ZASNET – WHAT IT IS AND WHAT REPRESENTS
• ZASNET was constituted as a European Group of
Territorial Cooperation (EGTC), in January 2010, in
Bragança, Portugal.
• It has its origins in the Zamora-Bragança and Douro
Superior-Salamanca Working Communities .
MISSION
To facilitate and promote cross-border, transnational and inter-regional cooperation
among its members, with the aim of strengthening economic and social cohesion.

EGTC ZASNET – PROJECTS - Cross-border Biosphere Reserve Meseta Ibérica
Principal aims: development of an application to UNESCO for the
creation of the biggest Cross-border Biosphere Reserve in Europe.
“LA 15º Reserva de la Biosfera Transfronteriza”
This project is financed by POCTEP (Operative Program of Cross
Border Cooperation Portugal - Spain),

This territorry cover 4 Natural parks from Spain and Portugal:
- natural parks of "Montesinho" (Portugal)
- natural parks of "Lago de Sanabria y alredores" (Spain)
- natural parks of "Douro Internacional" (Portugal)
- natural parks of "Arribes del Duero" (Spain)
…and several areas classified in the Natura 2000 Network, such as the protected
landscape of the Azibo, the Sierra de la Culebra, the Lagunas de Villafáfila and the Sabor
River/Maçãs River, etc.

In this context a plan of action was also elaborated for the Biosphere Reserve that
deals with a modern proposal of a pilot region for the sustainable development.
A UNESCO Biosphere Reserve represents a "certificate of environmental quality" that
can be used in the promotion of the development and employment. The
recognition by the UNESCO can serve to highlight and reward these efforts.

EGTC ZASNET – PROJECTS – MICOSYLVA +
Objective is the valorisation of the Mycoforestry and of the wild edible mushrooms as a
factor of sustainability and forest multi-functionality, "promoting the economic viability of
sustainable forest management through new complementary solutions to the product
"wood", strengthening the social and cultural dimensions of forestry, and increasing the
biological diversity of the forests ".
This project is funded by the Territorial Cooperation Programme SUDOE, where the European Grouping of Territorial cooperation ZASNET is a project partner.

Regarding the preparation of the new Multiannual Financial Framework of
the EU, EGTC ZASNET was one of the first EGTCs to develop a strategy for
2014-2020: the STRATEGIC PLAN FOR COOPERATION AND TERRITORIAL
DEVELOPMENT 2014-2020, ZASNET 2020 .

Plan features:
Targeted projects involving cooperation between actors from Portugal and Spain;
The identified projects have a predominantly intangible nature;
The plan also provides for the completion or implementation of infrastructure projects,
considered relevant for cross-border cooperation
ZASNET assumes different roles in the realization of various projects (Promoter,
Facilitator, Executor, Contributor).

ZASNET 2020 VISION
Until 2020, the ZASNET EGTC territory should be a border area
with its own identity, cohesive and balanced, internationally
recognized for adopting, a common development model in an
area of low population density with emphasis on different
sustainability aspects.

Barreras a la cooperación transfronteriza y en el Mercado Interno
Limitaciones jurídicas impuestas por la legislación nacional - esto se
prende con normas nacionales que por un lado pueden limitar la
concurrencia entre como es el caso de del código de los contratos
públicos que muchas veces imponen reglas que son muy difíciles de las
empresa extranjeras cumplieren.
Al nivel interno de funcionamiento de ZASNET también ha normempresas
ativas nacionales que impiden el buen funcionamiento. Como ocurre
cuando los miembros de Asamblea General de ZASNET son españoles,
no pueden firmar cheques en Portugal por imposición del Banco de
Portugal y se tenemos una cuenta bancaria se pasa de la misma
manera.

Para la implementación de acciones de cooperación muchas veces es
difícil implementar porque se trata de diferencias en las estructuras y
competencias. Las administraciones en España son muy distintas de las
administraciones en Portugal. En España tenemos la regionalización y en
Portugal no existe.
Falta de información a los ciudadanos y empresarios (contratación de
personal, registro de empresas y reglamentos de sectores específicos).
Ausencia de transportes públicos transfronterizos.
Ausencia de una identidad conjunta
