Welcome to the new Education Support Services brochure. We have been working with teams across the council to develop a „one-stop shop‟ approach enabling schools and academies to access services provided by Oxfordshire County Council from a single point of contact.
In Education Support Services we have a clear focus. You work hard to enable pupils to reach their full potential so we aim to bring you first class services that support the learning environment and enable you to reach your goals.
We save you effort, time and money by bringing together an array of school services.
In this brochure you‟ll find all the information you need about each of the services offered for the year 2013-14. The information is written so that it is clear what each service offers and the benefits you can expect from purchasing that service.
All our services are provided by experienced specialist teams who pull out all the stops to help those at the heart of education, pupils and teachers. We are here to work alongside you and your team to deliver the best results for your school or academy.

New Features
In September 2012 a single point of contact for schools and academies to access traded services was created by bringing together Schools‟ ICT, Finance, Health and Safety, Pay and Employment, HR and QuEST to form Education Support Services. In addition we have extended the offer this year to encompass further traded services from other areas of the Council and given you the ability to purchase many services as required throughout the year.
There are also some new features in the ordering process:
To save you time the Buyback form is prepopulated with the services you purchased last year. If you wish to opt-out of any service simply deselect in the box indicated
With the forthcoming withdrawal of OCN in December 2013 the choice of ICT services has been simplified
The Buyback form will be downloadable from the new Education Support Services section on the Schools Intranet

Return of Buyback Forms
Because most schools purchase the same services each year the Buyback form is now fully opt-out. This means it will be assumed that you will purchase the same services (where available) that you purchased last year. If you do not wish to purchase a service you should indicate this by clicking the opt-out box on the Buyback form
Forms must be returned by 30th April 2013. NOTE: If we do not receive your Buyback form by that date we will assume that you wish to purchase the services and the relevant charges will be made to your school
Prices
Many services are priced at the same as last year and in some cases the cost has reduced. However, to reflect increasing costs of provision, a number of services have increased in price. The prepopulated Buyback form cost total should help you assess the overall effect this has on your purchases.

The Behaviour Support Service Consultants are part of the larger Vulnerable Learners Service. The focus of the team is on school improvement and using research to inform practice to support the needs of children and young people who have become disengaged from learning. We focus on developing positive attitudes to learning, self and others and support schools in creating a positive ethos where all children and young people can be valued.

„Dyslexia is evident when accurate or fluent word reading and/or spelling develops very incompletely or with great difficulty. This focuses on literacy learning at the word level and implies that the problem is severe and persistent despite appropriate learning opportunities. It provides the basis for a staged process of assessment through teaching.‟
The Dyslexia Support Service is part of the Inclusive School Improvement Strategic Team (InSIST) which, in turn, is part of the wider Vulnerable Learners Service. Dyslexia Support has recently been re-launched to meet an increasing demand from schools. All teachers will have an additional qualification in Specific Learning Difficulties and many will have the AMBDA award. The key difference between this service and the SNAST service is that these teachers can come in for relatively short amounts of time to specifically teach small groups of pupils.

Pricing
The QIPs programme is not chargeable for the school year 2012/13. As charges are developed for the 2013/14 school year, these will be available on the Early Years section of the Schools Intranet.
Prices for the SiT programme are available on the Step into Training section of the County website; www.oxfordshire.gov.uk.
The Early Years Advisory Team works with providers offering the Early Years Foundation Stage (EYFS) including all schools (maintained, academies, special and independent), voluntary, independent and private settings, children's centres, and childcare providers. The Quality and Intervention team has a particular focus on supporting improvement of qualification levels and offering the Step into Training CPD programme.
The Quality Improvement Partners (QIPs) strategy explains how Oxfordshire County Council will allocate advisory resource to schools and settings in a fair, transparent and flexible way so that schools and settings are empowered to lead their own improvement. It also explains how advisory resource is targeted to work towards every young child in the county attending a Good or Outstanding school or setting. The QIPs status of schools and settings is formally reviewed three times a year, before the Step into Training offer is published for the following term. It will also be constantly informally reviewed through contacts with schools and settings. Educational Psychologists (EPs) are a team of professionals with the training and expertise to assess and provide strategies to enable children and young people with Special Educational Needs (SEN) and Additional Educational Needs (AEN) to make good progress. EPs provide a distinctive psychological contribution at an individual, group or whole school strategic level.
We can help your school to:
Promote and secure improved educational outcomes for all children
Assess the needs of children with SEN or AEN and design and
implement effective interventions for vulnerable children so that they are able to fully engage and succeed with their own learning
Ensure the learning environment promotes positive mental health,
wellbeing and social and emotional aspects of learning
Ensure well managed systems and structures for promoting positive
behaviour policy and practice
Secure professional development of school staff in a wide variety of
specific aspects of children‟s learning difficulties

