The City of South El Monte is a vibrant andthriving community,
located in the heart of the San Gabriel Valley, just minutes from downtown Los Angeles.
In just five decades, South El Monte has matured into a viable commercialand industrial base, with over 2,400 businesses because of its diverse land-usepattern and excellent freeway accessibility to the 10, 60, and 605 freewaysreaching to all points throughout Southern California. These factors contributeto the desirability of South El Monte as a good location for businessdevelopment.
South El Monte has lived up to its motto “Growing Our Future,” in the last several years; the city has significantly flourished with a spur of communitydevelopments, that include additional quality housing, economic development,infrastructure improvements, and municipal rehabilitation programs. Some ofthe most recent developments the South El Monte is proud of include:

The “island” of El Monte, a four-by seven-mile tract of rich,low-lying land east of Los Angeles, between the San Gabrieland Rio Hondo rivers, has always offered respite andreplenishment to native dwellers and travelers. In centuriespast, the Gabrielino, or Tongva Indians, used this area as theytraversed the land harvesting foods and hunting game.
Blessed with deep, rich, alluvial topsoil, the area was crossedby small streams and, in those early days, was covered bystands of slender willows, alders and cattails, interspersed withexpansive meadows, wild grapevines and succulentwatercress.
Between the 1770s and 1830s,missionaries and Spanish soldiersstopped here and named the area“El Monte,” which referred not to themountain as most assume, but tothat era’s definition: “meadow ormarsh” or “the wooded place.”
During the land-grant/rancho era ofthe 1830s-40s, the area continuedto serve as a natural resting placefor weary travelers, including a smallparty of Americans led by JedediahSmith, a famed mountain man andexplorer. Among his party in 1826was Harrison Rogers, whose diaryentry about their stay referred to therest and rehabilitation offered by“Camp Monte” or “Monte Camp.”
El Monte’s first permanent residentsarrived in 1849-50, a time whenthousands of prospectors andimmigrant pioneers came toCalifornia seeking gold. Few foundwealth in the gold, but some foundthe riches of a fertile land and builthomes. Originally setting off in search of gold, the Thompsonfamily crossed the San Gabriel River to reach El Monte in1851 after a 14-month journey from Iowa that had left themphysically and emotionally depleted and living with a dailyconcern for the barest necessities of life. With the hardshipsthey had endured crossing mountains and deserts and fendingoff the attacks by hostile Apaches, their aims changed andthey wanted only to settle at the first place offering adequatefresh water and good soil for farming.
Other pioneers led by Captain Johnson of Lexington,Kentucky, arrived in the following year. A brief survey of thegold fields to the north convinced Captain Johnson that ElMonte’s agricultural promise offered a more realistic key to thefuture of his group. A natural leader, he became an importantpart of the community in the 1850s with permanent residentsconsisting of no more than a dozen families. He proposednaming their village “Lexington” in honor of his birthplace andas a tribute to the importance of that name in U.S.Revolutionary War history. Even though residents agreed, theoriginal name of El Monte, Monte Camp or the Monte
persisted. When the StateLegislature organized California intosmaller defined governmental unitscalled townships, they named thisarea El Monte Township, with theVillage of Lexington as itsgovernment seat. Two years later,the town’s name reverted to theoriginal: El Monte.
Farmers here enjoyed increasingsuccess, despite occasional floodsfrom its rivers and other periods ofsevere drought. The communitygrew steadily with card parlors anddance halls, robberies and murders.Vigilantes, particularly the infamous“Monte Boys,” hastened the hangingof wrongdoers.
Politically divided by the Civil War,the community had Confederatesympathies, even though Californiawas a Union state. During theseearly years, El Monte’s successfulagrarian economy was based onsuch products as wool, honey,grain, fruit, castor oil, hops, cottonand El Monte bacon. Early business
enterprises included the Willow Grove Inn on the ButterfieldStage route between Riverside and Los Angeles. This early“motel” was established, owned and operated by members ofthe Thompson family.
Improved transportation became available in 1873, whenSouthern Pacific built the first railroad through town. Otherimportant milestones included publication of the weeklynewspaper strictly for EI Monte in 1876 and the opening of thedrug store in 1892.

