HRTPO Actions
• Direct HRTPO staff to work with TTAC to review and identify projects in the 2040 LRTP that could be considered as Round 2 Hampton Roads Regional Priority Projects. Round 1 projects will not be impacted in terms of priority or funding by the work done in Round 2.
HRTPO Board Action from May 18, 2017 Meeting:
• Review the 2040 LRTP projects and submit candidates for Round 2 Hampton Roads Regional Priority Projects.
• HRTPO staff will work with the LRTP Subcommittee to review Round 2 candidate projects and develop a list of project recommendations for consideration by TTAC and the HRTPO Board.

LRTP Actions
Directed HRTPO staff to compile a list of candidate projects for Round 2 of the Regional Priority Projects to include:
• Projects collected to date (submitted from regional stakeholders)
• 2040 LRTP projects including the vision plan
• Additional projects submitted by localities
Initial multi-tier project screening process based on:
• Guiding Principles from Round 1
• Submitted 2040 prioritization data
• Regional Travel Demand Model
36 Candidate Projects collected and analyzed
• Additional request from 12/19/17 LRTP Meeting: evaluate Air Terminal Interchange (ATI) with updated project cost estimate

Round 1 Projects
Regional Priority Projects should meet the following:
Consistent with HB2313 Legislation
Meet Regional Project Cost Threshold of $100 Million
Included in the HRTPO Board Approved Long-Range Transportation Plan OR
Supported by HRTPO Resolutions
Guiding Principles for selection of Regional Priority Projects Round 1 (October 2013):

• “HRTAC shall give priority to those projects that are expected to provide the greatest impact on reducing congestion for the greatest number of citizens” and “shall ensure that the moneys “shall be used for such construction projects.”

• Screening Threshold: 20 pts (out of 30 pts)
• ‘Study’ indicated for those projects without sufficient data to score and currently being analyzed as part of a regional study
• Screen #3B: Used Regional Travel Demand Model to develop Origin-Destination Demand Maps (to evaluate regional congestion impact of project)
