EGIA GEOSmart FINANCING CLEARINGHOUSEWhen it comes to financing energy efficiency upgrades, “there is no silver bullet”. Consumers, contractors and program sponsors require a variety of solutions that meet the unique buying criteria of a diverse cross section of homeowners and the broad requirements and program management challenges faced by sponsored program administrators. For that reason, EGIA has developed its GEOSmart Financing Clearinghouse in partnership with many of the country’s leading financial services organizations.

EGIA has been managing energy efficiency financing programs delivered through its nationwide contractor network for nearly 20 years. These programs are on pace to finance approximately $200 million in energy efficiency and renewable energy upgrades, this year alone, with over $800 million in financed projects over the past 5 years. Currently, more than 3,000 contractors nationwide have been recruited, screened, approved, enrolled and trained in one or more of the EGIA GEOSmart financing programs.

Leveraging the buying power of its national non-profit organization, EGIA has partnered with leading financial services providers, negotiated special financing terms and rates and developed a financing platform consisting of a wide range of financing options that address diverse consumer buying criteria and provides contractors with easy-to-use loan products.

First and foremost, the GEOSmart solutions were developed with the installing contractors in mind, giving them an easy-to-use, easy to articulate and simple and quick process for customer credit approval and project funding. As all EGIA GEOSmart financing options are “ready now”, in-depth contractor training modules, a dedicated contractor services hot-line, ongoing contractor consultation and a comprehensive marketing and sales toolkit is available to ensure that participating contractors have the knowledge, skills and tools necessary to fully integrate financing into their sales process and accelerate consumer investment in high efficiency home upgrades.

Utility and government sponsored financing program administration, leveraging EGIA GEOSmart financing options, range from past and current programs such as the: (1) High Efficiency HVAC Interest Rate Buy-down Program funded by the California Public Utilities Commission throughout PG&E, SCE and Southern California Gas territories, financing the installation of thousands of residential HVAC systems; (2) administering energy efficiency financing for the Roseville Electric Energy Efficiency programs that offered consumers a choice between EGIA administered rebates or interest rate buy-down options; (3) 12 month same-as-cash (SAC) no interest, no payment financing for Palo Alto Utilities providing consumers with financing covering the installation of HVAC, insulation and water heating upgrades www.egia.org/PaloAlto; (4) a 5.99% APR interest rate buy-down with the Nebraska reEnergize program which is a DOE Better Buildings funded collaborative effort between the cities of Omaha and Lincoln to build energy smart communities www.egia.org/reEnergize and (5) delivering subsidized below-market interest rates through the FHA PowerSaver program.

UTILITY / GOVERNMENT PROGRAM MANAGER OUTREACH ANd FACILITATION EGIA produces a Leadership Academy Web Exchange series for Utility and Government Program Managers. The primary audience for these 90-minute sessions is energy and water utility and state/local government staff who design and implement programs that encourage homeowners and businesses to make energy efficiency and renewable energy improvements. The core curriculum is rotated among three tracks: Program Marketing and Outreach; Contractor and Trade Ally Management; and Program Design and Administration.

In addition to the webinars that are produced for a national audience, EGIA produces state and regionally focused Utility Efficiency Exchanges and Forums. These 2-3 day workshops feature interactive panel presentations with industry experts and program managers who have successfully incorporated energy efficiency and renewable energy initiatives into their organizations’ program portfolios. EGIA staff also provides consultation to and facilitation for other national associations to help with agenda development, speaker and sponsor recruitment, audience facilitation, and event logistics.

ENERGY EFFICIENCY CONTRACTOR EdUCATION ANd TRAINING Through EGIA’s Leadership Academy, EGIA also produces web based activities designed specifically for contractors. EGIA produces contractor centric conference presentations, national web exchanges and regional webinars/workshops where contractors can network and learn industry best practices in sales, marketing, and business optimization. Residential/ Commercial Natural Gas Efficiency ProgramEGIA currently provides rebate processing services, database development, online application submittal and call center support services for the Nicor Gas Energy Efficiency Program, directed towards the utility’s residential and commercial customers located in Northern and Central Illinois.