Agriculture remained at the core of El Monte’s economy in theearly 20th century, though fruit orchards, walnut groves, truckfarms, hay and vegetable fields and a growing dairy industryreplaced most of the earlier field crops. Arden Farms was oneof the largest dairies in the area. Bodger Seed, Ltd. leasedlarge tracts of land on the southern part of the “island” to growplots of flowering plants for seed production. Laid out inprecise geometric patterns, these fields brought visitors fromthroughout San Gabriel Valley during the blooming season andled to the area being called Las Flores.
El Monte Union High School District was organized in 1901, toinclude students from portions of the present communities ofBassett, Whittier, Montebello, Rosemead, Temple City,Arcadia, Monrovia and El Monte. During its first year ofoperation, 12-15 students attended classes in a single roomupstairs in the old Lexington Avenue Grammar School. By1908 enrollment had grown to 65 students, who were housedin a separate high school campus.
Main Street was first graded and paved in 1906. In 1907,Pacific Electric intercity railroad service was extended to ElMonte. The line’s old “Red Cars” remained an important part oftransportation for the next 45 years.
Until incorporation of El Monte in 1912, volunteer fire andpolice departments served the area.
The 1910 revolution in Mexico saw a large increase ofMexican immigration into the southwestern United States.Most of these immigrants found jobs as farm workers, manyinto the lush farmlands of EI Monte. Despite experiencinghardships and discrimination in housing, education, jobs andpublic service, these young men enlisted in the armed forcesof WWI, WWII, Korea and Vietnam. The American Indians andJapanese Americans also served and worked in support oftheir country.
The “Roaring ‘20s” had a slightly different connotation in ElMonte than elsewhere in the country, with the arrival of Gay’sLion Farm. Two European-born former circus stars, Mr. andMrs. Charles Gay, operated this tourist attraction, which hasbeen called “the Disneyland of the 1920s and 1930s.” TheGays raised wild animals for use in the burgeoning motionpicture industry, with the operation housing over 200 Africanlions. The compound had individual cages for adult lions, alarger “nursery” cage for cubs and a very large, centrallylocated arena cage in which Gay trained the lions to performacts for spectators.
Many of the lions starred in films during the 1920s and 1930s,including the “Tarzan” films starring Elmo Lincoln and JohnnyWeismuller. The MGM lion logo was made with “Jackie,” oneof the Gays’ most famous stars. Athletic teams from EI MonteHigh School chose “The Lions” as their team name, and Gayperiodically designated one of the young, active male lions asthe school’s official mascot to make an appearance at certainhome football games and with a roar, encouraged cheering ofthe hometown crowds.
World War II rationing of meat and gasoline led to closing thelion farm, with the lions “loaned” to public zoos. Once the warended, however, Charles Gay’s failing health made itimpossible for him to resume the business, and today the onlyremnant of the farm is a magnificent statue of Jackie the Lion,which was relocated to the present EI Monte High Schoolcampus. This statue has been designated as an officialhistorical monument, with the farm’s history inscribed on abronze plaque at its base. A new lion statue resides at theintersections of Peck Road and Valley Boulevard, the originalsite and commemorating the history of Gay’s Lion Farm.
In the 1930s, EI Monte was a small community with a Mexicanpopulation of about 20 percent, a Japanese population of fivepercent and an Anglo population of 75 percent. However, the

