We have completed one year without a first aid or a recordable injury and we are very proud of this achievement.

At elex khanyisa we believe that embracing Black Economic Empowerment is the right thing to do. As part of our strategy we are in the process of finalizing an

Exempt Micro Enterprise (EME) Exemption Statement to

Customers Regarding Procurement

In terms of the BEE Codes of Good Practice gazetted in February 2007, elex khanyisa is

classified as an EME – Exempt Micro Enterprise. We are automatically a llocated a BEE

contributor level rating of Level 4 BEE compliant.

Any qualifying purchases you make from us can be claimed at the rate of 100% of your

procurement spend with us.

In addition the codes specify that Generic companies can earn an additional 3 points on their

Procurement scorecard by spending 10% of their total procurement with EMEs or QSEs. We

elex khanyisa subscribes to the Broad Based Black Economic Empowerment Codes of Good Practice as gazetted in February 2007. We are committed to following the procedures set out in the B-BBEE codes. The codes define an Exempt Micro Enterprise as one with an annual turnover of less than R5 million. Our turnover based on our latest financial statement as submitted to SARS was less than R5 million. The three Directors of elex khanyisa have all been employed in the Petrochemical Industry for the past 10 years. During this time they have been involved in assisting in the establishment of the inspection programmes, electronic databases to capture and record inspections, repairs, Certificates of Approval and Certificates of Compliance. They have all been trained by the SABS to inspect and confirm Ex n certification of motors.

They have also created the Expert Course, (Explosion Protected Equipment

Reliability & Installation Training programme), which all elex khanyisa staff must complete.

Over the next 12 months elex khanyisa will move to a complete paperless inspection programme where all inspections will be captured on an Ex Handheld computer and uploaded to the Inspection Database where all inspection records can be viewed, stored and Management Reports created.

Fixed Electrical Installation Inspections

Temporary Electrical Installation Inspections

As can been seen from the attached opinion of Advocate Pothier, the employer has a duty of care to ensure that electrical installations, machinery and appliances are inspected and maintained to ensure that they are safe.

We believe that every electrical installation should be inspected on a regular basis, however the frequency will vary depending on the type of installation. An office may need to be inspected once every 10 years while a workshop may need to be inspected every 5 years.

We are in the final staging of creating an electronic database which will house all inspection results, Certificates of Compliance and re-inspection dates.

Temporary Electrical Installations are probably more dangerous due to their very nature of being temporary. We have found that most temporary installations pose a safety risk to all that use them. The recent changes to the Electrical Regulations relating to Construction Sites states that all temporary electrical installations must be inspected every week by a competent person.

Earth Leakage Testing

Earth Leakage Units have probably save thousands of lives around the world, however if they are not regularly tested there is no way of knowing if they will function correctly when they are needed.

Around the world best practice dictates that all earth leakage units should be tested periodically based on whether they provide protection for Wet or Dry areas.

We offer the service of both Push Button and Function Testing to ensure safety and minimize costs.

In-Service Inspection & Testing of Electrical Equipment

The Institution of Electrical Engineers Code of Practice for "In-Service Inspection and Testing of Electrical Equipment" states that the following electrical equipment should be inspected and tested on a regular basis,

• Portable Electric Tools• Fixed Electrical Equipment- instant water heaters, fridges, lathes, cutters,• Portable Electrical Equipment - kettles, toasters,• Extension Leads

elex khanyisa has the complete system needed to manage the inspection and maintenance of the above equipment. We make use of the Seaward Supernova Portable Appliance Tester (PAT) linked to our electronic database.

The advantage of using a PAT is that all the following tests can be carried out using one test instrument,

• Earth Continuity Test• Earth Bond Test• Insulation Resistance Test• Earth Leakage Test• Flash Test

Our database monitors all equipment and will email the client to inform them that their equipment will soon need to be re-inspected. Again not all equipment needs to be inspected every three months, the type of equipment will decide the re-inspection dates, and this can vary from three months to 48 months.

Planned Lighting Maintenance Programme

A practice referred to as spot relamping is used at most Industrial Facilities around the country. Operations identifies which lights have failed and submits a work request to the Maintenance Department. The planner/scheduler converts it to a work order and this is submitted to the electrical coordinator for action. It is then handed over to the lighting replacement team to carry out the work. The lighting replacement team arranges a permit to work and then carries out the relamping. Within a few weeks this procedure can occur all over again. This practice also leads to poor lighting levels, as the lamp is only replaced when it fails. However, as all lamps age and near the end of their life they produce less and less light. This is referred to as lamp lumen depreciation (LLD). Best Practice for large facilities around the world is a different method of lamp replacement, it is referred to as Planned Lighting Maintenance and includes three main aspects:

• Group Relamping• Fixture Cleaning• Inspection

A Planned Lighting Maintenance Programme will:

• Reduce labour costs• Reduce cost of lamps through purchasing in larger quantities• Produce higher light levels over the life of the lighting system• Generate lighting upgrade opportunities such as reduced-output energy-

saving lamps• Ensure proper inspection and upkeep of lighting system

elex khanyisa can provide a Planned Lighting Maintenance Programme that will improve and ensure consistent recommended light levels and at the same time reduce costs through improved efficiencies of labour resources and through purchasing lamps in large quantities.

Group Relamping

Group relamping is a planned maintenance strategy that entails replacing all lamps in a system at scheduled intervals when lamp lumen depreciation and the lamp failure rate make it economical to do so.

elex khanyisa will create and maintain a database that will include quantity and type of lamps in the various plants, the date of group relamping, number of spot relamping between group relamping and next scheduled relamping date.

At 70% of rated life of the lamp or when 10% of the lamps of the previous group relamping are logged to have failed appears to be the most economical range to conduct group relamping. Our calculations are based on these statistics.

Fixture Cleaning

Periodic fixture cleaning ensures that all diffusers allow the maximum light output.

Inspection

Group relamping will allow us the opportunity to carry out detailed inspections. Through this we will be able to identify defects such as cracked lamp holders and loose wiring.

elex khanyisa are in the process of creating Inspection, this is a range of electronic databases which can monitor all types of electrical inspections.

Inspection will include Ex Inspections, Fixed and Temporary Electrical Installations, Portable Appliance Testing, E/L Testing and Group Relamping.

Clients of elex khanyisa will be able to log on to the system and search their databases and print out various reports.

Take Safety Home

We recently launched a safety campaign called Take Safety Home which we ran at the Chevron Refinery, Cape Town. The campaign consisted of distributing 1500 magazines to all staff at the facility. We also made available test equipment for all staff to take home to test their Earth Leakage Unit and Microwave Oven.

The magazine also contained a Safety Checklist and some fun drawings for children to complete.

All entries were entered into a draw for various prizes which included Smoke Alarms, First Aid Kits, Toys and an Electrical Inspection and Repair to one home.

It was amazing to see the great response.