The program offers rebates for high efficiency equipment, including residential and commercial water heaters, furnaces and boilers. This program started with largely a mail-in paper application submittal process. EGIA transformed the program from an early version database management system, to an advanced IT platform and put in place full online document processing and automated customer notification of rebate status. The Nicor program has one of the industry’s most stringent Key Performance Indicators (KPI’s) for call center performance and rebate processing turn-around times. EGIA consistently meets or exceeds those performance metrics.

California Water Service Company High Efficiency Rebate Program

California Water Service Company (CalWater) is the largest investor-owned water utility in the western United States and the third largest in the country.

Water efficiency rebates are provided to single-family, multi-family and commercial customers.

EGIA is responsible for providing comprehensive rebate processing services, database management, call center operations, secure online program management reporting, online application development and rebate funds management.

PG&E Whole House Rebate Program EGIA provides rebate processing, call center management, screening and background check verification on participating contractors, contractor outreach and training, and customer satisfaction surveys, as part of the implementation team administering the PG&E home performance program. This PG&E rebate program which launched in May 2011 is part of the statewide Energy Upgrade California and is targeted to complete installation of more than 7,500 comprehensive, whole house retrofit projects.

This is one of the most comprehensive home performance programs in the country. EGIA has developed a 100% paperless contractor enrollment process and paperless rebate application process, where all documents are uploaded to the program database through a secure online contractor portal.

This project has continued to evolve since initial project launch, with enhanced system integration into the PG&E Vendor Rebate System (VRS), full automated download of over 6 million PG&E encrypted customer records into the EGIA rebate processing system and expanded online, real-time program reporting and performance analytics.

SoCalGas Residential Gas Efficiency Programs EGIA administers all aspects of rebate processing, incentive check cutting and call center operations in support of the Southern California Gas Company’s Residential, Multi-Family, Retailer and Manufacturer natural gas efficiency rebate programs.

EGIA’s program delivery includes an online and paperless rebate submittal process for the residential program, an online reservation and budget tracking process for multi-family rebates and real-time program performance reporting for utility program managers through a comprehensive and secure web enabled reporting dashboard.

Cascade Natural Gas Conservation Incentive ProgramEGIA implements the Residential Gas Conservation Incentive Program delivered to Cascade’s customers throughout the state of Washington. This includes comprehensive rebate processing and trade ally program administration.

Trade Ally network administrative services include EGIA development and management of contractor recruitment and incentive program training activities, an industry leading online paperless contractor screening and enrollment process and an online contractor directory and customer referral program. EGIA also designed and maintains the trade ally website and administers the utility coop advertising program and disperses training scholarships for authorized contractors.

Chicagoland Natural Gas Savings ProgramEGIA provided rebate processing program management for the Peoples Gas and Northshore Natural Gas utility residential and commercial natural gas efficiency programs in the greater Chicago area. Products included water heaters, clothes washers, furnaces /boilers, and insulation.

EGIA delivered rebate processing services, online application submittal, an online reservation system, call center management and online program management reporting.

This is one of the largest resource efficiency rebate programs in the country delivered through nearly 300 separate water agencies providing services to 18 million Southern California water consumers. EGIA, as the prime contractor, is responsible for delivering the following: § Implementing all aspects of the residential and commercial

water conservation rebate program.§ Implementing an online rebate estimator, rebate application

and reservation program.§ Managing additional 3rd party and agency funds and varying

rebate amounts.§ Providing online 24/7 real-time management reporting.§ Providing trained, high quality, responsive customer service.§ Developing all program marketing and educational materials

(point-of-sale, promotional, website, fact sheets, advertising, etc.).§ Providing in-field inspections on approximately 10% of rebate

applications for business customers§ Establishing market channel partnerships and training to

build product availability and visibility, with over 700 retailer/supplier locations.

§ Managing materials fulfillment, database of suppliers, qualified product lists, rebates-by-agency detail for suppliers and customers.

§ Providing online contractor enrollment and screening process and enhanced Trade Ally outreach and program training.

This program has evolved significantly, since it started as largely a mail-in rebate program. EGIA has transformed the program to a 100% online application process where customers enter an EGIA developed program portal and submit their application. Customers receive auto-generated email notification of rebate status or can log into the EGIA developed website through a secure login for immediate online rebate status information.

Additionally, due to the complexity of the customer base with several hundred separate water agencies participating, EGIA geo-codes all applicant measure data which allows for the development of participant and non-participant mapping by efficiency measure and service provider.

