January 8, 2019 Mr. Lou Albanese Supervisor of Buildings & Grounds Little Ferry School District 130 Liberty St. Little Ferry, NJ 07643 Re: Lead-in-Drinking Water Screening Little Ferry School District Trailer Testing Karl Environmental Group Project #: 18-0913 Dear Mr. Albanese, Thank you for selecting Karl Environmental Group (“Karl”) for this project. This report details the methods and findings of the lead-in-drinking water screening performed in Trailers located at 130 Liberty Street, Little Ferry, New Jersey (the “Site”) on December 28, 2018. 1.0 PROJECT BACKGROUND Karl Environmental was contacted by Mr. Lou Albanese of the Little Ferry School District (the “Client”) to conduct a lead-in-drinking water screening to determine the lead content of water sampled from representative water collection points at the Site. The purpose of the screening is to determine if any collection points exhibit lead levels higher than the recommended Action Level (AL). Water collection points can include any water source, including:

• Potable water sources

• Non-potable water sources

2.0 LEAD IN DRINKING WATER Lead is a toxic substance that can be harmful to human health. As compared to adults, children are more susceptible to the detrimental health effects of lead, as their nervous systems are not yet fully developed. They can be exposed to lead in a variety of ways including through food, soil, deteriorating lead-based paint, and drinking water. Lead can leach into drinking water from plumbing materials such as pipes and solder, as well as brass plumbing fixtures. There are no federal guidelines that require the testing of drinking water in schools supplied by a municipal water utility, however, the United States Environmental Protection Agency (EPA) provides general guidance for screening of the potable water sources from which children may drink. 3.0 DRINKING WATER SAMPLING METHODOLOGY Karl Environmental collected drinking water samples which were selected to include both potable and non-potable water sources located at the Site. Karl Environmental collected twenty (20) water samples from Site on December 28, 2018. At each collection point, Karl Environmental filled a sample collection bottle from the selected water source after the water in each building had not been used for 6-8 hours, but no more than 18 hours, and prior to the building opening. This initial sample at each collection point represents the First Draw (FD) sample. The samples were sealed and couriered directly to Suburban Testing Labs (Suburban), a New Jersey certified laboratory (NJ Lab ID #PA081) located at 1037F MacArthur Road in Reading, Pennsylvania for analysis by EPA method 200.8. The SD samples were place on hold and were only analyzed in the case that analysis of the corresponding FD sample identified lead concentrations at or above the action level of fifteen (15) parts per billion (ppb) or greater.

5.0 CONCLUSIONS & RECOMMENDATIONS Karl Environmental collected twenty (20) water samples from collection points at the Site. None of the FD samples revealed lead levels at or above the recommended AL of 15 ppb at the Site. Based on the findings of the lead in drinking water screening the following recommendations are offered at this time:

• A non-potable water sign should be placed at all water sources not tested.

• Continue to monitor lead in drinking water levels as part of a regular sampling and maintenance plan. Additional parameters may also be considered for analysis, such as: Antimony, Asbestos, Cadmium, Copper, Mercury, Nickel, Silver, Zinc, and biologicals.

• Where in use, regularly clean aerators to prevent the build-up of debris behind the screen which may contribute to elevated lead levels.

• Use only cold water for food and beverage preparation. Hot water is more likely to contribute to the corrosion of plumbing materials and therefore contain a greater level of contaminants from the plumbing system.

• In the event that water drinking source(s) are remediated, the source(s) should be resampled before being placed back into service.

• Replace any known or discovered lead piping with with lead-free piping.

• Check piping for ground wiring for electricity. Such wiring may cause premature corrosion of the affected piping and lead to contamination of the water contained within.

6.0 LIMITATIONS The main purpose of the sampling event outlined within this report was to screen potable water sources for potential lead contamination. No other heavy metals or additional contaminants were analyzed. Lead concentrations can change as water continues to move through the water system. Each sample was a grab sample and represents lead concentrations only at the specific time collected. Interpretation of these results is only valid if facility is served by a municipal water supplier or water utility.
