Electronic Pawn Reporting System (EPRS) Update

• Automation of the current JUS-123 form.
• Single, statewide, uniform electronic reporting system for all pawn data.
• Provide LEAs with enhanced investigative capabilities.
AB 391 Objectives
• EPRS Working Group Collaborative effort with the following agencies to help identify and gain agreement of general intent of legislation and prioritize the capabilities.
• Department of Justice (DOJ) • California Police Chief’s Association (CPCA) • California State Sheriff’s Association (CSSSA) • California Peace Officers Association (CPOA) • California Pawnbrokers Association (CAPA)

• DOJ Project Team established - March 2013.
• Released Survey to LE stakeholders and CA Pawn Association - May 2013.
• Released RFO – June 14, 2013.
• Obtained spending authority from the Department of Finance (DOF) - July 2013.

Accomplishments to Date
• Conducted three site visits with potential county pilots to discuss business
and technical environment.
• Announce county pilot August 2013.
• Providing one county connection for law enforcement and one connection for probation.
• Portal/service will provide the same level of security, audit controls as CLETS.

• DOJ will pay the costs associated with the design, development, implementation, integration, training, and maintenance of DOJ information sharing platform.
• DOJ will pay the cost to build integrations with one local law enforcement
