Utilities & ACES Title 1 – Clean Energy Requires electric utilities to meet renewable electricity at 6% in 2012

and 25% by 2025. Invests in new clean energy technologies and energy efficiency,

including renewable energy ($90 billion in new investments by 2025), carbon capture and sequestration ($60 billion), electric and other advanced technology vehicles ($20 billion), and basic scientific research and development ($20 billion).

Both plans would reduce United States' emissions by about 80 percent by 2050.

Provision calls for 5% of standard met through energy efficiency savings, an additional 3% with certification of the Governor of the state in which the provider operates.

Colorado Calls for energy savings of at least 1,744 GWh (energy) and 421 MW

(demand) by 2015, via demand-side management (DSM) programs, the equivalent of two medium sized power plants.

Adds a minimum of 200 MW (up to 600 MW) of developmental renewable energy resources with storage capability, such as concentrating solar power, and also approves up to an additional 850 MW of established intermittent renewable energy resources.

DOE & EPA to develop & implement REEP Thru State Energy Programs (SEP)

REEP provides federal financial assistance to state & local agencies for direct cash incentives & program management.

Goal – 20% energy savings

REEP Residential $1000 for a combination of prescriptive measures designed to reduce

energy consumption by at least 10% $2000 for prescriptive measures designed to reduce energy

consumption by 20% $3000 for actual demonstrated savings of 20% utilizing the

performance based structure Plus an additional $1000 for each additional 5% energy savings

$4500 for 30% energy savings Incentives are capped at 50% of retrofit costs
