to Crater Lake. You must carry traction tires or chains. The combination of snow packed roads and heavy snowfall combined with winds may make driving conditions challenging. Be advised that our snow plow operators will be working on the roads and may have reduced visibility due to the weather.

Trained tax aide volunteers from AARP will help prepare tax returns. The assistance is for all ages, not only AARP members. The counselors have are some restrictions as to the types of tax returns that they are able advise on or complete. The assistance is available every Wed, from 10 am to 5 pm at the Chiloquin Library. First come – first served.

Master Naturalist program coming to Klamath Registration is now open for the first Oregon Master Naturalist program to be offered in the Klamath Basin. The program, operated by OSU Extension, is designed to create a corps of knowledgeable and dedicated volunteers in every region of the state. An East Cascades-Klamath Ecoregion course will be offered in June, with lectures and field trips planned for June 10-12 and 24-26. Course fee is $250. An informational meeting on the Master Naturalist program will be held at 10 a.m. Saturday, March 19, at the Klamath County Museum. More on this.

SAGE COMMUNITY SCHOOL TO HOST SCHOLASTIC BOOK FAIR EVENT MARCH 14-16, 2016

What: Sage Community School will host a Scholastic Book Fair on Monday, March 14 – Wednesday March 16, 2016, from 8:15 AM to 6:00 PM. Funds raised will help purchase books for the school’s library. Families, faculty, and the community are invited to attend this fun reading event that helps inspire children to become lifelong readers.

The Book Fair will be featured during Parent-Teacher Conferences on Monday, March 14 – Wednesday, March 16 from 3:30 – 6:00 PM. Volunteers from the Chiloquin-Agency Lake Rural Fire Protection District will read from their favorite book fair titles during special class visits.

When: The Book Fair will be open daily from 8:15 AM to 6:00 PM, March 14, 2016 to March 16, 2016.

Where: Sage Community School is located at 43580 Hwy 62, in Chiloquin.

More: The Book Fair offers specially priced books and educational products, including popular series, award-winning titles, new releases, adult bestsellers, and other great reads from dozens of publishers.

Book Fair customers may help the school build classroom libraries by purchasing books through the

Classroom Wish List program. Sunday, March 13th marks the beginning of daylight saving time and the Office of State Fire Marshal is recommending residents test their smoke alarms before automatically changing the batteries. "Smoke alarm technology has advanced and many now come with 10-year batteries and some are tamper-resistant," said State Fire Marshal Jim Walker. "So, I encourage residents to test their alarms before changing the battery." Oregon law requires ionization-only smoke alarms that are solely battery powered to come equipped with a hush feature and a 10-year battery. Because of this technology, the national slogan "Change your clock, Change your battery" may not apply to Oregon residents who have these ionization-only smoke alarms. Other types of alarms are also being sold with either a 10-year battery or a standard-life battery. "Ensuring you have working smoke alarms in your home is the single most important step you can take to increase your family's safety from a home fire," adds Walker. "Also, be sure to replace any smoke alarm that is 10 years old or older." To test your alarm properly we recommend you: 1) Push the test button to be sure the battery is working. 2) When replacing batteries, follow the manufacturer's instructions for the correct battery type to use.

