For LADWP residential customers, the EV Residential Charger Rebate Program offers L.A. City residents a rebate of up to $500 to offset the cost of a qualifying EV home charger.

1. The LADWP Electric Vehicle (EV) Charger Rebate Program, “Charge Up L.A.!” (Hereinafter referred to as “Program”) provides rebates to assist City of Los Angeles residents, who purchase or lease a new or used EV on or after October 1, 2015, with the purchase of qualifying EV chargers. The Program begins on March 1, 2016 and expires June 30, 2018. The Program may be modified without prior notice and terminated when the program goals are met, or funds are exhausted; whichever comes first. Applications are accepted on a first-come, first-served basis and processed in the order received.

2. The maximum rebate offered is $500 for the installation of a qualifying Level 2 (240-volt) EV charger. The final rebate will be based on the total cost of the charger, minus any additional EV charger incentives or rebates received from a third party/parties. The actual cost of the charger must be itemized on a paid invoice, installation contract or purchase/lease agreements. The maximum rebate of $500 shall not exceed the total cost of the EV charger. Participants are limited to one EV charger rebate per vehicle, per LADWP residence.

3. The qualifying Level 2 (240-volt) EV charger must be: new and unused; purchased on or after October 1, 2015; certified by Underwriters Laboratories Inc. (UL Listed); ETL Listed; or approved by the Los Angeles Department of Building and Safety (LADBS) Test Lab. Chargers that are portable, resold, rebuilt, received from warranty insurance claims, won as a prize, or new parts installed in existing units are not eligible for rebates under this program. The EV charger must be wall-mounted and installed by a licensed contractor at the LADWP electric service address provided in this application. Tesla EV owners must install a high-power wall connector to qualify.

4. The EV listed in Section 5 of this application must be DOT-approved for highway application. Golf carts, neighborhood carts, motorcycles and electric scooters are not qualifying vehicles under this program. The qualifying, new or used EV, must be leased or purchased on or after October 1, 2015. The registered owner or lessee of the EV must permanently reside at the LADWP address provided in Section 1 of this application. The qualifying EV must be registered at the address provided in this application.

5. The program application must be signed by the named customer(s) of record who permanently resides at the address provided in Section 1, and, has an active electric meter served by LADWP. An additional $250 rebate is available for residential program participants that install, at their discretion, a dedicated EV charging station Time-Of-Use (TOU) service and meter which would allow them to take advantage of the LADWP EV rate discount.

6. The LADWP customer of record must submit a completed application with an original signature (not copied), along with all required support documentation, to the LADWP by U.S. Mail within six months of purchase of the EV charger, and which must be postmarked no later than June 30, 2018. Only applications with an original signature will be accepted. Faxed, scanned, or emailed applications WILL NOT be accepted. Applications received by LADWP that are missing required support documentation, or that do not meet the program criteria, will be considered ineligible for a rebate. LADWP is not responsible for documents lost or destroyed in the mail via transit

or misdirected applications. Submitted rebate applications and accompanying documents become the property of LADWP.

7. Program Participants must be in compliance with all federal, state, county, city government regulations (including LADBS) regarding the installation of EV Chargers, metering equipment, or any other support equipment required or necessary for the proper and safe installation of an EV Charger. In addition, the Program Participant has the sole responsibility of securing all necessary and required permissions from the property-owner, homeowner association, or any other organization from which permission to make such installations would be required. The Program Participant is solely responsible for the adherence to all applicable conditions, covenants and restrictions imposed by the aforementioned persons or organizations. All permits necessary must be obtained prior to the EV charger installation.

8. LADWP reserves the right to inspect the EV charger installation at any time with reasonable notice. The Program Participant must agree to provide LADWP’s representative reasonable access to the installation location during normal business hours. Any refusal by the Program Participant to allow reasonable access to the EV Charger installation site for the purpose of inspection by an authorized LADWP representative may result in forfeiture of the estimated earned rebate. The EV charger shall remain in service at the installation location indicated on the rebate application for a minimum of six months unless the LADWP electric service account is closed during the designated six-month timeframe. Failure to adhere to the six month service requirement may result in the forfeiture of all paid rebates, or a portion thereof.