Advising school staff and other practitioners on techniques and
strategies to meet the needs of vulnerable groups covering dyslexia, dyspraxia, ADHD, behavioural difficulties, communication difficulties, language development, physical and sensory development, emotional and social difficulties, attachment and child development as well as the full range of learning difficulties
Advising school staff on issues faced by children and families at
challenging times, such as coping with bereavement, transition, complex family issues such as adult mental health, and child protection issues
Undertaking complex casework in collaboration with other
professionals
Supervising and mentoring front line staff individually or in groups
Supporting senior management at a whole school level, e.g.
undertaking research, local needs assessments and project evaluations, to inform the effective targeting, development and impact analysis of school projects and interventions to promote the engagement and learning of children

Subscription and pay as you use prices are available on the Governor Services section of the Schools Intranet and on application.
There are over 3,500 Oxfordshire school governors who generously commit their time and expertise to making a difference to the lives of pupils in their community. The purpose of our service is to help governors participate effectively in those areas that matter most in their own school. Our team constantly updates courses and advice to reflect the latest changes in governance and education, and we work closely with the Oxfordshire School Effectiveness team to ensure a consistent approach in messages given to headteachers and governors. We also support clerking because we know that a well-informed and efficient clerk can make a huge difference to your governing body‟s effectiveness.

The Inclusion Consultants are part of the Inclusive School Improvement Strategic Team (InSIST) which in turn is part of the Vulnerable Learners Service. The focus of the team is to support schools to accelerate the progress of vulnerable learners particularly those with Special Educational Needs and Disability (SEND) and Gifted and Talented pupils. Our focus is on school improvement and using research to inform practice to support the needs of vulnerable learners. Members of InSIST teach on masters courses at Oxford Brookes University and have access to the latest research.

Support leaders to prepare and analyse data of vulnerable groups

Induction Support for Newly Qualified Teachers (NQTs)
Pay As You Use Service
Academies and non-maintained schools are charged at a rate of £200 per NQT up to a total charge of £2,000. If a school has more than 10 NQTs the service is provided but no further charge is made.
Oxfordshire acts as the Appropriate Body for all maintained schools in the county. The Appropriate Body, together with the Headteacher, is responsible for a NQT‟s professional development, support, guidance and supervision during the year of induction.
The Appropriate Body decides, on the basis of the Headteacher‟s recommendation, whether a NQT has met the Teachers Standards.
This service is free for maintained schools. However academies and non-maintained schools can purchase the service; a charge is made per NQT.

What does the service offer?
The NQT Induction Team will fulfil the statutory responsibilities as
the Appropriate Body according to the DfE Statutory Guidance for the Induction of Newly Qualified Teachers
The NQT Induction Team is as accessible as possible through a
range of media – phone, a dedicated email address, fax, post and in person and will provide advice on all aspects of NQT induction
Information on all aspects of the Induction process is made
available on the NQT section of the Schools Intranet, which is updated and reviewed for relevance on a regular basis
NQT opportunities, information, event schedules and details are
provided through direct email, a regular NQT newsletter and the Schools Intranet
Reminders to induction tutors and NQTs regarding courses,
assessment form deadlines etc. are sent by email
All necessary reporting to the Teaching Agency, e.g. registration,
progression and completion of courses is undertaken within the necessary timescales
Induction tutor training and other NQT training opportunities
including an annual conference are made available at local rates
A named contact is provided to support induction tutors or NQTs
who may not be on track to meet the required professional standards

Pricing
All initial meetings and on-going general support from Music Development Leaders is free of charge for Oxfordshire maintained schools and academies.
A bespoke annual support package can be arranged between the schools and the Music Service. These start at £500, which provides 13 hours of specialist support. Further prices are dependent of the assessment of need, but will be pro-rata. Annual support packages are considerably less expensive than purchasing support on a daily basis during the year.
All annual support schools receive a free place at an annual conference for the music specialist, additional visits and support from senior staff and invitations for Heads to attend prestigious performance events.

