• TWRI: sub-regional Research unit working on behalf of the Cities of Newcastle Upon Tyne and Sunderland and the Metropolitan Boroughs of Gateshead, North and South Tyneside
• Identified requirements of its 5 districts to access and share broad range of spatially referenced indicator data
BACKGROUND
• Need for a data warehousing solution emerged in 2001.
• undertook unsuccessful search to find an affordable commercial off-the-shelf GIS solution
– In house development infeasible as required extensive resources and in-depth experience
– Contracting out considered to be an expensive option

• The Data Warehouse was established specifically :
- data cleansing
- To make data available in consistent way
- To support various Policy Work
• datasets collected over time to cover all five Districts
– Demographics
– Economic
– Crime, Fire, Ambulance, Probation ...
– Drugs
– Social (including Index of Deprivation)
– Health

• Web-based to reach large number of users
• Ability to personalise content securely for different user types
• Capability to produce custom tables and summary profiles with local, regional & national comparisons for one or more selected areas

• Ability to rapidly explore multiple scenarios
Phase 1: Pilot (TWAP)
Development divided into 2 phases:
• A standalone, desktop-based prototype was developed using external contractors
• Limited specifications to enable testing
• Used to explore requirements in more detail
Phase 2: Web enabled AreaProfiler
• Production of new off-the-shelf product, AreaProfiler
• Now fully operational and hosted at North Tyneside Council
• System Administration by TWRI staff