Depression of the ‘30s broughtdrastic changes to EI Monte, as itdid to many other communities.Farm profits plummeted, leadingsome landowners to sublet smallfarm tracts to Japanese tenants,who raised such cash crops asberries, melons and vegetables.Other areas of EI Monte, particularlylarge groves and orchards, weresubdivided into homesites of oneacre or less, transforming El Monteto a bedroom community from whichresidents commuted elsewhere.
During these times, most Mexicanimmigrants worked as farm handsand lived in one of three immigrantcamps (Hicks, Las Flores or MedinaCourt), and the Japanese tenantfarmer lived on the farm itself. There was minimal racialtension between these two immigrant groups, as they hadcommon goals and both suffered discriminatory practices fromthe majority population. For example, elementary educationwas segregated, with Mexican and Japanese studentsattending different grade schools (K-5) than their Anglocounterpart. However, there were some tense situations suchas what occurred in the famous “El Monte Berry Strike” of1933, which by the end had mixed results for all sides.
The Long Beach earthquake in March 1933 severely damagedthe high school, leaving 40 percent of the classrooms unsafefor use. Makeshift wood and canvas bungalows served astemporary classrooms, until a new school was built. The newschool, which provided improved facilities for the growingenrollment, opened in 1939, and still stands today on TylerAvenue below Mildred Street as EI Monte High School.
The graceful new EI Monte Community and Civic Center,designed in the mission architectural style, opened in June1936 next to the high school on land donated by Bodger Seed,Ltd., with several days of celebration that initiated the PioneerDays observance held annually for the next 10 years (with abrief hiatus during WWII). Citizens enjoyed old-fashionedgames and events, dressing in western frontier style andtaking part in a pioneer pageant held in the auditorium todepict the “Thompson Party” and “Captain Johnson.” Becausethese annual “bashes” tended to encourage over-imbibing andattracted a rowdy element from surrounding communities, theywere discontinued.
El Monte had been a small, prosperous farm town, but theadvent of WWII brought dramatic changes, as small aircraftfactories sprang up on the west side of town, young menjoined the military and the number of farms and dairies
dwindled. Population exploded inthe 1940s and early 1950s –illustrated by high schoolenrollment, which soared from1,500 students in 1943 to 3,700 in1948. Five different beginning/ending times had to be instituted toaccommodate all the students andclass schedules. During its first 48years, El Monte Union High Schoolhoused its entire student populationin one school, but from 1949 to thepresent, four additional schoolswere built.
From a population of about 10,000in 1940, the population nownumbers approximately 116,000. In place of the sleepy little town oforchards, flower fields and farms
and dairies, is an urban community of homes, schools andparks supported by an expanding industrial and commercialbase.
Located approximately 12 miles east of downtown LosAngeles, El Monte is the hub of the San Gabriel Valley, wheretwo major freeways – Interstates 605 and 10 – intersect. Othertransportation alternatives are offered by a MetroLink trainstation, MTA bus terminal and El Monte Airport, a county-operated general aviation facility. The 10th largest city (out of88) in Los Angeles County, the land use within its 10-square-mile area is 58 percent residential, 11 percent retail, 10percent industrial, seven percent office/commercial and 14percent other. El Monte is a very ethnically diverse community,with the year 2000 demographics reflecting an increase in theAsian population up to an all-time high of 18 percent, theHispanic population remaining steady at 75 percent andCaucasians decreasing to seven percent.
El Monte is home to Longo Toyota, the largest single autodealership in the world, with other successful auto dealershipssituated nearby. Other major retail businesses include HomeDepot and Sam’s Club. Major industries include VonsDistribution Warehouse and Wells Fargo Operations Center.
In recent times, new immigrants from Taiwan, China, Vietnam,Indochina, the Philippines, Central and South America havemoved into El Monte, providing an international flavor andstrong workforce. These citizens have a positive work ethicand get along well with each other. City commissions includeformal ties with Taiwan, China, Mexico and France. Membersof all ethnic groups serve within these commissions, bringingtogether people from countries across the world. Despite allthese changes, El Monte continues to offer a home for thosewho seek to put down roots, seek new opportunities and bringfresh ideas and energy to the area.

