    I. Introductions and review of prior business

    Bethia described how there will be a review of resources in June to determine if the$50,000 spent by the Fund has been put to good use/could be put to a better use/howso and in what way, according to the Network.

    II. The way forward with education workshops

    Jennifer Kuzma described the progress made in providing a framework for what types of education/case study events the Network might pursue. Two options were discussedfor potentially quarterly activities:

    A. Field trips to locations where collaborations are occurring

    1. Wadsworth combined use for a high school/rec center/senior center/healthcenter/library

    2. Listen to feasibility study groups3. Green County as discussed at the January 2012 meeting

    B. Bringing in community people to talk about their pains and plans

    1. Bethia speaks in terms of sponsoring something & the value of doing more public

    campaigns regarding the work of the Network2. Gene Nixon suggests having it address how did it go, did it work, lesson learned3. John Hoornbeek talks about these sessions being about opening up the hood4. Helen Humphreys mentions the role of the county being explored/explained5. Gene expresses desire that tools that back up the case studies be included6. Steve Hambley. says maybe there really is a part for having business involved

    C. Miscellany brought up during these discussions:

    1. Ed Jerse mentions that theres a Walter & Haverfeld conference April 24 (alreadyhas an EGN presence w/Jill & Dan Moulthrop)

    2. Emily Lundgard described her experience at the Hamilton County sharedservices summit on February 4. She said that it mirrored much of what was donein Akron at the Regional Collaboration Conference (October 2011) and seemedsomewhat narrow.

    4. Ed mentioned how Randy Cole (Ohio Controlling Board president) hassuggested that more political subdivisions consider using Ohio Revised CodeSection 9.482, which is an entirely new section of Code enacted in October 2011to make sharing services more feasible (see 9.482 Political subdivision contractingagreements here: http :// codes .ohio .gov /orc /gp 9.482)

    5. John H. raises the question, how do we decide that something works i.e.,evaluations; he feels that we don't have good ways to do that yet and that this issomething that needs attention: what are the metrics and then apply them

    6. Ed talked about consultants who come in to see where there is savings andsuggests that we add this information to the playbook/website

    7. Gene expresses thought that lots of different audiences will look at the outcomesinfo

    III. New developments in collaboration

    A. LGIF update and questions (Note 3/13/12: total of about 13 projects described re:

    submissions to LGIF; Im guessing if we survey all of EGN membership, wed find manymore; Im waiting on Randy Cole for specific NE Ohio numbers re: applications)

    1. HTEx and sourcing office have 10 partners going for an LGIF grant - looking for 10 more communities - an inventory study - OneCommunity is involved with thisgrant

    2. Copley applied for a loan - equipment purchase for dispatch - be a model for more shared dispatch

    3. Medina has two apps in: 1. sheriffs joint dispatch study (Csu doing study) 2.something with the schools

    4. Gene - national innov grant that aligns primary oral and mental health care align

    them physically an build collab model. Got that grant submitted - adapt to stategrant5. Jennifer - advanced energy district is applying for grant but not sure if can get it

    done in time -6. Richmond Hts - gis study; SPAN shared services group - had been talking about

    it but not sure7. Emily says that for Cuyahoga County: 1. merger study 2. primary application for

    gis study; 3. a couple of Econ Dev items too 4. collab partners fiber networkstrategy 5. AED district 6. collab IT with city of Cleveland

    B. John makes the observation re: LGIF: expecting lots for the grants, not so much for the loans (implied)

    IV. Membership list, playbook and standards

    A. Looked at draft (via projection of wiki website) of a Network membership list and a"playbook with the two main sections being Hom and the EfficientGovNetwork.

    2. From the Join the EfficientGovNetwork feature, you can take two actions: 1)access a form to enter information as a new member and 2) access, review andupdate the spreadsheet of the current EGN members.

    B. Discussed existence and use of the RSS feed which became active in early February

    on the EGN landing page. People can subscribe to the news feed for a constant streamof new articles and information about government collaboration around NE Ohio, the USand globally.
