This Report has been produced by the Department of Education and Training for training providers, and
summarises vocational education and training (VET) needs for the Gippsland region.
An analysis of the region’s labour market is combined with existing VET activity to provide insights on future
training needs for specific occupations in the region.
This Report should be considered in conjunction with the Funded Course List for 2020, which lists courses
available for government subsidy and targets those courses that will yield the most value to the Victorian
economy and community. It will assist training providers to align their proposed delivery in 2020 with
government objectives for the Victorian TAFE and training system.
Gippsland region refers to the following Local Government Areas:
Bass Coast Baw Baw East Gippsland Latrobe South Gippsland Wellington
Section 2 - Overview and Section 3 - Courses in Demand provide contextual training market and employment information about the
Gippsland region.
Section 4 - Skills Requirement provides anticipated training commencements in 2020 by occupation for the region and contextual
information, such as the number of people employed in an occupation in the region or anticipated training commencements statewide.
Section 5 - Occupation to course grouping shows courses that contribute to the training and skill requirements of the occupations
highlighted in Section 4 - Skills Requirement.
Section 6 - Courses for community and industry need shows courses that do not correspond to occupations such as foundation skill
courses and courses that contribute to industry (but not specific occupations). While these courses are important to Victoria, because
they are not directly linked to an occupation, they do not have an anticipated number of training commencements.
The Gippsland region stretches along the coast from the New
South Wales border to Venus Bay and Wilson’s Promontory. It
includes the towns of Warragul, Moe, Traralgon, Sale, Bairnsdale,
Omeo, Foster and Orbost.
The region is economically and socially diverse, traditionally based
on natural resources in agriculture, manufacturing and oil and gas
production, with a history of producing most of the state’s
electricity through its coal-fired electricity sector. However, an
ongoing shift towards a low-carbon economy has created
challenges for the region’s energy sector.
According to Regional Development Victoria, the region has a
strong food production industry. Over a third of its businesses are
involved in agriculture and fishing. Further growth potential may
be realised by increasing organic food production. The aged and
health care industries have seen strong growth in recent years.
Federation Training, Wodonga TAFE and Chisholm Institute are
key training providers across the region.
The following figure and table represent the share of government funded training commencements in Gippsland region by training
provider type, and the total number of training providers by type, in 2018.

The following figures show occupations that are supplied by VET graduates. Some of these occupations may be supplied by both VET and
higher education graduates, for example, Accountants. Occupations appearing more than once in figures 2 to 5 are marked with a
diamond to show the extent to which high volume job vacancies, and large forecast job demand, are reflected in 2018 government
funded training commencements. Table 2 details VET courses which are aligned with the occupations highlighted in figures 2 and 3.

Table 4 provides a guide for training providers on the current employment size and anticipated training demand in Gippsland region,
taking into account existing training patterns and employment demand.
This information is intended to provide broad indications of VET demand only. The information in table 4 only applies to 2020 skills needs;
the data will be revised on an annual basis to take account of the latest developments in the Victorian economy.
Australian and New Zealand Standard Classification of Occupations (ANZSCO): ANZSCO is a classification used to organise data collected
about occupations. Definitions are based on the skill level and specialisation usually needed to perform the tasks of the specific
occupation, or of most occupations in the group.
VET related occupations: Occupations for which VET training supplies all or some new entrants, or VET training is undertaken to improve
specific or generic skills for existing workers or new entrants in those jobs.
2019 employment: Estimated persons employed in the region in 2019, in occupations for which VET training supplies all or some workers,
based on Deloitte Access Economics’ whole of Government Labour Market Forecasts.
Anticipated 2020 training needs (region/State): Estimated requirement for all VET commencements in 2020 in the region based on total
demand for VET training activity and current training patterns. Please note the following:
• In some instances training requirements for a particular occupation are similar to, or greater than, the overall employment
levels for that occupation in the region.1 This can happen for a number of reasons:
the occupation has a high staff turnover rate and requires a large number of entrants in the occupation to maintain
employment levels
the occupation has mandatory licensing that requires new starters to obtain VET training
the region has a low historical course completion rate and requires a large number of students to commence in courses in
order to fulfil the number of graduate entrants required2
training requirements include workers in occupations who participate in training and further studies to upskill.
Results are presented as numeric ranges and also marked with ★ to highlight occupations with a larger number of training needs. Results
will range from:
★ - moderate VET commencements required
★★ - significant VET commencements required
★★★ - very significant VET commencements required
Data Quality: While the Department has made every effort to compile reliable estimates of 2019 employment and 2020 anticipated
training needs, the quality of these estimates can vary according to the timeliness and data quality of the inputs used to derive them. In
some cases, providers may wish to supplement or replace these estimates with their direct local knowledge of labour market needs in
their region.