The Music Service leads a partnership that is able to provide a comprehensive music education service to pupils, schools and parents, providing support in a very wide range of musical genres and for a large number of purposes. Management support is available to schools at all levels, and initial consultations are always without charge for Oxfordshire maintained schools and academies.

Educational Needs (SEN) and Behavioural, Emotional and Social Difficulties (BESD), and support the development of music departments and the broader Arts curriculum via Arts Mark
Assist schools to design and implement „campaigns‟ to promote and
increase pupils‟ engagement in active music-making
Develop a range of alternative pathway and qualifications in Music
and the wider Arts, including „Access to Music‟ and „Arts Awards‟
Understand current national policy and legislation in respect of
Music Education
Develop ensembles and prepare performances
Work with other schools to create large-scale performance events
Engage with very large events at county and national level
Provide suitable pathways for musically gifted and talented young

Key benefits to the school
All management and leadership support will be given by senior
colleagues who have substantial school-based experience, including school leadership in the case of the Head of Service

Oxfordshire International Education Bureau (OIEB) helps schools develop an international dimension through curriculum development, school-to-school partnerships and professional development. Since the OIEB was set up in January 1997, it has introduced into schools wide-ranging activities that have changed the ethos of a large proportion of schools in significant ways and provided much valued direction. This has resulted in long-standing relationships between Oxfordshire Local Authority and similar education authorities around the world. OIEB works with a number of stakeholder partners, including Global Learning Association, to deliver services to Oxfordshire schools.

Pay As You Use Service
Schools can purchase additional time, for example, for a SNAST to attend a meeting or to extend their working day on occasion. This will be charged at an hourly rate of £50. Schools and partnerships of schools can also purchase less regular support from SNASTs. Support will be charged at

Special Needs Advisory Support Teachers (SNASTs) support schools in carrying out their statutory duties relating to Special Educational Needs and Disability (SEND). Non-Maintained Schools
The County Council offers this support service primarily for schools where it is the employer but where this is not the case, other schools can also purchase a similar service.
It is important to note that the Health and Safety at Work etc. Act 1974 places overall responsibility for health and safety on the employer which for academies, foundation and voluntary aided schools will be the governing body. OCN Connection
The OCN is a private dedicated network that delivers secure broadband into schools.
Through access to the OCN, users can gain access to the Internet, to the National Education Network (NEN) and to the County Council‟s Corporate and Schools Intranet.
The OCN is being decommissioned during 2013 and this service will only be available to maintained schools from 1st April 2013 till 31st December 2013.
Schools will need to arrange an alternative Broadband Supplier at some point during the period from April to December.
As part of the conversion process to Academy status, schools must move to alternative commercial broadband provision. Continuing with the OCN will not be an option available to academies.
The OCN services will be offered until the following dates:
Academies or those schools converting will be able to access OCN
services until the end of August 2013 (at the latest), unless special circumstances exist
Maintained schools will be able to access OCN services until the

Internet Web Filtering (Netsweeper)
ICT Services provide a Web Security solution using one of the industry‟s most favoured educational solutions against modern threats. Internet pages are filtered for inappropriate content and this includes internet sites, unsuitable images and inappropriate language.
A central filtering policy is maintained. There are separate policies for primary and secondary schools. Schools can also select to locally manage the filtering if they wish to. There is no extra cost for the training and support for this. This service also includes virus scanning of all internet sites which prevents attack by damaging viruses‟ and threads. This service is essential to maintain the security and standards required for safeguarding.
Traffic through the central internet servers will also be virus scanned as part of the subscription to the OCN Connection package.
As a result of the OCN being decommissioned during 2013 and the dependency of this web filtering service on OCN, this service will only be available to maintained schools from 1st April 2013 till 31st December 2013 while on the OCN.
Schools will need to arrange alternative Web Filtering at the point they come off of the OCN.

