Tipping Point for the Top End?
We are sure that you will forgive us for taking a moment to reflect upon our successes last year and although we are proud of our achievements it is important we demonstrate to the general public that the top end of the market is moving. In the final months of 2012 it became evident that many of the transactions that had stalled in the previous year, through lack
of confidence, were slowly but surely coming together in a windfall of sales which completed throughout December and January. Please see our compilation opposite. An in-depth discussion of market conditions is available upon
consultation with one of our team. The evidence is there and we have proved categorically that with diligence, good marketing and a heavy dose of perseverance we can push this market on.
It may be too soon to suggest that prices are on the rise as recent transactions have completed after lengthy negotiations. However demand for all the usual prime locations within Chigwell, Loughton, Woodford and the surrounding areas has never gone away although the
practicalities of affordability and available finance have taken their toll on some of the prices. Stability is the key and it is now far easier than before to estimate an accurate value for a property, as indeed we have been particularly successful in doing. We also have the evidence to back-up our valuations which is vital for any marketing campaign. Another positive sign is the number of new developments which have started to
spring up around the area, having been previously moth-balled. This, coupled with a fresh influx of buyers and investors contacting us to seek guidance on other ventures, fills us with optimism for the new projects we shall be handling in the future.
Gerard Houlihan, Heidi Foster and I form part of an extremely complementary team dealing with almost every combination of property-related issues that may arise. We look forward to the challenges of 2013 and feel that we are at the start of yet another exciting new era.

How do you see the relationship between school and parents?One of the strengths of Coopersale Hall School is that we know our pupils and their families very well. Your parents’ association seems to be very proactive – how involved does it get in school life?We are very fortunate to have a team of very active parents who work hard together to raise funds to provide extra resources for the children such as playground equipment, classroom luxuries and even a minibus! They also fund trips to places like the Tower of London and have a direct line to Santa and the Easter Bunny!
What does Spring Term bring?We have our next Open Morning on Friday 15 March, where we open our doors on a regular school day so that new parents can see Coopersale Hall School in action.
Have you seen any effects of the current economic climate?Our recent Open Days were very busy with many new families attending. We haven’t really seen a downturn in demand – more that parents have been looking for other ways to manage the financial commitment of fees, such as spreading payments or looking to grandparents for support. Prospective parents are generally well-informed about private schooling and the many opportunities that we offer.
Where are your new pupils travelling from?We’ve seen many new families move into Epping recently who have been looking for excellent local independent schools such as Coopersale Hall. We’re only 15 minutes from Chigwell via Abridge and Theydon Bois, and the same distance from Woodford, Loughton and North Chingford. There’s been a marked rise in interest from families coming from areas such as Stapleford Abbots, North Weald, Roydon and Ongar.
How successful are Coopersale Hall children at 11+?Our pupils are extremely well-prepared for a wide choice of senior schools at age 11 and we work with families to guide them towards the schools that best suit their children. We have an outstanding track record of helping children into

There is much confusion over the so called’ new legislation’ on extensions that appeared in the press in Autumn of last year. In short, there is no new legislation.
We all want building to be made easier but as yet this is not the case and may not ever be so. The new proposed legislation allowed houses to be increased on rear extensions by 6 or 8m dependent on whether they were attached or detached. There has been much ‘a do’ about this as of course one can imagine the impact it would have on those neighbours effected by such relaxation of what would normally require a Full Planning Application.
The current status is that consultation has been sought from all the national local councils and there is quite a lot of opposition. It is all very well to say ‘let’s build ourselves out of the recession’ BUT practicality states that if your neighbour suddenly extends into their garden similar in length to a small terrace house, I think most of us would have something to say about it! That’s why currently, you do require planning permission.
It does beg the question at what point is it acceptable to build under what is known as your Permitted Development. Currently one can build single storey rear extensions 3 or 4m dependent on the ‘attachment’ and up to 4 m high , as long as it is from original wall of the property. As architects, we think that when one is designing additional space it should be in the context of the surroundings. Therefore the extent, whilst allowing one to build out does not necessarily mean a good design.
Unfortunately we see too much too often of where Permitted Development does not work, as it is literally boxes built on the back of a house or the roof. Blighting the houses that they sit on, it is only if you are in a conservation area that you will not be able to implement this legislation.
We therefore sit as practice, unsure of what is best for architecture and the built environment. Is it to throw caution to the wind and hope that the general public appoint good architects to carry out designs within their Permitted Development Rights or; will it simply be a free for all to build BIGGER at whatever consequence to neighbourly relations?
Either way, we can only currently work to what we can and that is the old legislation, let’s see if it changes?