Table 4 should be read in conjunction with table 5 to link anticipated additional training needs for each job to the VET course(s) that
supply graduates for those jobs. In proposing their Program Delivery Plans, Training providers should assess which courses on their scope,
within the ANZSCO Unit Groups, will best service the anticipated additional training needs.
Example 1
As indicated in table 4, Agricultural Technicians (page 8) have a relatively low employment base in the region (50 workers). It is estimated
that 50 to 100 commencements will be required in 2020 (denoted 50-100 in table 4).
Referring to this ANZSCO Unit Group in table 5 (page 16), the course most aligned with Agricultural Technicians is the Certificate IV in
Conservation and Land Management. Training providers may wish to limit the number of places for this course in their Program Delivery
Plans, due to the low anticipated employment demand, as explained above.
Example 2
As indicated in table 4, Metal Fitters and Machinists (page 8) have an employment base in the region of approximately 1,200. Around
600-800 new training commencements are anticipated for the region in 2020 to meet total training demand for this occupation.3
Training providers may wish to include these courses in their Program Delivery Plans, taking into account the training range required, as
identified in table 4. A number of the courses associated with Metal Fitters and Machinists can be delivered as an apprenticeship, and
unlimited delivery is permitted and encouraged for apprenticeship type.4
The 2020 Funded Course List identifies courses by their delivery mode, so training providers should cross-reference this document with
the Funded Course List.
Notes
Apprenticeships:
Apprenticeship commencements are encouraged and no limits will be applied, due to the following specific needs of the occupations
associated with these courses:
• long lead times - skills for these occupations are highly specialised and require extended training over three or more years, so
the pipeline of apprentice graduates must be maintained irrespective of short term fluctuations in employment demand
• high use - skills are deployed for the uses intended, so there is a good occupational ‘fit’ between the course undertaken by the
apprentice and the occupation
• high risk - disruption caused by skills being in short supply could impose a significant risk to the economy and/or community,
particularly for occupations which have licensing and registration requirements.
Additionally, the rate of apprenticeship take up is closely related to available employment, given that apprentices and employers must
enter into an employment contract. This promotes greater opportunities for ongoing employment once the apprenticeship is completed.
Region/State training indicators:
In some instances, occupations may display minimal anticipated additional training needs in 2020 at both the regional and State level.
Courses associated with these occupations may still appear on the Funded Couse List 2020 and will therefore be government funded in
2020, in order to:
• cater for niche/thin market occupations which are important to the State or local economy and may require access to
government funded training from time to time (including additional support from the Regional and Specialist Training Fund)
• allow for training in apprenticeship courses associated with those occupations, should there be demand
• maintain stability of the Funded Course List in cases where the demand for training varies from year to year but the associated
courses still show high economic or community value to Victoria.
Training providers should still consider these courses in their Program Delivery Plans in conjunction with this information.

In proposing Program Delivery Plans, training providers should assess which courses on their scope, within the ANZSCO Unit Groups,
will best service the occupational training needs detailed in table 4.
Anticipated 2020 training needs (Region): Estimated requirement for all VET commencements in 2020 in the region, based on current
employment, anticipated employment growth and current training patterns. Results are presented as numeric ranges and also
marked with ★ to highlight occupations with greater training needs. This information is repeated from table 4 for ease of use. Please
see data notes on pages 6-7 for how to interpret these figures.
Statewide priorities: Courses aligned to Victorian Family Violence and National Disability Insurance Scheme (NDIS) workforces and
infrastructure projects are annotated with , and respectively. As high profile government initiatives, related job openings may
increase more than the base anticipated employment demand across Victoria. Course alignment to government priority areas is
reviewed on an annual basis to ensure currency.
Apprenticeship enrolment type available: Courses marked with are available as apprenticeships. Training delivery aligned to these
apprenticeships is encouraged, irrespective of whether anticipated requirements for general (i.e. non-apprenticeship) courses aligned
to the job are stable or decreasing.
