• Service Notices generated whenever there is any complementary
information to be provided to users that could affect any SDD
content.

• Main SoL objective is to support civil aviation operations down
to LPV (Localizer Performance with Vertical guidance) minima.
EGNOS SoL Service in aviation
Establishes the European Framework for EGNOS SoL Service
implementation in Civil Aviation
• Regulated framework under Supervisory Authority oversight
required for a Safety of Life application.
Ref: EU Civil Aviation application Single European Sky (SES):
– ESSP SAS certified as ANSP (Service Provision common requirements)
– EGNOS System verified (Interoperability regulation)
– Safe introduction of the SoL Service (Safety oversight regulation)
– Need for EGNOS Working Agreements
• Freely offered for all phases of flight to:
– Airspace Users (as defined by SES regulation) equipped with EGNOS
certified receivers (TSOS/ETSOs C144,C145 or C146)
– Certified Air Navigation Service Providers (ANSPs) having signed an
EGNOS Working Agreement (EWA) with ESSP

EGNOS Working Agreement (EWA) between ESSP and ANSP
MEDUSA final event on GNSS for aviation 204 June 2014
EWA Principles
The EWA is a facilitator for EGNOS implementation within the
established Framework:
- Comply with applicable regulation
- Provide support to ANSPs implementing EGNOS-based
operations
- Formalize the working interfaces between ESSP and ANSPs as
an evidence for the corresponding supervisory authority
- Ensure a fair and equitable treatment for all ANSP proposing a
harmonized approach.
MEDUSA final event on GNSS for aviation 214 June 2014
The EWA contents
• EWA document: The contractual document containing
contractual liability.
• Annex 1: Including the “ESSP SAS SoL Service Commitment”
as stated in the referenced document EGNOS SoL Service
Definition Document
Establishing the process for contingency coordination.
• Annex 2: Including the “Service Arrangements” defined between
the ESSP and the ANSP with the purpose to enable the ANSP to
implement Performance Based Navigation (PBN) procedures
based on EGNOS, namely:
– NOTAM Proposal Origination
– GNSS Data Recording
– Collaborative Decision Making (CDM)

SEVERAL ICAO APPLICABLE REFERENCES
• ICAO GNSS MANUAL (AN-Conf/11-IP/14):
3.3.3.12 “A State may obtain SBAS service by either: cooperating with
another State (called the SBAS service provider) that has developed and
deployed an SBAS; or, by developing its own SBAS. A State might choose
the former if its airspace is within the service provider’s coverage area. It
would then have to negotiate an agreement with the SBAS service provider
covering such aspects as the type of service and compensation
arrangements.”
• Accident/Incident investigation:
– ICAO Annex 10. 11 Recording of GNSS parameters
– ICAO GNSS Manual 5.3.5 GNSS Ground recording
• GNSS NOTAMS: ICAO Annex 10 and 15 various refs e.g.: “To determine the effect of a system element failure on service, a
mathematical service volume model is to be used. The State can either
obtain the model from the SBAS operator or develop its own model.”

PROPOSED APPROACH / LESSONS LEARNED
FOR NON EU COUNTRIES
• Agreement at state level (between the non-EU country
and the European Union) required: clarifying the framework
for the use of EGNOS SoL Service (regulatory basis for
mutual recognition in civil aviation, liability scheme, etc.)
• EWA between ESSP and the ATS provider:
– EWA discussions/negotiations when the previous
agreement is defined and ESSP is authorized by EC
– The corresponding EWA will be defined in line with the
agreed framework between the EU and the non-EU state
• EGNOS based ops implementation: Only once the previous
steps are completed
MEDUSA final event on GNSS for aviation 304 June 2014
Successful Experiences with Non-EU
Countries
• Bailiwick of GUERNSEY (Channel Islands): 2 LPVs already
implemented
• Bailiwick of JERSEY (Channel Islands): Discussions on going
• SWITZERLAND:4 LPVs already implemented.
• NORWAY:2 LPVs already implemented.
• UKRAINE: Discussions on going
