(EDL), hosted a community forum at the Greek Hall for the Coober Pedy Renewable Hybrid Project. Representative from a variety of contractors that will be assisting EDL to deliver the project were also present. It was attended by over 60 locals as well as Federal Member for Grey, Mr Rowan Ramsey MP, the Mayor and a number of other Elected Members. Community members in attendance should be commended for being well prepared with intelligent and relevant questions. Equally, EDL and the State Government were open and frank in their responses. How the project would affect power prices was predictably a hot topic and Mr Nick Smith from the Department of State Development anticipated the question. “…I think it is important to understand that, with this project, tariffs are not linked to the project,” he said. Coober Pedy’s power prices will not decrease. This is not surprising considering that the South Australian Government currently subsidise Coober Pedy’s power to the value of $3 million to $4 million per year. “In 14/15 with the implementation of the new tariff arrangements, it [the average electricity tariff] has dropped down to around 33 cents per kilowatt hour. The average cost to supply power in Coober Pedy is about 75 cents per kilowatt hour by the time you take into account generation, distribution and retail costs,” explained Mr Smith. So, in effect, the South Australian Government currently subsidises around 56% of Coober Pedy’s total electricity supply costs. They also subsidise around 27 other off- grid, remote communities in South Australia. Power prices for these communities are determined by the Minister for Mineral Resources and Energy in around July each year. In the lead up to the 2014 South Australian election, both Labor and Liberal made a commitment to supply electricity to remote communities based on Adelaide prices. The Labor Government was elected and thankfully they kept their promise. The other hot topic from the community was whether or not homeowners and businesses would be allowed to install solar panels and feed excess power into the grid. This is not currently permitted because too much power being fed into the grid from too many sources destabilises it. This is due partly to the limitations of Council’s distribution network as well as EDL’s ability to balance the continuously varying loads. Based on historical documents, EDL may allow a maximum of 0.5 MW to be fed into the grid, but how it is allocated is up to the Council. Council will need to consider a number of factors in developing a policy including, but not limited to: Allocation to commercial users vs domestic users; • Capacity of the existing distribution network infrastructure to cope with inconsistent voltages; and Sufficient geographical distribution to balance the feed- ins over the entire network. However there is nothing stopping any household or business from installing their own solar panels and battery storage technology and disconnecting from the grid entirely. On Wednesday 25th May, the Council, in partnershipwith the Department of State Development and

Energy Development Ltd. (EDL), hosted a communityforum at the Greek Hall for the Coober Pedy

Renewable Hybrid Project.

Representative from a variety of contractors that will beassisting EDL to deliver the project were also present. Itwas attended by over 60 locals as well as Federal Memberfor Grey, Mr Rowan Ramsey MP, the Mayor and a numberof other Elected Members.

Community members in attendance should be commendedfor being well prepared with intelligent and relevantquestions. Equally, EDL and the State Government wereopen and frank in their responses.

How the project would affect power prices waspredictably a hot topic and Mr Nick Smith from theDepartment of State Development anticipated the question.

“…I think it is important to understand that, with thisproject, tariffs are not linked to the project,” he said.

Coober Pedy’s power prices will not decrease. This isnot surprising considering that the South AustralianGovernment currently subsidise Coober Pedy’s power tothe value of $3 million to $4 million per year.

REGIONAL HEARINGS ON PROPOSED CHANGES TO STATE ELECTORAL DISTRICT BOUNDARIES

HEALTH: A fulltime Dialysis service should beimplemented immediately, this would bring our peopleback home and would create many new jobs for thetown. A win, win situation. Another fly in fly out Doctorinstead of just the one locum we have now and ournursing staff should be substantially increased. A fulltime Dentist attracted to the town in any way possible.Our Elderly population should not have to travel downsouth the way they currently do, the Health servicesshould be brought back to our town. An Aged Carefacility for non-indigenous people should be implementedas there is already one here for the IndigenousPopulation. More paid ambulance staff should be soughtas there is too much relied upon volunteers in theseservices. This is something that should be taken up withthe Government and Council should be taking that tothem.