9. The City of Los Angeles and LADWP make no warranties and are not responsible for any representations, whether expressed or implied, including, but not limited to, the warranty of merchantability, fitness for a particular use product performance and useful life, or application of the item(s) or measure(s) manufacturers, dealers, contractors, or any other third parties, materials, workmanship, the quality, safety and/or installation of the item(s) or measure(s), effects on pollutants or any other matter with respect to the Program.

10. LADWP may utilize, without compensation, the data generated by the use of the EV charger to improve LADWP services, conduct studies, or for any other purpose in furtherance of LADWP’s operations. Such data may also be provided to other entities for research and grant purposes and/or as required by law.

11. Program Participants shall agree to participate in the LADWP’s future Demand Response Program, which would enable the LADWP to interrupt EV Charger operations for a specified time period (commonly referred to as a “DR event”) for the life of the installation. I understand that if LADWP has a DR event or condition where electric load to the distribution system needs to be curtailed; LADWP has the right to remotely or manually disconnect or reduce the load from the EV meter for the duration of the event or condition without notice. Program participants may have the option and ability to opt-out of a limited number of DR event interruptions each year.

12. Please allow four to six months after application submittal to receive the estimated earned rebate.

The Los Angeles Department of Water and Power (LADWP) has relaunched its popular electric vehicle (EV) charger rebate program that seeks to expand EV charging infrastructure for the home and workplace, and for the stops in between. LADWP’s revamped “Charge Up L.A.!” offers incentives to LADWP residential customers who purchase and install a qualified EV charger with the purchase or lease of a qualifying EV. For the first time, the residential “Charge Up L.A.!” also makes rebates available to LADWP residential customers who purchase or lease used EVs. The new program is designed to encourage more widespread installation of EV charging stations, not just at home, but at public locations and businesses for their own employees, as well as multi-family buildings.

REBATE TERMS AND CONDITIONS Rebates are offered to residential customers who purchase or lease a qualifying, new or used EV, on or after October 1, 2015 and install a qualifying Level 2 (240-volt) charger at their residence. The qualifying Level 2 (240-volt) EV charger must be new and unused and also purchased on or after October 1, 2015. Customers can receive a rebate of up to $500 toward the customer’s final cost of the charger after other incentives or rebates are deducted. The EV charger must be installed at the LADWP electric service address by a licensed contractor. The rebate amount shall not exceed the cost of the EV charger, nor does it cover installation. IMPORTANT: For charger installations, all permits necessary must be obtained prior to the EV charger installation.

This program expires June 30, 2018. Rebate Terms and Conditions may be modified without prior notice and the rebate program can be terminated when the program goals are met, or funds are exhausted, whichever comes first. RESIDENTIAL RATE OPTIONS When you switch to an electric vehicle, you can expect your energy consumption and costs to change. LADWP offers three service options for residential customers who have an EV.

OPTION 1: CURRENT METER SERVICE – DOES NOT QUALIFY FOR EV DISCOUNT Most LADWP residential customers are billed on the Standard Residential Rate (Schedule R-1, Rate A). You can remain on the standard rate and charge your EV off the same meter that measures the rest of your home’s electricity. The standard rate uses three pricing tiers, so the more electricity you use, the more you pay. Tier 1 is the lowest cost while Tier 3 is the highest. Remaining on this rate is the simplest option, however, your bill may increase because of the additional energy required to charge your EV.

