Nationally, the organization of ESD is entrusted to the Ministry of Education.

Circulars 2004 & 2007 for the generalization of education for sustainable development from the nursery school to university.

At the regional level, the EESD PACA Platform brings together most EESD actors (mainly institutions, associations) - Shared Guidance Document defining the main directions of the EESD in PACA, and ensuring coherence and complementarily of strategies and actions. - Annual Plenary Meeting, to take stock of the progress of initiatives and exchange information on strategies for each actor - Working groups to build together initiatives to be shared - Exchange of knowledge, teaching materials and methods

At the local level : The importance of the involvement of the City : - Participate in the formation of environmentally aware citizens who will take ownership of their city and will be stakeholders of local policy - Adapt the educational content of all the actors to the local context and needs as well as to local policies - Benefit from the multidisciplinary work carried out by teaching staff

At the local level : The city ensures coordination between : - Municipal operators (in-house operations or though procurement) - Associations often better able to respond (shared beliefs, participation in the public debate). - Businesses whose message must be given guidance

Marseilles, south-eastern France, capital of the “Provence-Alpes-Cote d'Azur” (Region PACA) - Enclosed by hills and bordered by the sea: a possible development towards Aubagne to the east or to the north towards Aix. - Mediterranean climate: per year 2,800 hours of sunshine, 525 mm of rainfall concentrated in 81 days, average temperature: 16° C.

Founded around 600 B.C. by the Phoenicians, under the name Massalia. Marseilles is "sea-oriented": the leading French and Mediterranean port and the fourth European port. Since 1980, major projects to restore life and vitality to the city, such as : - Construction of “Château Gombert”, second largest French science cluster - “Euro-Mediterranée”, the major project of the end of the 20th century.

860,000 inhabitants, the second most populous municipality in France.

Its urban community is the second largest in France with 1.45 million inhabitants

Since 2000, Marseilles is part of “Marseille Provence Métropole” and An UC of 18 municipalities of 1.05 million inhabitants.

Formerly a trading and industrial city (through its port), (plants processing resources from colonies or local products - the famous “Savon de Marseille”-made with olive oil), now declining Transition to: - Services - Research and High Technology: ICT, optics, biology, health - Tourism - International meetings: World Forum of Water 2012, Congresses, European Capital of Culture 2013

A fairly strong split along North (trading port, large groups of social housing) / South (beaches, residential areas) lines.

But some social mix : social housing spread ("difficult” estates in the South too) With public transport, North-South communication facilitated and an easily accessible city centre

Moreover, the motto "Proud to be from Marseilles" is a cultural reality… which is based on the feeling of belonging to one of 111 neighbourhoods of Marseilles. It’s a common culture to maintain and develop. Hence problems of isolated estates or physical exclusion are little felt. Differences that make “Marseilles Mosaic”. Therefore we have to strengthen social ties through education in eco-citizenship.

Parallèlement à la réalisation de l’inventaire des activités, le groupe, s’est réuni une dizaine de fois au cours de l’année 2000, souvent en sous-groupe de travail pour définir l’action à mener. On a défini plusieurs axes de travail, comme par exemple les attentes des enseignants, les modalités d’inscriptions et la régulation de la demande des enseignants par rapport à leur motivation, les différents types de publics hors les scolaires, le couplage d’actions scolaire et grand-public, et une grande réflexion sur la question de la déontologie. C’est-à-dire la déontologie du fonctionnement et des relations au sein du groupe, et la réflexion autour de ce que voulait dire pour nous le terme “ Citoyenneté ”.

Présentation des valeurs, attitudes et comportements : Devant la difficulté de la tâche, les participants au groupe de travail ont procédé par étapes. Dans un premier temps, nous avons déterminé les valeurs, attitudes et comportements que cette éducation à l’écocitoyenneté nous semblait impliquer. En 1999, le Maire de Marseille préconisait un Centre d’éducation à citoyenneté pour les enfants, dans lequel seraient regroupées toutes les actions pédagogiques développées par la Municipalité concernant le thème de l’éducation à la citoyenneté “ depuis la sensibilisation à la consommation et aux déchets, jusqu’à l’étude des différents milieux ou la découverte de la nature ”.