TOURISM: Tourism is going to create paid employment/jobs. Council will have to do a lot more in this area aswe have a totally unique town and it should be marketedaccordingly. Council should be working very closely withbusiness to ensure every success. Opal Miner’sthemselves are arguably one of the biggest drawcardshere, what’s Coober Pedy if there are no Opal Miner’s.

After careful consideration I have decided tostand for council. I'm independent andoutspoken and have no commercial interests.If elected, I will make sure the council makessound economic and financial decisions whichwill benefit the whole community. I have awide range of experiences to help me in mydecisions. I have a Commercial College anda Bachelor of Education degree.

In 1995 I arrived in Coober Pedy,worked at Umoona Opal Mine and Museum,managed the Last Resort Cafe and schoolcanteen. I was the treasurer of theMulticultural Forum and I volunteered at OpalFestivals, Great Breakaways Bolts and wasinstrumental in the reopening of the Drive-inin 2001.

I want the people of Coober Pedyto feel included, safe and respected and thetown to become a vibrant, positive and livelyplace. I want to be approachable and listen toyour suggestions and constructive criticism.

Local news

YOUTH EMPLOYMENT: Is another issue that shouldbe addressed with vigour ie: funding, scholarships,apprenticeships, TAFE etc. School leavers in our townshould have the option of staying home not leaving townto head for the big smoke in search of employment. Alot more could be done for our younger population.

TRANSPARENCY: Council is elected by the peopleto represent the people and that’s all there is to it. Iwould encourage more of our Community members toattend Council meetings and “KEEP THE BASTARDSHONEST”. A town hall should be built to properlyaccommodate this as the current set up is a farce wheremembers of the community had to stand in the foyer atthe Council Chambers at recent meetings and had noidea what was being said inside: it’s a joke.

EXTENSIVE COMMUNITY CONSULTATION: Ifought extremely hard to give the town a vote on thetransitional camp at a referendum (meeting of electors).I believe that this was the first time that the residentshad a say on what could be described as a verycontentious issue. The result was the exact opposite ofwhat our Council and Governments had planned for ourtown. We did have a state minister (TONY PICCOLO)here telling us that we would have a camp weather weliked it or not. We also had our Mayor at that time(STEVE BAINES) telling us what a difference it wouldmake to our community and how hard he had advocatedfor it (Coober Pedy Regional Times page 1, 14/2/2013)It went to a poll and the people had their say. The peopledidn’t want it. AFTER EXTENSIVE COMMUNITYCONSULTATION (alleged) Council and Governmentgot it wrong. Our community did not want a camp in ourtown. A vote of 94% against anything is huge.

I believe that a referendum should have been held aboutthe recent deal with our electricity supplier where thewhole town can only have an allocated 400 kilowatts ofsolar power. 250kw to business and 150kw for residential(average is 4 to 5 kw per house) in a town of 330 daysof sunshine. At the same time the supplier is building asolar power plant. It would seem to me that the onlybeneficiary here is the supplier. Sunshine is free.

It has recently been stated to me that our elected membersare the custodians of our town and therefore should bemaking all decisions, a logic I don’t understand anddefinitely don’t endorse. Mistakes have been made byCouncil, Government and Bureaucrats which wererectified by the residents. We have all witnessed theseevents. THIS IS WHERE PROPER COMMUNITYCONSULTATION COMES INTO PLAY.

A formal invitation should be extended to the current sittingparliament to visit Coober Pedy as was done in theRiverland AFTER THE LAST STATE ELECTION wherethe community had the chance to express their concernsand what they thought the government may haveoverlooked in their communities. I advocated for this tohappen at the 2014 council election. THIS HAS STILLNOT BEEN DONE.