Sacramento Municipal Utility District Complete Energy Solutions Program

The Complete Energy Solutions (CES) provided turnkey, direct installation energy efficiency services to SMUD small business customers. Retrofit services included lighting, refrigeration and HVAC improvements, and vending machine controls.

EGIA was responsible for installation contractor recruiting, contractor screening, contractor orientation training, rebate processing and call center operations serving business customers and contractors.

Additionally, EGIA supported participating contractors in acquiring regionally available project financing and provided sales training on how to integrate financing into the contractors sales process. Based on project scope and qualification, customers were directed to either the SMUD commercial financing program or to EGIA’s GEOSmart Commercial Leasing program.

Colorado Partners In EnergySource Gas, Atmos Energy and Colorado Natural Gas have partnered to offer regional energy efficiency incentives. The Colorado “Excess is Out” rebate program provides incentives for two separate areas of focus, one on home insulation and building shell measures and the other on appliance / equipment rebates for nearly 20 separate high efficiency devices.

EGIA is the rebate program manager and provides: (1) comprehensive rebate processing services and call center management, (2) online application processing, (3) secure online program management reporting, and (4) rebate funds management for all three utility partners.

Equitable Gas Saver ProgramEquitable Gas Company Gas Saver program provides rebates available to their residential customers in Pennsylvania. Rebates are provided to homeowners installing high efficiency natural gas home heating and/or water heating equipment.

EGIA delivered comprehensive rebate processing program management for the Equitable Gas three-year pilot energy efficiency program, approved by the Pennsylvania Public Utility Commission. EGIA’s program management activities include: rebate processing, database management, online reporting, call center operations and rebate check cutting.

AGL Resources Gas Efficiency Programs The energySMART program provides rebates to customers of Elizabethtown Gas and Florida City Gas, that are either SWITCHING their electric or propane appliances to natural gas or REPLACING older natural gas appliances with new, high-efficiency, natural gas models. EGIA rebate processing services are also being delivered to additional AGL utilities, including administering the thermostat giveaway program with Chattanooga Gas.

EGIA provides rebate processing for the programs including online applications for customer ease. EGIA also provides call center operations for the complete program with extensive reporting around comprehensive program KPI’s.

Illinois Appliance Rebate ProgramEGIA, as a sub-contractor to the Midwest Energy Efficiency Alliance, provided all statewide rebate processing functions for this ARRA funded Illinois program.

EGIA provided check cutting services and verification of the retailer point-of-sale instant discount option, rebate processing for contractor installed water heating and HVAC measures and the rebate processing, online application submittal and database management and reporting services for the states mail-in recycling rebate program.

In less than 12 months, EGIA processed thousands of rebate applications and distributed over $13 million in rebate payments to consumers, contractors and retailers throughout Illinois.

Pennsylvania Home Heating Equipment Rebate ProgramEGIA provided rebate processing services, database management, and developed and implemented an online rebate reservation system for the State Energy Efficient Appliance Rebate Program (SEEARP) for the state of Pennsylvania.

The Program had an $11 million budget for rebates on high efficiency home heating equipment, including water heaters, furnaces and boilers. The Program utilized an EGIA administered an online rebate reservations system for consumers to reserve rebates prior to purchasing products.

Wyoming Appliance Rebate ProgramEGIA completed this State Energy Efficient Appliance Rebate Program for the state of Wyoming, funded through the American Recovery and Reinvestment Act. EGIA coordinated all aspects of program design, cost-effectiveness analysis and documentation, trade ally and stakeholder outreach, rebate processing, verification, and marketing to successfully introduce a comprehensive, quick-launch program in less than six-weeks.

The Program provided rebates on high efficiency products and home heating equipment, including clothes washers, dishwashers, water heaters and furnaces.

California Statewide Commercial Laundry Program

EGIA implemented rebate processing for this statewide commercial laundry program throughout California. The program was sponsored by California’s four Investor Owned Utilities, Pacific Gas & Electric, Southern California Gas, Southern California Edison, and San Diego Gas & Electric.

Rebates were provided for the installation of energy efficient and water efficient clothes washers installed in laundromats, multi-family housing and hotels/motels.

EGIA administered all rebate processing, check cutting, database management, and website development, online application submittal for customers and online reporting for program managers.
