(1) complete negotiations with the North Thames Gas Board for a supply of gas on contract terms for the Harrow College of Technology and Art;

(2) upon successful completion of (l) above to seek quotations from specialist manufacturers for the installation of gas burners to the boiler plant at Harrow College of Technology and Art,

224. Procedure and Policy for Initiating and Approving Alterations toEducation Buildings by Either Selp-Hel-p Schemes or Occupier Action; Upon report by the Working Party on Education Buildings (15 March 1978),

RESOLVED: That the Committee adopt the general policy recommended by the Working Party in such schemes.

225. ' Accommodation at Cedars First and Middle Schools; Upon recommendation by the Working Party on Education Buildings (15 March 1978),

-' - . RESOLVED: To concur in the recommendation of the Working Party in •_ this matter and inform the managers of Cedars First and Middle Schools accordingly.

226. Pinner Mew Cemetery and Nower Hill High School; Upon recommendation by the Working Party on Education Buildings (15 March .1978) regarding the use on a temporary basis of part of land allocated to Pinner New Cemetery for-a playing field for Nower Hill High School,

RESOLVED: That the Education Committee:-

(1) include a project in the 1978/79 capital programme to adap.t the area in question to be financed by way of key sector loan sanction up to €5,000under Circular 66/76 subject to the balance (currently estimated at €2,435) being raised by the school and being available by the commencement of the project;

(2) seek the approval of the Policy and Resources Committee to the above revision of the capital programme;

(3) include a growth item of €1,065 p.a. at current prices in the•; . revenue budget from 1979/80 onwards for maintenance of grounds;

(4) inform the Estates and'Strategic Planning Sub-Committee of this decision; and

.. (5) inform the General Public Services Committee accordingly and ask them to arrange for the necessary deconseeration of this land.

227. Economies in School Meals; Establishment of Mini-kitchen; Park High Sjshool; Upon recommendation by the Working Party oh Education Buildings (15 March 1978),

RESOLVED: (l) That a mini-kitchen be established at Park High School and that the cost of the equipment (estimated at €9,000)

. -together with necessary installation works etc., be financed as far as possible from the €10,000 saving accrued in transport to playing fields for the present year and that any additional installation cost be charged to the Minor Improvement allowance for 1978/79;

228. "' Amendments to the 1978/79 Balding Programme: She EducationCommittee considered the recommendation of the ¥orking Party oh Education Buildings together with a report by the Director of

' Education, that the Department of Education and Science (by letter - dated 21 March 1978) had informed the Authority that their final

allocation for building projects at Primary and Secondary Schools - to be started daring the 'period 1 April 1978 to 31 March 1979' will be £218,000 at 1978 prices.

BESOLVED: (l) To amend the budget provisions: and -seek planning permission where necessary for ezisting projects, in the 1978/79

(4) to seek the approval, of the Policy and Besources Committee to the amendments to the Capital Programme.

229. Special Programme to Assist Reorganisation 1978/79; The Committee considered a recommendation by the Working Party on Education . Buildings (15 March 1978) together with a report by the Director of Education that the Department of Education and Science (by letter dated 22 March 1978) had informed the Authority that the following projects had been accepted for inclusion amongst those A eligible to start under the reorganisation part of the programme:-

Gayton High - RemodellingPark High - Remodelling and improvement of Home Economics

The works are to re-instate facilities which were omitted from projects in earlier years in order to keep these projects within their budget provision and the Authority's block allocation.

The Working Party had recommended the following priority order:-

2. Salvatorian - Adaptations to High School

• RESOLVED: (l) -That the report of the Director of Education be noted and' the Policy and Resources Committee be requested to make the necessary revised budgetary provision in the capital programme; and

(2) that the Home Economics Adviser be consulted as to whether the improvement of the Home Economics accommodation would be preferable

. at either Park High or Mountview High Schools and that. the Department of Education and Science be consulted accordingly if necessary.

250. School Building Programme 1979/80. 1980/81. 1981/82; Uponrecommendation by the Working Party on Education Buildings (15 March 1978) and report by the Director of Education,

RESOLVED: That the programme (appearing as appendix 1 to this report) be adopted to enable the feasibility thereof to be assessed as part of the capital programme review.

251. Skateboarding facilities; Upon report by the Director of Education,

RESOLVED: That (l) the feasibility of using School premises/ playgrounds be investigated; and

(2) a pilot scheme be mounted in order that the practical implications may be considered.