Should you helpyour children buy a home?
New research by the Joseph Rowntree Foundation says a further 1.5 million people aged 18-30 will be forced into renting in the next eightyears. The number who can’t afford to leave their parents’ home isexpected to rise by half a million to 3.7 million over the same period.
It makes grim reading for both generations and it is little wonder that manyparents feel compelled to help, but they need to think carefully beforegoing ahead.
Everyone’s circumstances will differ but, as a general rule, parents shouldavoid dipping into their retirement funds to help their children. A lot ofthings can go wrong. If you are handing over money, even as a loan, youshould be able to stand losing it if the worst comes to the worst.
You should also be certain that you are helping for the right reasons. If yourchildren are financially responsible and can afford to repay a mortgage butjust can’t raise a deposit then it may make good sense to help them.
However, if they haven’t been sensible with money then you may need tomake some checks.
For example, if your children can’t get a mortgage then you need to findout why. Get them to check their credit rating and show it to you. Ask tosee pay cheques and bank accounts if necessary. This may seem severebut there’s a lot at stake. Think of it as tough love.
After all, if they’re struggling financially already, giving them theresponsibility of a mortgage they can’t afford will only add to theirproblems. It may be that helping them to pay off credit card debt may bemore of a priority.
Once you decide to go ahead, there are various ways you can help. Mostparents do so by making a contribution towards the deposit for a mortgage.
You could simply give them the money, but if you want it to be repaid atsome point in the future, you should draw up a written agreement soeveryone knows where they stand. This is important because memoriesget blurred over time.
The agreement should include details of the repayment schedule,preferably with a ‘promissory note’ so it’s a proper formal arrangement.You may also want to draw up a deed of trust outlining how much youhave contributed to the purchase so you can get your money back whenyour child sells the property in the future.
If you are buying a home and renting it back to your children, make sureyou can meet the repayments if they can’t. Otherwise, you may have tosell at a loss. Lasting Powers of Attorney
Your new year resolutions may have included such things as more exercise and less alcohol but I wonder how many of you thought about setting up Lasting Powers of Attorney?
Whilst you are soberly leaping around at boot camp you may like to ponder on the following…
A ‘Lasting Power of Attorney’ (LPA) provides a formal authority to look after a person’s affairs when they are not in a position to do so. This can include a situation where you are physically unable to manage your affairs, such as cruising around the Caribbean until further notice, or if you are mentally incapable of dealing with your affairs through illness or old age.
There are two different types of LPA, the first dealing with property and financial affairs, the second dealing with health and welfare. The LPA dealing with health and welfare only comes into effect when someone has lost mental capacity.
The time to put these documents in place is now, when you are fit and healthy and are capable of understanding the process and procedure. You never know when you or your family may need them.
Without setting up LPAs it can mean a situation where say a
husband has lost capacity through ill-health or an accident and his wife will have to apply to the Court to access his bank accounts because she has no authority in place. This could cause difficulties in meeting responsibilities such as mortgage payments, school fees, utility bills or other essentials that traditionally her husband was paying for.
Couples may have their accounts in joint names. This will allow one person to access the accounts. However, this is not necessarily the solution particularly if a spouse needed to go into residential care as technically each person owns half the value of the accounts.
If you do not have an LPA in place and lose mental capacity, your relatives may need to make an application to the Court in order to deal with your property and finances. This can be expensive and could take several months to put in place.
You can choose anyone you trust to be your attorney. They must however be over 18 and not bankrupt. It is important to discuss this with them first. An LPA will give your attorney authority to make decisions about your property
