Introduction Electoral Registers were kept from 1832 onwards, and include details of the property by which the elector was qualified to vote, which might have been other than their place of abode. They are usually available in most counties for every year since the 1832 Reform Act, except for the years 1916-17 and around 1940-44. In 1832 they included only male owners of larger properties and tenants. For the Glamorgan area, a full set of registers for Swansea Borough from the 19th century and for West Glamorgan from 1974 is available at the West Glamorgan Archive Service, and registers for the rest of the county of Glamorgan up to 1974 are available at the Glamorgan Record Office in Cardiff. Over the years there have been changes in eligibility for voting, and consequently in the proportion of the population recorded in electoral registers: • From 1762 electors had to own freehold property worth at least £2 annual rent. • The 1867 Reform Act extended the franchise to male owners of property worth £5 per

annum and tenants paying £12 per annum. • In 1884 the franchise was extended further to all male householders and lodgers paying

£10 per annum. • The Representation of the People Act of 1918 introduced a universal male franchise and

included all women over 30. • In 1928 the female qualifying age was reduced to 21 • In 1969 the qualifying age was reduced to 18 for both men & women. From 1832 Swansea had its own Member of Parliament, along with the contributory boroughs of Loughor, Neath, Aberavon and Kenfig. Under Gladstone’s Reform and Redistribution Acts 1884-5 Swansea gained an extra MP. There were now separate MPs for Swansea Town (the ancient borough) and Swansea District (the St John’s, St Thomas, Landore, Morriston and Llansamlet areas). The Neath, Aberavon and Gower Divisions were formed at the same time. In 1918 two new Swansea districts were formed, Swansea West and Swansea East.

Electoral boundaries Although they may be similar, electoral boundaries do not conform rigidly to local government boundaries. From 1832 Swansea Borough (along with Cardiff and Merthyr Tydfil) elected its own Member of Parliament separately from the rest of the county. Under Gladstone’s Reform and Redistribution Acts 1884-5 the parliamentary constituencies of Gower, Neath and Aberavon were created and at the same time Swansea gained an extra MP. The two Swansea constituencies were subsequently reorganised and renamed in 1918. Later there were major changes to the boundaries of the Gower, Aberavon, Neath and both the Swansea constituencies in 1950, bringing them more closely in line with local government boundaries, as shown on the maps below:

Swansea electoral registers When Swansea first began to elect its own MPs, the borough (and consequently the contents of the electoral registers) was much smaller than today. The area covered included the town centre, westwards to Brynmill and northwards to Townhill, St Thomas, Hafod, Landore, Morriston and Eastside. When the borough gained an extra MP in 1884-5 this area was divided into two constituencies – Swansea District (Landore, Morriston and St John’s wards) and Swansea Town (Alexandra, Brynmelyn, Castle, Ffynone, St Helen’s and Victoria wards, and the Eastside and St Thomas areas, which were then called East Ward). In 1918 Swansea County Borough was greatly extended to take in outlying areas such as Sketty, Fforestfach, Ynystawe, Oystermouth and Birchgrove. At the same time, two new constituencies were created, called Swansea East and Swansea West, as depicted on the map below. However, the two new constituencies included, broadly speaking, the same area as the Town and District constituencies. The majority of the post-1918 borough remained within the Gower constituency. Up to 1930 Swansea electoral registers only include lists of voters in the Swansea

constituencies, which means that areas such as Oystermouth and Sketty are omitted, because they lay within the Gower constituency, despite being within Swansea County Borough boundaries. However, from 1930 onwards the registers start to include those parts of Swansea Borough that lay within the Gower constituency. It should be noted however that the constituency boundaries did not necessarily adhere neatly to ward boundaries and, as the map shows, many wards were split between two parliamentary constituencies. In 1950 there was a major reorganisation of electoral boundaries in the West Glamorgan area. As part of this, the boundaries of Swansea East and Swansea West constituencies were altered to take in

the whole of the county borough in approximately equal proportions. The southern half of Oystermouth ward was transferred back to Gower constituency during the 1980s.

Swansea Borough The following list contains voters’ lists of two types, burgess rolls (lists of those eligible to vote in local council elections) and parliamentary electoral rolls (covering those eligible to vote in a general election). From 1885 most volumes contain both lists. The boundaries of the area covered by these registers is complicated by the fact that the boundaries of the municipal borough of Swansea and the boundaries of the parliamentary boundaries of the Borough of Swansea were not the same. From 1918 onwards there were two constituencies within the boundaries of the municipal borough of Swansea, called Swansea East and Swansea West. Roughly speaking, Swansea East covered St Thomas, Landore, Morriston, Hafod, Cwmbwrla, Treboeth and Eastside, while Swansea West covered the town centre as far as Brynmill Stream on the west, the river Tawe on the east and Townhill on the north. This area excluded Newton, West Cross, Oystermouth, Sketty, Killay, Cockett, Waunarlwydd, Fforestfach, Clase, Ynystawe, Llansamlet and Birchgrove, all of which were brought within the boundaries of Swansea City in 1918. However, these areas continued to be part of the Gower Constituency until local government reorganisation in 1974. Many of the registers after 1918 only cover the Swansea West and Swansea East areas. Where the register is said to cover ‘Gower’ for the years 1918-1974, this means not the whole of the Gower constituency, but only those parts of the Gower Constituency which fell within the municipal boundaries of the City of Swansea.
