Commercial Grade Dedication of Hilti
Anchor Bolts
• Y-12 is developing a new approach to CGD of
Hilti anchor
• Bob Bailey and Dean Shipley are soliciting
feedback
• Specifically for anchor bolts with grade 1 or 2
SSC’s
• They are working on a flow chart of the process
that shows the different entities involved with the
certification of Hilti’s nuclear grade anchor bolts
• The process is more robust and provides greater
assurance than an audit of Hilti corporate or their
many manufacturing locations.

ASME NQA-1 Inquiry 12-360
November 1, 2013
Dr. Charles R. Martin (Sr. Engineer Defense Nuclear Facilities Safety Board)
Washington, DC 20004-2901
Subjection: Inquiry # 12-360
Applicability: NQA-1-2008 Edition
Dear Dr. Martin,
We understand your question to be as follows and have provided the following
response:
Question: Would an organization's QA program be in compliance with NQA-1 (any
edition with Parts) if it only addressed the requirements in Part I and not the
requirements of Part II (or vice versa)?
Response: No. Part I and Part II are designated as Requirements. An organization
must address the requirements of Part I and Part II that are applicable to an
organization's work activities affecting quality, as either internally identified or
externally invoked upon the organization.
NQA-1 is in the process of considering a revision to the Introductions to Parts I and
II to add further clarity to this issue.
