1.0 INTRODUCTIONThis Specification covers the minimum technical requirements for the design, manufacture, and testing of navigational aids systems suitable for installation on an offshore facility. Any exceptions to the requirements of this Specification shall be submitted in writing for resolution by Company.

2.3 Conflict ResolutionAny conflicts between the referenced documents shall be identified to the Purchaser in writing for resolution. In general, when resolving conflicts, the following order of precedence shall apply:• Purchase Order• Data Sheet, ELC-DS-12.20• Project or schematic diagrams and associated documents• Other purchaser drawings• This Specification, ELC-SU-12.20• Referenced Standards

3.0 DEFINITIONSNavigation Aids: Navigational aids for an offshore facility include lights and/or foghorns that mark and intermittently signal the presence of an offshore facility at night and during periods of low visibility.

4.0 SERVICE CONDITIONS1. The navigation aids and associated equipment shall be designed to perform satisfactorily

under the following ambient conditions unless otherwise specified on the Data Sheet:a. Ambient conditions within the limits of -18°F (-30°C) and +104°F (40°C).b. Altitude of installation does not exceed 3300 feet (1000 m).c. Humidity within the limits of 0 - 100% condensing.d. Seismic and Wind Forces as specified on the Data Sheet.e. Traces of chemical contamination as specified on the Data Sheet.

2. All equipment shall be designed for installation and operation in a salt laden, marine environ-ment and ventilated with unconditioned outside air, unless specified otherwise.

3. Area classification will be as indicated on the Data Sheet.

5.0 REQUIREMENTS

5.1 General1. Navigational aids shall be capable of performing independently within the parameters given

on the Data Sheet.2. All navigational aids shall be United States Coast Guard (USCG) approved for Class A struc-

tures.3. All navigational aids shall comply with the requirements of the Code of Federal Regulations

(CFR), Title 33, Part 67.4. All components shall be capable of transmitting the Morse code signal for the letter “U.”5. All components shall be rated for operation on 12 or 24 volts DC, negative ground.6. The navigational aids shall not require any maintenance other than routine cleaning of the

exterior surfaces, lamp/battery replacement, and measurements necessary for verification of performance.

7. Navigational aids shall be equipped with a permanent, rigid, galvanized steel base assembly.8. The base plates shall have provisions for bolting or welding to the structural members on the

facility and for leveling the navigational aid.

5.2 Navigational Lights1. Navigational light fixtures shall have the following:

a. 360-degree, clear Fresnel acrylic lenses unless otherwise specified on Data Sheet.b. Bird spikesc. Leveling vials that are attached to the lantern.d. Five miles minimum range.e. Three sets of mounting hardware (one for each support) supplied for each navigational

light installation. f. The mounting hardware shall be stainless steel and consist of leveling bolts, washers, and

self-locking nuts.g. 1/2-inch National Pipe Thread (NPT) cable entries or hubs on the light fixtures.h. Insulated clamp type electrical terminals, labeled according to function, such as plus,

minus, ground or synchronize.i. The DC wiring shall not be grounded in any way.

2. Each navigational light fixture shall be provided with an automatic, six-position lamp changer that has the following minimum characteristics:a. Non-arc contacting, gold-plated contacts for each lamp position.b. Automatic shutdown that deactivates the lamp changer and, if specified, activates contacts

for a remote alarm and a standby light if no serviceable lamps are available on the primary light.

c. Reverse polarity protection.d. Provisions in the mounting assembly for lamp filament focusing.

3. Each navigational light installation shall contain an integral photocell that turns on the light 30 minutes prior to sunset and turn off the light 30 minutes after sunrise and during any other period of low light.

4. Each light fixture shall contain synchronization circuits to ensure that all navigational lights simultaneously flash the specified characteristic code. Failure or malfunction of one or more lights shall not interfere with the operation of the remaining lights.

5.3 Fog Signals1. Each fog signal assembly shall contain an amplifier, oscillator, and electronic timer. 2. The assembly shall include, but is not limited to, the following:

a. Integral “On/Off” switchb. Direct current (DC) power-supply, reverse polarity protection

3. Each fog signal assembly shall be provided with a rigid galvanized steel or equally corrosion resistant base and all hardware necessary for attaching the assembly to the structure. All nuts, bolts, and other mounting hardware shall be 316 stainless steel.

4. When specified on the Data Sheet, a standby fog signal shall be provided with the normally operating fog signal.

5. Requirements for the standby fog signal shall be the same as for the normally operating signal.6. A signal control system shall have a failure alarm/transfer circuit as follows.

a. If the normally operating fog signal fails, the signal control system shall initiate an alarm contact for remote monitoring and, if a standby fog signal is specified, shall transfer power from the failed signal to the standby signaling equipment.

b. In addition to the automatic transfer feature, a means shall be provided for manual transfer.7. When specified on the Data Sheet, a “REMOTE/MANUAL” switch shall be provided that

enables the fog signal to be controlled either locally at the fog signal or at a remote location.a. The “REMOTE/MANUAL” switch shall be located on the battery enclosure.b. The switch shall be connected to the control circuitry and not directly to the power supply

system cables unless specified otherwise on the Data Sheet.8. Range of the fog signal shall be two miles minimum unless specified otherwise on the Data

Sheet.