233. Education Nursery Building Programme 1978/79; Upon report by the Assistant Controller of Architecture,

RESOLVED: That in respect of the under-mentioned schools the . Committee (l) approve the use of components in accordance with

Standing Order 53.

(2) authorise the making of applications for planning permission in respect of the development as agreed or to be agreed by the Working Party on Education Buildings.

234. . Welldon Park First and Middle Schools - Completion of Site Work;• The Committee considered a joint report by the Controllers of Education Services, Financial Services and Architecture.

' • It was noted that except for the site works -this School was completed in April 197^. 'The site works were not completed because there were inadequate monies within the contract .to carry

• out and complete the work. An estimate of the probable cost of the work related to tenders received in July of last year is £4,000.

The Committee consider the, works are necessary to prevent recurrent expenditure and problems with weeds etc., on this ground surrounding a new School. It is also considered by the Committee to be a potential health hazard to children at the School and to

• surrounding occupiers. Accordingly it is,

. RESOLVED: That the Policy and Resources Committee be asked to approve, as a matter of urgency, a new capital project in the sum of £4,000 financed by way pf Circular 66/76 in the year.1978/79 and amend the capital programme accordingly to enable this work to be undertaken in the forthcoming planting season.

Youth and Community. Service but because of the unavailability of -LDS resources were not able to recommend that option. • The Committee were influenced, by the nature of the alternative

RECOMMENDATION 5: Premature Retirement of Teachers; 'The Department of Education and Science have proposed that regulations should be made to provide, subject to certain conditions, that when a teacher is retired prematurely on redundancy or in the interest Of the Authority's efficient exercise of its functions he may be given

. ' compensation by way of payment of the pension earned. The *> regulations will be broadly in the same form as those already in operation covering other Authority employees.

It is understood that the regulations will not be introduced in the near future and the D,E.S,, in the meantime,-has issued a Letter of Intent, subject to usual Parliamentary Procedure, to make

. Regulations :-

(i) enabling accrued superannuation benefits under the Teachers' Superannuation Regulations to be paid to teachers aged 50 or over with five or more years service and whose service is terminated because of redundancy or in the interests of the efficient exercise of the employer's functions and

(ii) enabling local authorities to offer compensation, at their discretion and subject to certain limits, to such teachers by way of enhancement of the benefits payable under (i) above,,

That (i) the Committee act immediately in accordance with the advice given by the D.E.S. viz that it would not be unreasonable

RECOMMEHDATIOH 4; Revision of Agreed Syllabus for Religious Education

The Director of Education has reported on the problems arising out of• the use by the Authority of an Agreed Syllabus for Religious Education which has not been changed since it was published by the Middlesex County Council in 1946.

Before an existing Syllabus of Religious Education can be replaced the following requirements must be met:-

A conference must be convened by the LEA to consist of four Committees, These Committees must be representative of each of the following:

(i) Those religious denominations which the Authorityconsider ought to be represented; ji

Information for Parents: The Director of Education reported that the Department of Education and Science has issued Circular 15/77 entitled "Information for Parents" concerning the arrangements made by Local Education Authorities and Schools for supplying written information to parents about the Local Education system generally and about specific schools. The Secretary of State sets out in the Circular the nature and extent of the information she considers should normally be available to parents in written form as and when appropriate in relation*to their Children's School careers.

RESOLVED: That (i) Circular 15/77 be drawn to the attention of School Managing and Governing Bodies' with a request for those Bodies to review their own Schools' arrangements for the provision •of written information to parents; and

(ii) following the review by the Managers and Governors a' survey . of the present arrangements be submitted to the Sub-Committee.

The Members were informed of the procedures of the Council for avoidance of disputes together with the aims and use of the procedure.i

It was agreed that a further meeting in the series of meetings being held to discuss this and allied subjects should take place to complete the review of Council procedures.

The Members were informed of the Council's safety policy in connection with the Health and Safety at Work Act and agreed to receive and note this and the teacher representatives reserved the right for comment at a future meeting after consultation with professional associations.

76. Health and Safety at Work Act 1974 - Safety Committee Regulations

It was reported that a consultative document on the appointment and functions of safety representatives and the setting up of a safety committee forming a basis for a report to Manpower Sub-Committee and Education Committee was currently under preparation.

It was agreed that the report be received.

77* Redeployment Policy

The Members were informed that this subject was currently under review as part of the discussions between the H.T.C.C. and Officers of the Authority.

It was agreed that the results of the discussions should be presented to a future meeting.

