Zillur Rahman by paying a call on him at Bangabhaban on January 04, 2011 . During the meeting, lhe Education Minister apprised lhe President of various features of lhe new policy. He said science and ICT were emphasized In the new policy aiming at build quality. modern and time befitting education system in the country. Mr. Nahid also apprised that opinions of all stakeholders of the society were considered before formulating the policy. "Spirit of the Great Liberation War is reflected in this policy so that new generation can get knowledge of the country's glorious history ,' the Education Minister added. The newly fo rmulated education policy has also put emphasis on religious and moral education at Its chapter seven so that students could properly learn and perform religion, he said. The Education Minister sought all-out support and cooperation from the President to implement the education policy. The Mi nister also apprised that certificate examinations have been taken at primary and junior secondary levels to improve standard and quali ty of education. He Informed that the present government has taken proper Janu ary- March 2011 steps 10 check dropout of students at pr imary, secondary and tertiary level. The Education Minister said his ministry has success full y distributed 23 crore textbooks fre e of cost to all students from class one to nine fist day ofthe New Year 2011 . Hon'ble President Md. Hon'ble Education Minister Nurul Islam Nahid MP handed over 'National Education Policy, 2010' to Hon'ble President Md. Zillur Rahman by paying a call on him at Bangabhaban on January 04, 2011 .

During the meeting, lhe Education Minister apprised lhe President of various features of lhe new policy. He said science and ICT were emphasized In the new policy aiming at build quality. modern and time befitting education system in the country. Mr. Nahid also apprised that opinions of all stakeholders of the society were considered before formulating the policy.

"Spirit of the Great Liberation War is reflected in this policy so that new generation can get knowledge of the country's glorious history,' the Education Minister added.

The newly formulated education policy has also put emphasis on religious and moral education at Its chapter seven so that students could properly learn and perform religion, he said. The Education Minister sought all-out support and cooperation from the President to implement the education policy.

The Minister also apprised that certificate examinations have been taken at primary and junior secondary levels to improve standard and quality of education. He Informed that the present government has taken proper

steps 10 check dropout of students at primary, secondary and tertiary level. The Education Minister said his ministry has successfully distributed 23 crore textbooks free of cost to all students from class one to nine w~hin fist day ofthe New Year 2011 .

Remarkable Progress of HEQEP Implementation

Remarkable progress has been made in the areas of financial and physical target achievements of HEQEP in the third quarter (Jan to March 2011), compared to the first and second quarters (July-September and October -December) In terms of the allocation of Annual Development Program (AOP) during the financial year 2010-20 t1.

Tolal allocation for current financial year was Tk. 6500.00 lakh while Tk. 3265.65 lakh has already been spent as on March 20t 1. The quarterly expenditure In percentage was 3.88% for 1st quarter (July-September '10). 3.40% tor 2nd quarter (October - December ' 10) and 92.72% lor 3rd quarter (January-March ' 11 ).

Financial Progress in terms of ProJect components during July 201 0 to March 2011 was excellent in whoch component-! (Promotong Academoc Innovation) was almost 97% during 3rd quarter. It should be mentioned that progress for component-! in the 1st and 2nd quarter was atmost zero agaonst the allocation ol Tk. 3000.00 lakh.

The component-wise expendotures made during July 2010 10 March 2011 are Tk. 2902.61 lakh for component-1 . Tk. 113.16 lakh for component-2 (Buoldong lnstotutional Capacity), Tk. 54.32 lakh lor component-3 (Raosong Connectivoty), and Tk. 195.56 lakh for oomponenl-4 (Pro1ect Management Unot). The component-wise quarterly expendoture has been shown on the table bellow:

Moreover, il ls expected that financial progress will also reach satosfactory level in next month for the component-3.

Honorarium paid to Members of ARPs, ERs and UPSC An amount of taka 71 ,89.000.00 has been paid to 240 Members of Area Review Panel (ARP) and External Revoewers as honorarium for evaluating 1027 Complete Proposals (CP) on eight areas.

The Area Review Panels were composed for each of the following areas:

1) Physical. Biological and Earth Sciences. 2) Engineering and Technology. 3) Medical. Health and Nutritional Scoences. 4) Agriculture (includes Crops, Livestock. Vetennary. Fisheries. Poultry and Horticulture). 5) Arts. Humanilies and Social Sciences. 6) Business. 7) Law, and 8) Self-assessment and University-wide Innovation.

II should be mentioned that on order to avood conflict of onterest. ARP members and ERs were no1 allocaled any CP belongong lo his/her own lnstilulion where they are serving.

