Proposed Road Relocation
Due to the intersection of Elam Road and Joe B. Jackson Parkway currently being too close to the Interstate 24 interchange, per Tennessee Department of Transportation codes and Elam Road also being a substandard road pending any additional development in the area, the expectation is that Elam Road will be relocated to a new, but yet undetermined, location through the property. At this point, with no engineering work performed, the city and state would work with the owner of the property to determine the most beneficial path for the relocation. This site plan is one example of how Elam Road could be relocated through the site.

Zoning Process
CITY OF MURFREESBORO Annexation/Zoning Process
The Planning Commission is
responsible for coordinating
the physical development of
the community by developing
comprehensive land use plans,
zoning regulations, a major
thoroughfare plan and other plans
and ordinances. The Planning
Commission reviews and approves
subdivision plats and site plans
and, after public hearings, makes
recommendations to the City
Council on planned developments,
zoning, and annexations. The
Planning Commission consists of
7 Commissioners, including 2 City
Council members. The Planning
Commission meets on the first
Wednesday of each month at 7:00
p.m. in the City Council Chambers
and on the third Wednesday of each
month at 1:00 p.m.
Preliminary Preparation
When the City of Murfreesboro
expands its corporate boundaries to
include adjoining areas, it does this
through the annexation process. In
Murfreesboro, approximately 95%
of all annexations are requested
by the property owners. In
most cases, the property owner
submits a letter to the planning
commission requesting annexation
in order to receive city services.
Planning Commission Hearing
The city’s seven-member Planning
Commission conducts a public
hearing after a legal notice and map
are published in The Murfreesboro
Post and sent to all property owners
within 250 feet of the proposed area
of annexation. Signs are also posted
on the property.
At the scheduled public hearing, any
interested person may address the
Planning Commission for or against
the proposed annexation. The
Planning Commission also reviews a
plan for services, which is prepared
by the city’s planning staff. The plan
for services assesses the impact of
the annexation on police, fire, water
/ sewer, schools, and other city
services. The Planning Commission
will recommend to City Council
approval or denial of the annexation.
City Council Hearing
After receiving the Planning
Commission’s recommendation,
the City Council conducts a
public hearing following the
same notification procedures. An
annexation ordinance is considered
by the City Council, which requires
three readings. If approved on third
and final reading, an annexation
is effective 30 days later.
When the petition for annexation
also has a zoning plan request
for the subject property, the
Planning Commission and City
Council may consider a proposed
zoning ordinance simultaneously
with the annexation request. In
which event, the Commission
may hold a public hearing for the
zoning plan immediately after the
public hearing for annexation. In
like manner, Council may hold
a public hearing for the zoning
plan immediately after the public
hearing for annexation. The zoning
ordinance may be voted on
separately but at the same meeting
as the annexation ordinance.
Developer Responsibilities
In most cases, annexed land
is undeveloped. As the newly
annexed property is developed, the
developer is responsible for building
and funding utilities and roads.
Cost
There is a $600 non-refundable
application fee to apply for
annexation/rezoning.