78« School Terms and Holiday Dates

It was reported that it has been the practice for some years for the dates of school terms and holidays to be decided at a meeting of the Schools Sub-Committee during the Spring Term (having previously been discussed by the Joint Consultative Committee Schools; and the timetable had been for the following calendar year. However, the further education establishments had recently had difficulty in meeting the timescale for dealing with the printing of prospecti and the preparation of estimates by April. It had therefore been requested that consideration should be given to the question by the Joint Consultative Committee and Schools Sub-Committee during the Autumn Term and that the dates decided upon should be for the following school year.

She Members vere requested to comment upon, the possibility of making areas under their control available fir skateboarding in the light of the dual use implications and the current consideration of the recreation and leisure topic paper.

Many schools already have organised skateboarding clubs as out of school hours activities- which Members supported but felt-.that if the school play areas were open to allcomers there would "be problems of supervision, safety and cost. It might also set a precedent- and could- lead to more extensive use of school facilities, e.g. toilets,, changing rooms and' showers.

It was agreed that future community involvement in, -fee1 use of school•facilities -would become more widespread and, a report on this would be made to a future meeting.

Recommendation 3 - Premature Retirement of Teachers:

The Director of Education reported that the Department of Education and Science are proposing regulations be made to provide, subject to certain conditions, that when a teacher is retired prematurely on redundancy or in the interests of the Authority's efficient exercise of its functions he.may be given compensation broadly by way of payment of the pension which he has earned. The regulations which will be effective retrospectively to 1 April 1976 will be broadly in the same form as those already in operation covering other Authority employees. The Dept. of Education and Science advised that it would be reasonable for authorities to deal with urgent cases pending issue of these regulations.

Resolved to RECOMMEND: That the Education Committee' agree (l) to act in accordance with the advice given by the Department of Education and Science; • •

(2) that a superannuation panel similar to that already operating for non-teaching staff employees be appointed to consider individual cases as they arise and to approve, subject to appropriate financing, action being taken, such enhanced payments as they may consider appropriate;

(3) the panel comprise the Chairman and Vice-Chairman of the Education Committee together with the nominated member of the Major Minority Party.

The Director of Education reported that the Sub-Committee on 6 September 1977 considered a report on this matter and deferred consideration pending a,further report. Since then both the Harrow College of Further Education and the Careers Service have continued their efforts to arouse interest amongst local employers for a pilot course but without success.

RESOLVED: That the Sub-Committee agree not to proceed "further with a pilot Unified Vocational Preparation course.

145. The Tral-ning,.of.> Teachers of Further Education - Circular 11/77:

The Director of Education reported that the Advisory Committee on the Supply and Training of Teachers has forwarded a report to the Secretary of State on the Training of Teachers in Establishments of Further Education. The report makes recommendations concerning the training of teachers in Further Education for which there is no current requirement and in Circular 11/77 it is stated that the proposals are regarded as worthy of support, in principle, in that the Secretary .of State would wish an early start to be made on implementing them so far as this is possible within the limits of existing resources.

RESOLVED: (l) That the Regional Advisory Council be asked to draw up plans for providing

(a) induction training for newly appointed full-tirae staff in Further Education, and

(b) adequate opportunities for initial teacher training on a part-time basis for serving teachers within this Authority;

(iii) Option 6 (j.j.j) (Colleges to Fund Non-Productive Time of Salaried Officers).

If the College Governors are willing,to fund these salaries, they must, of course, offer equivalent continuing compensatory savings of £3,925 (£2,800 at H.C.T.A. and £1,125 at H.C.F.E.). Such action

' would allow price reductions of approximately 5%. It was noted that the prices were still above those requested "by the Students Union.

(b) Time Allowances for Union Officers; It was reported that there'was a problem that at that moment all Union Officers'were on a full timetable and could not take their two hours allowance per week for union duties without disruption of classes.

The problem could be solved by changing the Union year of -office to that of the academic year, but agreement would have to be reached with the regional organisation! It was felt to be unfair to students who were taught by a teacher who was newly-elected into a Union office to make a change at that .time of year and it was agreed to recommend that for the Summer Term 1978 any teacher concerned would be engaged on an additional part-time contract to enable him to maintain his previous teaching commitment, whilst carrying out the functions of his Union post, ' . :

74* Incremental Credit for Fractional Full-Time Teachers

The members were informed of the present anomalous situation regarding incremental credit for fractional full-time teachers, as detailed in the report

The members were informed that in a recent accident on the Uxbridge Road Hatch End a student at H.C.F.E. was seriously injured, and the staff at the College were very concerned. A petition had been signed by over 100 staff members and would be sent to the local MP and Borough'Officers.