Tk. 29,27,51,000 released for AIF sub-projects implementation

A total of Tk. 29,27,51000.00 (Twenty-nine crore lwenty-seven lakh and lofty one lhousands) has been released as lsi inslallment in order lo implemenl AIF sub-projects. Fund released to 91 Sub-Projects Managers against 3 diHerenl windows are Tk. 960.88 lakh lor Wondow-1, Tk.1270.681akh for Wondow-2 and Tk. 695. lakh lor Window-3.

II should be mentioned that lhe conlract was signed for 91 sub·projecls amounling Tk.182.89 crore with 27 universities under tsl round Academic Innovation Fund on December 29. 20 I o.

Training for Capacity Building on Project Implementation held

In order to enhance the capacity of the AI F Sub­projects Managers in the implementation of sub· prOJeCts 5 day long training courses on 3 batches for 91 sub-project Managers and UGCAtFS officers along with HEOEP and Unoversoty officers were held during the period from January 23 to February 17, 2011.

The traonlng program covered Procurement. Fonancoal Management and Monotoring and Evaluation aspects of the sub-project implementation.

UGC Chaorman Professoo Nazrul Islam attended all three inaugural sessions of training programs as the Chief Guest while Professor Dr. Md Tajul Islam, Professor Dr. Amena Begum and ProJect Director Kaniz Fatema, ndc also allended as special guests.

The package includes materials like leaflet, brochure and poster or calendar under print media and two documentary films under electronic med1a.

It is expected that the communication materials will help to create awareness regard1ng sub-proJect Implementation mechamsm among the academic communnies and sensillze the studenl and researchers on ex1ting facilitieS provided by the government for academic innovation and research and also for education network facilities.

It should be mentioned that "HEOEP Newsletter" has been being published on quarterly basis since October 2010 as part of the Information dissemination and mobilization activity.

A series of training & workshops program scheduled

A series of training and workshop programs have been scheduled for smooth progress of sub-proJeCt Implementation and 2nd round AIF proposal submission by the unJversrtJes.

The training program on Procurement and Ftnancial Management along w1th Monitoring & Evafuatoon for SPM will be held in April 2011 at UGC. However, training on Proposal Writing, Proposal Evafuatoon and Self-Assessment for Academician of unNerstties w1ll be held during Apnlto June 2011 .

Around sixteen university level promobonal workshops will take place during April-May 2011 in order to facilitate the 2nd round AIF proposal submitting procedure by the concern academician/oHicials of the Departments, Faculties, Centers, Institutes and Universities.

Self-Assessment Training to be held A training program on Self-assessment (SA) will be held from April 11 to April 13 at UGC with the participation of Umversity Academician and concerned section of Ministry of Education, UGC, HEOEP and World Bank. Self-assessment is an organrzational setling that refers to a comprehensive, systematic and regular review of an educational institution's activities and results. The main objectives of this training program are capacity building in Self-assessment process, motivatron, desrgn and facilitation and implementation.

Professor Colin N Peirls. Director, OAA Council of the UGC, Sri Lanka will conduct the training program as a Resource Person.

Progress in BdREN

BdREN • Silver lining on the horizon

II looks like that the much coveted btrth of Bangladesh Research and Education Network (BdREN) is just round the corner. Fiber finks between four Universities i.e. DU, BUET, BSMMU and SBAU and the NOC (Network Operation Center) at UGC are being established. Required equtpments are being installed in 6 universijies planned for the initial phase. By Mid of April three of the universities are expected to be on the network. BdREN is also ready in all aspects to accept 45 mbps TEIN 3 connectivity by mid of May 2011.

Initially BdREN will have a 60 Mbps commodity internet connectivity in early April. On the other hand, the project is at the llnal stage of negotiating an International Partnership agreement for BdREN. A draft IRU (Indefeasible Right of Use) contract between UGC and PGCB has already been cleared by World Bank • it is awaiting approval in the Board of Directors in PGCB. Through this deal UGC will receive an IRU of a pair of PGCB fiber spread countl)IWide for 20 years which will pave the way of BdREN covering the entire country and all Universities.

Procurement Progress in HEQEP An agreement has been signed for taking lease of Local Loop Fiber amounting Tk Two crore eight lakh. Another agreement has also been signed for installing LAN and IT equipment in UGC which costs Tk one crore forty four lakh.

Also the procurement procedure of Material Development and Reproduction for universities, TV Documentary, AIF Operations Manual printing (2nd round). Firm selection for baseline survey and selection of Audit Firm are under process.
