Technology StrategyTechnology is based on the RFP`s requirements and national and international market analyses

Reasons for the technology decision and the participation in the consortium:

What are the RFP`s requirements in Germany?

Which trends have to be anticipated (technology, business)?

What is feasible from the technical point of view?

What is the current state of the relevant technology Realisation of an own development organisation?

What are the main requirements for an ETC-architecture?

User`s acceptance: What will the target groups expect?

Which value added services can be realised with the different technical concepts?

What are the critical success factors?

Technology Strategy Requirements of the RFP

Dual system (automatical and manual).

System should impose incentives for an economic use of transport infrastructure and capacities.

Support of environmental and transport policies.

Avoid toll gates and negative impacts on traffic flows.

No discrimmination, no entry barriers for international transit traffic.

Ready to integrate future value added services.

Technology Strategy Technology and Business Trends

Modern technologies, platforms and architectures enable manual and automatic toll collection procedures for all kinds and sections of roads.

GPS / GSM – based technologies enable bi-directional telematic services as an add-on to the priority functionality of toll collection.

Many technical services can be integrated or are already standard features.

All-In-One ETC-architecture has gained solid state of maturity and is supposed to displaced classical concepts.

Technology Strategy User analysis ensures a broad level of system acceptance

User interests are unlikely to be in conflict with the ministry´s targets:

Many booking possibilities with additional support - the optimal way is the completely automatic toll collection procedure (more than two thirds of trucks in Germany).

Easy to use On Board Units (in Germany 98% acceptance) with the option to use value added telematic services.

Transparency of operation and equal opportunities (high expectations towards enforcement).

System should be open totelematic services to avoid additional investments.

Efficient distribution and allocation of On Board Units to enable participation of automatic toll collection from the very start of the system.

Incentiv-bundles, bonusses, test bills, usage of GPS-Data.

Offering of attractive value added pay services on the same infrastructure.

Technology StrategyValue added services as important decision criterion

The comparison of possible technologies under consideration of the possibility of delivering value added services over the same platform / architecture had a clear result:

Satellite based system with bi-directional data communication into the vihicles (GPS /GSM)

GPS

ETC Center

Forwarding agency

OBU

Technology Strategy Identification of the basic requirements and critical success factors

Very high availability and reliability of the technical systems for toll collection and user support (availibility in Germany > 99%) .

Fulfill the expectations of the user groups.

Contracting with strong companies with long term experience in the area of electronic toll collect and high user-acceptance in the telematic area.

Partnerships with strong regional companies with experience and relevant know-how.

Companies with experience in financing and carrying out big international and cross national projects.