Pay As You Use and Top-Up Consultancy Fees
Calculation
Charges apply to consultancy and associated work, including preparation and attendance at meetings and hearings; writing and reviewing letters and reports; negotiations with unions and other employers.
The fee is calculated based on time spent providing support (in half hour units, rounded up to the nearest half hour).
Each visit incurs a minimum charge equivalent to one hour of support.
Mediation Service
Typical cost is £329 - £384 per mediation for subscribers to Schools‟ HR Professional Support and £384 -
£438 for non-subscribers.

What does the service offer?
The new offering from Carillion is modular and enables each individual school to tailor the services that they need. This new offer is initiated with a basic level agreement which assists the school to be legally compliant in respect of its property responsibilities through a set annual retainer which provides the following:
Site visit to provide advice to identify statutory compliance
obligations and how schools and academies can meet them
Establish and programme schools and academies planned
maintenance needs
Provide a reactive maintenance service (charged per call-out) via
our 24 hour Property and Facilities Helpdesk
Give up to 3 hours of property maintenance advice

Key to the successful delivery of a catering service is high-quality front-line delivery staff. Our experience has shown that by increasing access to training and by developing the skill set of catering staff, job satisfaction increases and this in return is reflected in the quality of service. All members of staff are given the opportunity to train to NVQ Level 2 which is carried out in our Training Kitchen. Compulsory training includes food hygiene, manual handling and basic nutrition.

All schools have different requirements, so instead of adopting a ridged approach to catering services across all schools, we achieve our successes by working with individual schools and creating bespoke solutions. In developing your bespoke annual price, we consider key metrics, such as number on roll, existing uptake and levels of free/paid-for meals before factoring in what is important to you and your school. We will then provide to you a guaranteed price and take the risk if uptake is not maintained.

What does the service offer?
We take a collaborative approach to the delivery of your school catering service. While we bring knowledge, experience and tried and tested methodologies, we want you to feel that the service you receive is personal to your requirements. To begin with you will have a single point of contact and your school will be supported by a dedicated team, experienced in the delivery of catering services.
We believe that the key to increasing uptake in schools is through direct engagement with learners. Through a variety of participative experiences, we will support the curriculum to bring the catering service and the learners closer together. This can include:

If you haven‟t yet decided to use a pay as you use service wish please feel free to contact when you‟re ready to purchase.

Subscription period
For Local Authority maintained schools the subscription period for services is 1st April 2013 to 31st March 2014. The contract period for academies is determined on an individual basis which will usually run from 1st September to 31st August.
Notice period
A school wishing to withdraw from a service in most cases will be required to provide at least 2 school terms or 3 months notice, in writing, stating the reasons. Please note some services may require a longer notice period; e.g. Key Insurances. Therefore, clients are advised to read through the terms of the individual service‟s SLA.
Charges
Each service has been individually priced to cover relevant costs and overheads to give good value for money. The services are priced to cover costs not to produce a profit. Any surplus income is re-invested into the service.
Due to the variety of services offered there are several methods used for pricing. The information in this brochure makes clear what the charges are, how they are calculated and what the service provides for the school or academy. If you would like more detailed information about the pricing of a particular service, please contact us.
Payment
For LA maintained schools payment will be collected via SAP internal recharge, usually in September. Academies will be invoiced and payment will usually be collected by direct debit from the academy‟s bank account.
Pay As You Use options
The flexibility for schools of pay as you use is offered as an option on some services. Local Authority maintained schools will be internally recharged within a month of using the service. Academies will receive an invoice, payment of which is due within 28 days of the invoice date.
Provision of Service
Each service is provided to Local Authority maintained schools under a Service Level Agreement and under contract to academies. Full details of the contract are available on request.
Changes to Contract or Service Level Agreement
Any changes to the Contract or Service Level Agreement must be agreed by the County Council and the school or academy.
VAT
The County Council will charge VAT at the current rate on services provided to academies.