5.4 Power Supply1. When specified on the Data Sheet, batteries and battery chargers shall comply with the

requirements of Specification ELC-SU-12.18 and ELC-SU -12.19 . 2. Batteries shall be sized for a minimum of 8 days of operation.3. When required and indicated on the Data Sheet, a photo-voltaic system consisting of solar

panels, DC regulating and charging panels and batteries shall be supplied as a complete sys-tem. a. Solar panels shall be sized based on insolation data for the facility location. b. Solar panel systems will be able to run without an external DC charger, but allow input

from a DC charger for “Topping Off”. c. All systems will have blocking diodes to prevent battery discharge during dark periods.

6.0 TESTING

6.1 Production Tests1. Purchaser reserves the right to observe the manufacturing, fabrication, or any part of work

which concerns the subject equipment, inspect materials documents and manufacturing opera-tions, witness the final test, and evaluate results of nondestructive examinations.

2. Supplier shall afford Purchaser or Purchaser's assigned inspector free plant access, suitable facilities, and seven (7) working days notice of scheduled work on the contract.

6.2 Functional Tests1. When specified on the Data Sheet, functional testing shall include the following special tests

conducted at the Supplier’s shop and, if specified, witnessed by the Company.a. Lamp synchronism and flash pattern (Morse code U)b. Automatic lamp changingc. Alarmsd. Lamp focusinge. Manual Fog Signal Activationf. Remote Fog Signal Activationg. Photocell Navigation Light Activation

6.3 Test Witness/ReportsCertified test reports shall be submitted for each test performed.

7.0 NAMEPLATES1. Equipment, devices and terminal blocks within enclosures and compartments shall be suitably

identified. 2. Nameplates shall be engraved, laminated nameplates, mounted with stainless steel screws. 3. Adhesive-backed plastic labels shall not be used.4. Navigational aids shall have an embossed stainless steel plate attached to the equipment with

stainless steel screws and include the following information:a. DC Voltage and Current Requirementsb. Lamp Replacement Numberc. Fog Signal Replacement Numberd. Manufacturere. Purchase Order Numberf. Model Numberg. Serial Numberh. Type Designationi. Weightj. Instruction Book Number or Equivalent

k. Manufacturer Date5. Nameplates shall be of following background color and engraving:

a. Identification nameplates - White background with black engravingb. Caution nameplates - Yellow background with black engravingc. Warning nameplates - Red background with white engraving

8.0 PACKAGE SUPPLIER DATA1. All completed Data Sheets shall be submitted at time of proposal.2. The Supplier's proposal shall be in strict accordance with the requirements of the quotation

request, the data sheets and this specification.3. If the Supplier desires to take exceptions or to propose alternatives to the requirement of the

above documents, the Supplier shall describe the deviations proposed and indicate the adjust-ment to the proposed price applicable to each deviation should the Purchaser elect to accept or reject individual deviations.

4. Except where acceptance of deviations is confirmed in writing, the requirements of the pur-chase order documents shall apply.

9.0 DOCUMENTATIONDocumentation shall include the following:1. It is the responsibility of the Supplier to complete applicable Data Sheets and provide same to

the Company for approval.2. Complete schematic wiring and interconnection drawings.3. Certified drawings and data.4. Detailed operating and maintenance instructions and tests, including all logs, curves, and cer-

tificates. The maintenance instructions shall show manufacturer, model number, and ranges.5. Complete documentation of all inspections and tests, including all logs, curves, and certifi-

cates. The documentation shall also note any replacement of equipment or components that failed during testing.

6. As-built drawings submitted in editable electronic format (i.e. diskettes, CD-ROM).

10.0 SHIPMENT AND HANDLING 1. Preparation for shipment shall be in accordance with the Supplier's standards unless otherwise

noted on the Request for Quotation and/or Purchase Order. 2. The Supplier shall be solely responsible for the adequacy of the preparation for shipment pro-

visions employed to ensure that materials reach their destination in excellent working condi-tion when handled by commercial carrier systems

3. Instructions for storage of equipment shall be attached to the equipment.4. Removable elements or items shipped separately from the package unit shall be clearly identi-

fied with proper description and location of installation.5. Equipment shipped in more than one container shall have each container clearly identified

with equipment description and section number.

6. Removable elements or items that are shipped separately shall be shipped in weather-tight packaging, suitable for outdoor storage.

7. Equipment shall be protected from weather elements and vibration during shipping and stor-age.

8. Supplier shall ship one set of installation, operation, and maintenance manuals with the equip-ment.
