    Welfare Facilities in Construction Sites

    Welfare Facility: Welfare is defined as the health and wellbeing of workers. The provision of welfare facilities

    consist of washing and sanitation arrangements, provision of drinking water, heating, lighting, accommodation

    for clothing, seating, eating and rest rooms as well as first aid arrangements for the well-being of the

    employees.

    Hazards in Welfare Facilities Poor cleaning (accumulation of dirts, accumulation

    of flies, etc.)

    Slippery and wet surfaces Lack of ventilation, illumination Poor hygiene & spread of infection Electrical hazards / overheating Biological Hazards (bacteria & viruses) Dirty dishes in the sink Contaminated fluids Poor housekeeping

    Risks

    Health Diseases (dermatitis, cold, influenza (flu, salmonellosis, hepatitis A, typhoid, streptococcus

    and staph infections.

    Head & back injuries, broken bones, cuts & lacerations, sprained muscles

    Physical and psychological health issues, accumulation and mixture of hazardous

    contaminants, excessive and irritating workplace

    odours causing worker discomfort, extreme

    temperature causing fatigue, discomfort and

    distraction.

    Electrocution Negatively affect site attendance & productivity Workers stress and low morale

    Control Measures

    Potable drinking water should be provided

    suitable seating arrangements are to be

    provided

    First aid appliances to be provided and

    should be readily accessible so that in

    case of any minor accident initial

    medication can be provided to the needed

    employee

    A sufficient number of urinals to be

    provided in the office and factory

    premises and are also to be maintained in

    a neat and clean condition

    Proper and sufficient lights are to be

    provided for employees so that they can

    work safely during the night shifts

    Contn Control Measures

    Adequate washing places such as bathrooms, wash basins with tap and tap on the stand pipe

    are provided in the port area in the vicinity of the

    work places.

    Adequate numbers of restrooms are provided to

    the workers with provisions of water supply, wash

    basins, toilets, bathrooms, etc.

    Ensure the area is kept clean and tidy.

    Ensure all spills are cleaned up immediately

    All electrical appliances are tested and tagged

    Caution signs are placed on hot surfaces/ water

    Clean, well-lit and ventilated facilities

    Hygiene and Cleaning

    Facilities must be maintained to a high standard

    and cleaned regularly (daily) to ensure they are

    safe to use and there is no accumulation of

    offensive matter or unpleasant smells.

    Cleaning should be done by a competent person

    Ensure walls and floors are easy to clean materials

    and smooth-finished - it is essential that surfaces

    dont allow pooling of liquids

    Ensure corners are coved to avoid harbouring dirt

    or germs

    Display a cleaning schedule specifying (i) cleaning

    frequency and (ii) what and how to clean it

    Colour code your cleaning equipment so there is

    no cross contamination.

    Contn Hygiene and Cleaning

    Issue cleaners with appropriate PPE (gloves and

    eye protection minimum)

    Empty waste cleaning water into a plumbed waste

    system (not a chemical toilet)

    Keep all surfaces clear of unnecessary equipment

    or clutter to allow safe access and ensure that

    regular and thorough cleaning can occur.

    Give the facilities a deep clean (ceiling, walls and

    everything in between) regularly and at the end of

    the project.

    Sanitary conveniences shall be properly ventilated

    and well lighted

    Toilets should be suitable and sufficient,

    ventilated, lit and kept in a clean and orderly

    condition.

    Washing facilities must be provided so that

    workers can use them immediately after using the

    toilet or urinal, even if they are provided

    elsewhere

    Cleaning and the removal of waste should be

    carried out as necessary by an effective method

    Food Arrangements

    Healthy foods and potable drinking water

    should be provided for labourers

    A safe food storage facility should be

    provided such as food warmer

    To provide an area for eating and drinking

    with a way of getting a hot drink e.g.

    kettle or vending machine

    A way of heating food e. g. microwave if

    hot food cannot be purchased nearby

    Facilities for boiling water and, where

    there are more than five persons at work

    on a site, facilities for heating food should

    be available

    First Aid Room / Clinic

    A first aid room or a clinic shall be provided to suit the number of individuals in the temporary labour

    accommodation

    The place of the first aid room or the clinic shall be selected to be easily accessed

    The first aid room/clinic shall be equipped with all supplies necessary as per AD EHS RI CoP 4.0 First Aid and Medical Treatment

    First aider shall be provided in accordance to the number of individuals as per the table below;
