Project Screening

Screen #1

• Screening based on 2040 LRTP and other relevant factors

Screen #2

• Estimated project cost > $100 Million

Screen #3

• Regional congestion

• “HRTAC shall give priority to those projects that are expected to provide the greatest impact on reducing congestion for the greatest number of citizens” and “shall ensure that the moneys “shall be used for such construction projects.”

Assumptions for Screen #3

• Screen #3A: Applied congestion analysis from Project Utility component of HRTPO Project Prioritization Tool

• Screening Threshold: 20 pts (out of 30 pts)

• ‘Study’ indicated for those projects without sufficient data to score and currently being analyzed as part of a regional study

• Screen #3B: Used Regional Travel Demand Model to develop Origin-Destination Demand Maps (to evaluate regional congestion impact of project)

Other Assumptions

• Candidate Projects currently under regional study automatically retained (will be further analyzed once study is completed)