OPTION 2: TIME-OF-USE METER SERVICE– DOES NOT QUALIFY FOR EV DISCOUNT Residential customers who are on the Residential Time-of-Use (TOU) rate for their entire household, including the EV charger, cannot receive the EV discount. As described below, TOU rates are based on when electricity is used, unlike the standard rate that varies according to how much energy is used. This option requires a meter change and is most suited for customers who already consume most of their energy during base hours—on weeknights or anytime on weekends. • Base Period Hours: 8 p.m. – 10 a.m. weekdays and all day on weekends • Low-Peak Period Hours: 10 a.m. - 1 p.m.; 5 p.m. – 8 p.m. weekdays • High-Peak Period Hours: 1 p.m. – 5 p.m. weekdays

OPTION 3: SEPARATE EV TOU METER SERVICE AND EV DISCOUNTLADWP offers an additional $250 bonus to customers who install a dedicated Time-of-Use (TOU) service and meter for their EV to encourage charging during weeknights and weekends when there is a lower energy demand. The discount is 2.5 cents per kilowatt-hour (kWh) off the base TOU rate and is available to customers who participate in the residential EV rate option. Under the TOU rate, rates are lowest during base hours, second lowest during low-peak hours and highest during high-peak hours. Under this option, your EV battery must be at least 8 kW in order to qualify and your regular house meter and electrical panel must remain unchanged. This is the best option for customers who expect to charge their EV primarily at night and on weekends. Possible savings are based on the following rate schedules: • Base Period Hours: 8 p.m. – 10 a.m. weekdays and all day on weekends (receive EV discount of 2.5 cents/kWh during Base

• The charger must be a Level 2 charger with the SAE J1772 charging plug.

• The charger must be located within the LADWP service area with a qualifying EV registered to the same address.

WHAT TYPES OF CHARGERS QUALIFY FOR THE REBATE?Rebates will only be provided for qualifying wall-mounted Level 2 (240-volt) chargers with the SAE J1772 charging plug. The charger must be UL (Underwriters Laboratories, Inc.) listed, ETL Listed, or approved by the Los Angeles Department of Building and Safety Test Lab and installed by a licensed contractor in compliance with local codes and permitting and inspection requirements. A specific brand of charger is not required.

Prices and features of electric vehicle chargers vary, and many charger installers will offer to handle the rebate paperwork for you. Some charger installers may have incentive money from other sources. These incentives will reduce the out-of-pocket costs of installing a charger. It is your decision which charger to install to best fit your needs.

WHO WILL INSTALL MY EV CHARGER?As the customer, you arrange for a licensed contractor to install your EV charger. The EV manufacturer or vendor will often help arrange for installation. Please note that the “Charge Up L.A.!” rebate will not cover the cost of installation.

DO I NEED A SPECIAL METER?Residential customers do not need a separate meter to qualify for the rebate. However, customers who choose to install a dedicated EV TOU service and meter are eligible for an additional $250 bonus. This dedicated service will add an additional cost to the installation process but will yield lower electricity costs for base period charging.

HOW DO I APPLY FOR THE REBATE?Follow these steps to apply:

• Purchase or lease a new or used EV on or after October 1, 2015.

• Install a new and unused, qualifying Level 2 (240-volt) EV charger at LADWP residential service address.

• Review the program terms and conditions and the rebate application to confirm your eligibility for the rebate.

• Complete the application, including your signature and the date.

HOW LONG WILL IT TAKE TO GET A PERMIT FOR CHARGER INSTALLATION?Permit approval will depend on the Building and Safety agency in your area. For Los Angeles City residents, the Department of Building and Safety has an online permit process. Please see www.permitla.org. Requests that meet the criteria are approved immediately.

DOES IT MATTER IF I HAVE A PLUG-IN GAS/ELECTRIC HYBRID OR AN ALL ELECTRIC VEHICLE?The “Charge Up L.A.!” rebate will be available to LADWP customers who meet the qualifying criteria, no matter the make or model of the electric vehicle, provided the new or used EV was purchased on or after October 1, 2015 and has a factory installed SAE J1772 charging plug. In determining your charging needs, consider your driving habits, the type of car you would like, and the amount of time you will typically have to charge your car. Level 1(120-volt) charging takes longer, but it does not require the installation of a special charging unit if your garage or parking area is equipped with the appropriate outlet. The rebate does not apply to Level 1 chargers.
