Individual Training Accounts (ITA)

Classroom training delivered through a provider who is part of an approved listed called the Eligible Training Provider List

On the Job Training (OJT)

Employer led - Participants gain a new skill while earning a wage. hours. Employers are reimbursed up to 50% of costs

Contracted Education

Contract directly with institutions of higher education or eligible training providers who facilitate the training of multiple individuals in high-demand occupations

Customized Training (CT)

Created by employers to help them find, train and hire a group of workers for a specific need in their organization and industry

Apprenticeship Training Account (ATA)

A formalized, structured program that combines on-the-job learning with related practical and technical instruction in a specific occupation

Basic TrainingWorkshops, online tools and related materials available to all job seekers

Available to everyone, delivered for free at local AJCC, Title II provider or online (e.g. Microsoft Word, general office skills) – Core A services

Available to anyone with a high school diploma or equivalent. Training directly supports job placement (e.g. truck driving, electrician, ICT certs, entry level medical)

Most applicable to candidate with existing undergrad or graduate degree (or extensive work experience); certification will result in promotion or wage increase (e.g. Lean Six Sigma, Project Management, HR Certs)

Price of training is prohibitive in our ITA structure and/or training is better suited to delivery through an OJT or CT (e.g. surgeon which requires advanced degrees, or emerging new technology better suited to hands-on experience)

My organization was approved, what’s next?

Working with ETPL Team to:

• Confirm your training programs ends in the awarding of an industry-recognized credential.

• Once training program is approved, it will be listed as a WIOA approved training program in the CalJOBS system.

Credential Definition:

• A credential must be awarded in recognition of an individual’s attainment of measurable technical or occupational skills necessary to obtain employment or advance within an occupation. These technical or occupational skills are generally based on standards developed or endorsed by employers.

• Certificate of Completion is a document issued by an entity which attests only to the fact that an individual attended and completed a program/class and does not constitute an individual’s attainment of measurable technical or occupational skills necessary to obtain employment or advance within an occupation.

Types of CredentialsThe ITA Agreement will be updated to indicate which type of industry-recognized credential the training program will lead to:

1. Secondary School Diploma/or equivalency

2. AA or AS Diploma/Degree

3. BA or BS Diploma/Degree

4. Graduate/Post Graduate Degree

5. Occupational Licensure (Industry-recognized license such as Dental Hygienist, Phlebotomist, etc.)

6. Occupational Certificate• Must be industry-recognized and endorsed by an employer

• Requires a letter from employer indicating certificate is sufficient to meet requirements of field or industry.

7. Occupational Certification (Industry-recognized certification such as COMPTIA, PMP, CNA)

• Change of price in CalJOBS without approval from SDWP may result in:

SDWP Refund Policy

• Provider must have a tiered refund policy in place (see example below).

• Submit a copy for approval & add in CalJOBS.

• Delays in refund may result in delisting from ETPL.

Reasons for Delisting

• Did not meet minimum performance criteria for subsequent eligibility;

• Debarred from business with Federal Government;

• Failed to meet reporting requirements (Title 5 California Code of Regulations Division 7.5)

• At least 5 WIOA participants did not enroll in training during program year;

• Lost accreditation and/or BBPE License;

• Does not comply with Equal Opportunity guidelines;

• Customer satisfaction surveys indicate challenges with program or provider;

• Provider has a history of failure to provide refunds;

• Based on SDWP program needs (i.e. reduction in funding)

• Training program is available for free or lower cost in the community.