3) Always retest alarms after installing new batteries. 4) Replace any alarm that fails to operate after installing a new battery. 5) Inspect your alarms to determine if they are 10 years old or older, and replace any smoke alarm 10 years old or older. Look for a date on the back of the alarm. If there is no date, your alarm is more than 10 years old and should be replaced. 6) Follow the manufacturer's instructions for regularly cleaning your alarms of dust and cobwebs. Working smoke alarms provide a critical early warning to a fire, allowing you vital minutes to escape, which increase your chances of survival. Additional safety tips: * Install smoke alarms on every level of your home, in each bedroom, and outside each sleeping area (hallway). * Never disconnect or remove batteries from smoke alarms for other uses. * Use the smoke alarm's hush feature to silence nuisance alarms such as cooking smoke or shower steam. * Make a home fire escape plan and practice it with family members. Fellow Chiloquin residents, I have listened intently to a group of citizens who aspire to raise our taxes under the premise of public safety. Last week at the public meeting many of you voiced many concerns about this and I share many of your same concerns. Why do we need to pay for this? Don't we already pay taxes to support this? The county commissioners need to increase funding for the department, etc. The point is that this approach has been tried before and failed, last time this measure lost by roughly 220 votes. There are some in our community that can really afford the $200, $300, or more that this will cost us every year. That's great and I am glad they are so willing to spend their own money for this however what they fail to understand is that there are many in our community that can't afford this increase. Others may look at it and think “I rent so it doesn't affect me”. This is not true, the owner of the home you rent will increase the rent to pay for this, the local stores you shop in will have to raise prices to pay these taxes. Now there are ways you can help, make your choices heard, show up for the public meetings. Let your friends and neighbors know you're against this. Next week this committee will be going before the county commissioners to ask them to bypass the signature gathering process and just put this issue directly on the ballot. While we may disagree with how the county commissioners have managed things one thing is certain they do listen, sometimes the vote against they way we want but you can call them and you can email them. I urge you to email our commissioners and tell them you are against shortcuts to the initiative process, you'll find that in most cases they will respond to your email. Please be respectful but make your voice heard. Their email addresses are: [email protected] [email protected] [email protected] In the end perhaps the committee can gather the signatures to put this on the ballot and that's fine but they shouldn't get to take shortcuts to get there. This is as much about the where, as the what. Can you believe this is actually a photograph of the surface of Mars? It was taken by the High Resolution Imaging Science Experiment circling the red planet, onboard the Mars Reconnaissance Orbiter, run by NASA's Jet Propulsion Laboratory, and the University of Arizona.

The swirling black lines are thought to have been made by dust devils, winds that whipped up the top layer of reddish soil, exposing dark material underneath. The straighter streaks are along the edges of dunes.

The National Oceanic and Atmospheric Administration reported Tuesday that this was the warmest winter ever recorded for the 48 contiguous states in the 122 years records have been kept. Alaska had its second warmest winter. This followed the warmest fall ever for the contiguous states. And the hottest year on record. And it appears last month was probably the hottest February on record: The December-February average temperature for the contiguous U.S. was 36.8°F, 4.6°F above the 20th century average, surpassing the previous record of 36.5°F set in 1999/2000.

The exceptionally warm December boosted the contiguous U.S. winter temperature. The February temperature for the contiguous U.S. was 39.5°F, 5.7°F above the 20th century average, ranking as the seventh warmest on record and warmest since 2000. The news wasn’t unexpected, since a strong El Niño typically creates warmer temperatures across the northernmost states. But that weather pattern played out against a larger pattern of global warming, NOAA stated. Other anomalous occurrences—weather extremes—were of the type that climate scientists have predicted. New York City, for instance, had one of its snowiest and warmest winters on record. US National Weather Service Medford Oregon A Sunny View of Phytoplankton Blooms Around Kerguelen Islands Iron rich waters around the Kerguelen Islands support spring phytoplankton blooms which are often hidden from satellite view by cloud cover. This November 21, 2015, view from the Visible Infrared Imaging Radiometer Suite (VIIRS) instrument was taken on a sunny day in the region. Located in the southern Indian Ocean roughly midway between Africa, Australia and Antarctica, the Kerguelen Islands experience a fierce climate, with incessant, winds and rain or snow nearly every day. The islands were formed over millions of years by a series of lava flows. The perimeter of the large island is carved by fjords, and the rocky landscape is very sparsely vegetated with grasses, mosses and a plant in the cabbage family. Scavenging birds, including bald eagles, eat the gut piles hunters leave behind and are poisoned by the bullet fragments. Many die. Badger Run is NOT anti-hunting. But we are anti-LEAD. There are alternatives to lead ammunition. FCE (Family and Community Education)