South El Monte once served as a watering hole andcampsite for Shoshone Indians and explorers in the area.Modern history began with the arrival of the first settlers,the Thompson Party, during the California Gold Rush. TheThompson family founded El Monte Township in the late1860s.
The area went through its agricultural period and began itssuburban growth early in the 20th century. The city wasincorporated in 1958. At the time of the split with El Monte,South El Monte contained most of the area’s industrialbusinesses. Today, light manufacturing remains the city’seconomic base.
These companies manufacture everything from homefurnishings and household appliances to building materialsand farm implements. The city’s mission is to protect andimprove the quality of life for our community by addressingconcerns, opportunities, service, safety and providing astrong infrastructure while maintaining a viable economicbase. South El Monte offers all business developmentservices including an economic development team,
redevelopment projects and a one-stop service bringing instate and federal agencies to make it easy for businessesto locate in the city. These are all under South El Monte’s“public and private partnerships” vision. The city alsoprovides support to business in the area of workforcedevelopment.
South El Monte offers a good blend of older and youngerresidents working with the same dedication andcommunity spirit that the city was founded upon. Both theresidents and business community are working together tomake the community a better place to live and work.
In just five decades, the city of South El Monte hasmatured into a viable commercial and industrial base, withover 2,400 businesses within 3.25 square miles. To meetits current needs and in search of other improvementopportunities, the city is now focusing on its growthpotential in retail, commercial and residentialdevelopment, making the community a better place to liveand work.
Serving as the transportation hub of the San Gabriel Valleyregion, El Monte and South El Monte boast a quintessentiallocation approximately 12 miles east of downtown Los Angelesin Southern California. Traveling around the area is made easythrough several transportation outlets. Both communities haveaccess to the San Bernadino Freeway (10), Pomona Freeway(60) and the San Gabriel River Freeway (605), providing a linkto the San Gabriel Valley, Pomona Valley, Los Angeles andcountless other cities and sites.
Local air travel is provided by the county-operated El MonteAirport, one of the country’s 100 busiest small airports. Thecounty airport is utilized by both residents and businesses forgeneral aviation purposes. For commercial flight service, arearesidents utilize Los Angeles International Airport (LAX).
For local travel, El Monte and South El Monte are well servedby several transit options. The city of El Monte operates El
Monte Transit, which offers five fixed routes (the Metro Red,Purple, Blue, Green and Gold lines) to major shopping areas,recreational facilities, schools and other local destinations.Other city-managed transportation outlets include El MonteCommuter Shuttles, dial-a-ride service for seniors anddisabled residents, youth transportation and the FamilyAdventure Shuttle.
In addition, in 2012, the city unveiled the brand new El MonteStation, a bustling hub of transportation served by Los AngelesCounty Metro Rail, Foothill Transit, the LAX FlyAway airportshuttle and Greyhound bus. The station, which replaced the El Monte Transit Center, is located at the corner of Santa AnitaAvenue and Ramona Boulevard.

El Monte’s Downtown Valley Mall is a truegem of the area, drawing in shoppersfrom all over. The outdoor mall is linedwith a diverse group of businesses andretailers including Walter’s Clothing,Leader’s Furniture and the professionalservices of Chase Bank. Additional topshopping spots include the Five PointsShopping Center, Victoria Center and theEl Monte Center of Peck Road.
In the market for a new car? El Monte’sAuto Dealership Row, located along theSan Bernadino Freeway, is the place tostop. Dealerships situated in Auto Rowinclude Longo Toyota-Scion-Lexus,Nelson Honda and Ross Nissan.

One hundred and ten new senior housing units arebeing built on Valley Boulevard, just a short distancefrom the Valley Mall shopping area. Additionally, 46new transportation-oriented homes have been builtnear the Trolley Station and MetroLink stop, enablingnew residents to get along in daily living without theuse of a car. An additional 35 new homes in Vista DelValle have been built just outside the downtowncorridor, enabling the residents to walk to the manyshopping and restaurant facilities. Nearby are 100new housing units on Valley Boulevard that featuremixed-use affordable senior housing, coupled with an
adult day care center centrally located in the facility.Not far from this development will be 20 new single-family homes at Tyler and Brockway, also a shortdistance from the downtown shopping district.

The city of El Monte is comprised of a mayor and city council who are responsiblefor managing local government services. The city provides its residents with avariety of services including Building Services, Housing Rehabilitation Services,Permits and Licenses, Public Safety Services, Public Works Services and WaterServices. Public safety is enforced by the El Monte Police Department.
A mayor and four city council members make up the governing body of the city ofSouth El Monte. The mayor is elected at large to a two-year term, while the fourcouncil members are also elected at large to a four-year term. The city of South El Monte receives law enforcement services from the Los Angeles County Sheriff’sTemple Station. Temple Station patrols an area of 66 square miles and serves thepublic safety needs of approximately 200,000 residents in the region.
