AMC – Project created by AMC, Software cost funded by GIL, tested by GIL. One of the Six Best E-Governance practice in the world by International City Manager’s Association
AMC – Major conditions laid out in JnNURM for e-Governance were fulfilled before MoU signed with GoI.
After studying AMC e-Governance, Government of Gujarat had made this project as a role model for 160 Nagarpalikas.
IIM-A Centre of e-Governance studied the project ‘Evaluation Government Service: A customers’ perspective of e-Government. Recent study of RTO check post and AMC CCC project shows findings in two opposite directions.

JnNURM Mandatory Reforms –Municipal Level
Adoption of Modern, accrual based, double entry system of accounting; We have to implement it as a whole : Stores, Estate, Works, Establishment Expense
(payroll), budget monitoring & preparation needs to be interlinked.
Introduction of System of e-Governance, using IT applications, GIS and MIS for various urban services;
IT Applications needs to be online, Licenses, online payment, birth & death certificates. GIS for services like water, drainage, TP Schemes on click of a button
Reform of Property Tax with GIS, and arrangements for its effective implementation as to raise collection efficiently to 85%;
Database needs to be linked with GIS so that present 75% collection surpasses 85%. Periodic images will lead to identifying new assessments
Levy of reasonable user charges, with the objective that full cost of operation and maintenance is collected within seven years;
AMC successfully levied user charges – increasing the taxes by 33% possible due to centralized database. Department knew the effect before hand
Internal earmarking of budgets for basic services to the urban poor, &; More the revenue, more resources for services to the urban poor
Provision of basic services to urban poor, including security of tenure at affordable prices. e-Governance can help in monitoring