Meetings are the 2nd Wed of each month at 9:30. Meetings are open to all. We have a pot luck each month along with the lessons presented by a member. For the location and directions to the next meeting, please call Sandie Bolyard at 541-892-2336. Locally, FCE raises money for college scholarships for our Chiloquin High School Seniors. Money is raised through fund-raising projects such as a Thanksgiving turkey dinner fixings raffle with tickets being sold at Kirchers Hardware; Christmas Boutique at the Chiloquin Community Center; Kaleidoscope of Learning at Mazama High School in Klamath Falls. We are very active in our community and you will find FCE volunteers at many local events. Oregon FCE is a non-profit organization of volunteers who have worked on such issues as improving sanitary requirements in hospitals, women’s labor laws, requirements for high school teachers, and funding for the state library. Nationally, we began the school hot lunch program and pushed for bookmobile libraries. FCE asked for and got money from the legislature to fund an OSU research study on the dental caries problem in Oregon. We’ve studied our county governments and monitored their activities; worked on county and state fair boards to improve their quality; sponsored programs on rural road safety, farm safety, home safety, bike safety, Defensive Driving courses, campaigns to get the drunk drivers off the road, and child seatbelt laws. Current educational programs focus on the environment, children and television, literacy, and global issues. Current concerns include addressing the growing need for food banks, for shelters for the homeless, and for reducing the violence against women and children. Oregon FCE members donate thousands of volunteer hours and dollars to these causes.

Woodland Park Special Road District The road serves about 73 homes in the area between Chiloquin and Collier State Park. Meets the 2nd Monday of every month at 6:00 PM at the Community Center.

Chiloquin Vector Control The Chiloquin Vector Control District Board of Trustees meets on the 4th Wed of each month except for November and December at the Chiloquin Community Center Conference Room at 6:30PM The agenda includes discussions about mosquito control, mosquito monitoring, bill paying, budget issues and general management concerns. The public is encouraged to attend and offer public comments at the end of each meeting. The meeting room is wheelchair accessible.

Start Making A Reader Today (SMART) – a statewide program working with children K-3 during school hours. Each volunteer works one-on-one with a child for ½ hour, helping them read (or reading to the youngest). We always need volunteers, whether scheduled every week or merely as a substitute reader when the regular reader is unable to attend. Chiloquin Branch Library - The library has many ways to get involved and many fun ways to contribute to your local community. Some opportunities: 1. Evening volunteer: The library is open until 6pm on Tuesdays, Weds and Thursdays. We would really appreciate a volunteer who could help us out with closing tasks for the last hour or so on these days (especially Tuesdays). 2. Story time: If you would like to read two or three stories to a small group or preschoolers, and lead them in a simple craft or activity, the library staff can use your help. 3. Summer Reading Program: There are many opportunities during the summer to help out with this very worthwhile program. 4. Honor collections: These are racks of paperback books, magazines and audiovisual materials that patrons may check out without a library card. By offering these collections, more people in the community can be reached and a greater diversity of materials can be made available without incurring the costs of cataloging and processing items for the general collections. The staff would like to have some help in keeping these racks orderly, attractive and relevant. Check with the librarian for information on how to “adopt a rack”. 5. Help with sorting donations. 6. Go through Books for Sale section and tidy it once a month or so. Stop in at the library and see what they need or give them a call at 541-783-3315.

Chiloquin Visions in Progress (CVIP) CVIP operates the Chiloquin Community Center, the Chiloquin Learns After School program, the Writer in Residence Program, and is the contact point for the Chiloquin Area Community Resource Committees and their projects. We have a volunteer list in the office where you can sign up to be available for many different “jobs” and projects. Call 783-7780 between 10 AM and 2 PM weekdays for further information.
