5l. Briefly describe the vegetation and habitat conditions on the property. [help]

The majority of the upland property consists primarily of mowed and maintained lawn grass associated with the park. Within the lawn grass there are numerous, sparsely distributed large trees (mixture of native and non-native). The majority of the trees are adjacent to the existing shoreline trail. Waterward of the shoreline trail there is a combination of large trees, native shrubs, and non-native vegetation (blackberry). This combination of trees, shrubs, and non-natives are present along the majority of the shoreline of the park. This narrow strip of vegetation provides a minimal level of habitat functions and values due to the heavy public use of the park. The remainder of the park (landward of the shoreline trail) provides a very limited level of habitat functions and values due to heavy public use (human disturbance) and lack of suitable habitat (dominated by lawn grass).

The current use of the property is a public park, RV site, and boat launch, with associated parking, owned and operated by the City of Brewster and Douglas PUD. The upland is primarily lawn grass, paved parking areas, access roads and park amenities.

transportation (Jefferson Ave). The current use of the adjacent property waterward of the OHWM is public lands associated with the Wells Hydroelectric Project.

Structures currently on the property include a boat launch, playground, two bathrooms, swimming area, four tent camping sites, seventeen trailer camp sites with water, power and sewer connections, and two covered picnic areas. Below ground there are water, sewer and power lines.

Part 6–Project Description

6a. Briefly summarize the overall project. You can provide more detail in 6b. [help]

The proposed project will improve the existing shoreline trail in the City of Bridgeport Marina Park. The Park is owned and operated by the City of Bridgeport and Douglas PUD. The park is located within the Wells Hydroelectric Project FERC boundary. The PUD is required to maintain the facility per the Wells Project FERC license. The proposed project will improve the shoreline trail by replacing the existing trail with an ADA compliant trail. The proposed project will also result in a new section of trail that will improve access throughout the park making access easier to the boat launch parking area and restrooms. The proposed project will entail the removal of the existing trail, cut and fill to flatten out the trail grade, and installation of asphalt trail. The existing asphalt shoreline trail provides access throughout the majority of the park. The trail is approximately 5 ft wide and ranges in distance from the OHWM from approximately 15 ft to over 100 ft. Overall, the existing trail is in good condition; however, there are several areas where the asphalt has deteriorated. Additionally, the existing slopes of the trail exceed ADA standards and do not provide access to the entire park and restroom (without leaving the park and utilizing the public roads without sidewalks). The existing trail is approximately 1,070 lf and covers approximately 5,643 sq ft, all of which is located within the 200 ft shoreline zone (510 lf and 2,743 sq ft within the 100 ft riparian buffer). The demolition of the existing asphalt trail will result in the complete removal of the asphalt along with any existing base. The demolition will result in the removal of approximately 41.5 cyds of material (asphalt and base) within the shoreline zone, of which 20 cyds will be removed from within the 100 ft riparian buffer. The material removed will be loaded into a dump truck and disposed of at an appropriate off-site location, outside of the 200 ft shoreline zone. Prior to the demolition, a silt curtain will be installed around the project area to control storm water and runoff. Following the removal of the existing trail, the proposed project will result in the cut and fill (placement of select fill material) associated with the preparation of a trail base to ensure the trail meets the required slopes for a fully ADA compliant trail. In order to ensure an appropriate trail base for the ADA compliant trail a total of 307 cyds of material will need to be cut from the site and a total of 591 cyds of fill will be required. This cut a fill will occur both within and outside of the shoreline zone and will occur over approximately 34,046 sq ft. Of these totals, 294 cyds of cut and 591 cyds of fill will occur within the 200 ft shoreline zone, encompassing approximately 33,318 sq ft (137 cyds of cut and 294 cyds of fill over 15,902 sq ft within the riparian buffer). The remainder of the cut (13 cyds) will occur over approximately 782 sq ft landward of the 200 ft shoreline zone. The majority of the cut material will be utilized on site for fill. If cut material is not suitable for reuse then it will be loaded into dump trucks and disposed of outside of the shoreline zone. These areas and quantities (listed above) are those required to establish a suitable trail base and do not include those required for the asphalt trail. The cut and fill will occur using an excavator and final grade will be accomplished using a bulldozer. Once the final grade is achieved the material will be compacted. The proposed cut and fill will primarily occur landward of the existing shoreline trail. The only exception to this is the new portion of the trail between the existing trail and the boat launch parking area. The cut and fill in this area will occur within the 100 ft riparian buffer. In order to achieve final grade on the upriver portion of the trail (adjacent to 10th St), a small block wall will be required on the landward side of the trail. This wall is required in order to keep the entirety of the work on the park property. The proposed block wall will be approximately 118 lf and will occur entirely within the 100 ft

riparian buffer. However, all of the wall will occur landward of the existing trail. The average height of the block wall will be approximately 1.5 ft and is will consist of the placement of Keystone type block. Following the establishment of final trail grade, the proposed project will entail the placement of base material (crushed surfacing top course) over the entire trail footprint. The proposed trail will be 1,736 lf encompassing 14,011 sq ft. The proposed trail will be 8 ft wide and will be installed both within and outside of the 200 ft shoreline zone. Approximately 1,657 lf (13,377 sq ft) of the shoreline trail will be installed within the 200 ft shoreline zone (760 lf and 6,138 sq ft within the 100 ft riparian buffer). The remaining 79 lf will be installed outside of the 200 ft shoreline zone (634 sq ft). The placement of base material will entail the installation of 6” of crushed surfacing top course (CSTC). Once placed, the CSTC will be graded flat and compacted. In total, the proposed project will result in the placement of 260 cyds of CSTC (248 cyds within the 200 ft shoreline zone and 12 cyds landward of the 200 ft shoreline zone). Once the base material is compacted and graded flat, the proposed project will install asphalt for the trail surface. The proposed depth of asphalt will be 2” resulting in a total of 87 cyds of asphalt being installed (83 cyds within the 200 ft shoreline zone and 4 cyds outside of the 200 ft shoreline zone). The asphalt will be installed using standard methods for asphalt. All access to the site will occur through the uplands and existing lawn grass area. Following the completion of the installation of the asphalt trail the entire disturbed area will be revegetated with lawn grass. The proposed project would result in no adverse impacts to the existing aquatic, riparian, or upland habitat. In total, the proposed project will result in the disturbance of approximately 33,318 sq ft of the shoreline zone (728 sq ft outside of the shoreline zone) and the installation of an approximately 1,657 lf of trail (13,377 sq ft) within the shoreline zone (79 lf and 634 sq ft outside of the shoreline zone). The proposed improvements will occur within a portion of the shoreline that consists of mowed and maintained lawn grass, which provide little if any habitat functions and values. The proposed project will not result in the removal or disturbance in native vegetation or habitat. The proposed project will not result in any change in use of the area and will only result in an increase in public use of the park.

6b. Describe the purpose of the project and why you want or need to perform it. [help]

The City of Bridgeport Marina Park Trail consists of asphalt that has been damaged over the years (from use and roots). The proposed project will repair the damaged portions of the trail and upgrade the trail to be ADA compliant. The proposed trail will provide ADA access to all areas of the park and better access to the public restrooms. The proposed excavation, fill, and grading is required in order to meet the required grade for an ADA compliant trail. The PUD is mandated to ensure the continued safe use of the existing public facilities as part of the PUD’s FERC license.

The proposed excavation and removal of the existing asphalt trail will occur using a small excavator. Material will either be loaded into a dump truck and relocated and reused for fill or the material will be loaded into a dump truck and disposed of at an appropriate offsite location; outside of the shoreline zone. Clean fill material (if required) will be delivered to the site via dump truck and placed using an excavator. All material will be graded to final contours using a bulldozer. Installation of a new asphalt trail will entail the delivery of gravel and asphalt using dump truck, placement and compacting of gravel and asphalt using an excavator and steam roller.

The proposed project will have no negative impact on water quality, water supply, recreation, or aesthetics of the Columbia River. The proposed project will replace the existing deteriorating public shoreline trail. Any potential impacts to fish, aquatic habitat, riparian habitat, and upland habitat would be sufficiently minimized by the conformance with the proposed Best Management Practices (BMP’s) and the design considerations. In addition to the design consideration, the project will also conform with the following avoidance and minimization measures:

No existing native vegetation or large trees will be removed or damaged.

Extreme care would be taken to prevent any petroleum products, chemicals, or other toxic or deleterious materials from entering the water. If a spill were to occur, work would be stopped immediately, steps would be taken to contain the material, and appropriate agency notifications would be made.

Prior to commencement of excavation, fill, asphalt removal a silt curtain will be installed waterward of the project area to minimize turbidity and to ensure that no debris leaves the work area.

All equipment operating waterward of the OHWM would be inspected daily for fluid leaks. Leaking equipment would be repaired prior to resuming operation.

The Contractor would develop and implement a site-specific spill prevention, containment, and control (SPCC) plan, and is responsible for containment and removal of any toxicants released.

All exposed or disturbed areas, including upland staging areas, would be stabilized to prevent erosion.

All erosion control devices would be inspected during construction to ensure that they are working adequately.

Overall, the proposed project will result in no adverse impacts the Columbia River.

Overall, the proposed project will result in no net loss of ecological habitat functions and values. Compensatory mitigation is required when a proposed project will result in a net reduction of habitat functions and values and will reduce habitat conditions for aquatic and upland species. The proposed project will result in work within the riparian buffer; however, the proposed project will not impact the existing habitat functions and values due to the fact that the entire area where the project will occur consists of mowed and maintained lawn grass. The proposed excavation, fill, removal of existing trail, and installation of the new trail will not disturb any native vegetation (only lawn grass). The existing lawn grass provides little if any habitat functions and values, thus no compensatory mitigation is required. The proposed project will improve the public use of the existing park as it will repair the existing trail and ensure that the trail is ADA compliant. As stated above, the proposed trail improvements have been designed to significantly avoid and minimize the impacts to the existing riparian and aquatic environment.