I’m not a businessman, I’m not a bureaucrat, I am anOpal Miner trying to do the right thing by our community.I pushed for current liquor restrictions that no denyingled to huge changes for our township with similar idealsand principals wanting to be implemented in othercommunities in our region. A Coober Pedy precedent. Ihelped form an action group on the issues of theTransitional Camp and alcohol abuse and gave evidenceto a parliamentary standing committee on them. I’ll put inthe effort and I’ll get results. Will always be approachablefor anybody and be willing to present to council andgovernments any concerns that residents have.

Proper Community Consultation, Opal Mining, HealthServices, Aged Care, Tourism, Lobbying Politicians forBetter Community Benefits and Weekly Living Expensesare the most important concerns to me.

I will speak up. I guarantee my voice will be your voice.A vote for me is a vote for us.

Immediately apparent benefits of the projectinclude:

• The South Australian Government has committedto the 20-year life of the project therebyguaranteeing supply security for Coober Pedyuntil at least 2036;

• The South Australian Government has committedaround $90 million in power supply subsidies toCouncil over the 20-year life span of the Project;

• The new system will have the ability to providean additional 1 MW of power (currently 4 MW)removing restrictions on future economic growthin Coober Pedy due to limited electricity supply;and

• 30,000 tonnes of reduced CO2 emissions overthe life of the project (equivalent to 6,250 cars).

The Project would not have been possible without $18.5million in funding from the Commonwealth Government’sAustralian Renewable Energy Agency (ARENA). EDL ismatching the ARENA grant dollar-for-dollar.

To some, this might seem like a sizeable project for EDLbut this is not the case. According to the company’swebsite, EDL has 29 operating projects in Australia (all ofwhich are remote) as well as 7 projects in USA, 6 in theUK and 1 in Greece.

“At the moment we [EDL] have around 900MW ofinstalled capacity,” Mr Keith Barker from EDL explained.

So the Coober Pedy project will amount to only 0.56% ofEDL’s worldwide electricity generation capacity. Despiteits small size the Coober Pedy project is very important toEDL, as Mr Barker explained.

“But this Project is very important to the company. It isour entry into the renewables sector and our intent is tobuild on this [project] throughout our remote operations,”he said.

The average power prices for Australian householdsincreased 72% from 2003-2013. Much of that increasecan be attributed to the need to invest in the nationaldistribution network because of previous underinvestmentin maintenance and/or increasing capacity to cope withour growing population. This has resulted in an expandingdesire for small, rural communities and large distributionnetwork companies to collectively explore “off-grid”solutions. The Coober Pedy Renewable Hybrid Projectwill help position EDL as a leader in renewable hybridsystems in the growing rural and remote, off-grid sector.Successfully demonstrating that these hybrid technologieswork on a large scale is expected to reduce capital costsover time and improve opportunities for future deploymentwithout government subsidies.

The project will consist of 2 x 2MW wind turbines witheach rotor diameter 92 metres in length. In comparison,the current wind turbine’s rotor diameter is 27 metres.The wind turbines will be located about 1km southwestof the William Creek turnoff on the Stuart Highway inorder to minimise any potential noise disturbance toresidents.

The solar component will generate around 1 MW of powerand be located opposite the existing wind turbine on theBlack Flag side of the highway.

The project construction will take around 18 months andis scheduled to commence in September 2016. The totalcapital expenditure of the project will be $37 million withpotentially $500k being spent in Coober Pedy during theconstruction phase through supply of constructionmaterials, civil construction contracts and accommodationand meals for contractors’ personnel.

It was also stated that the South Australian andCommonwealth Governments were careful to ensure thatEDL were not able to make windfall profits from theproject.

So, if the project will not generate any greater profits forEDL, it is unlikely that the South Australian Governmentelectricity subsidy to Coober Pedy will be significantlyreduced, there will be no reduction in tariffs for CooberPedy businesses and residents, and the project will becosting the Commonwealth Government $18.5 million ina once-off grant; what is the incentive for the project toproceed?

The successful commissioning of the Coober PedyRenewable Hybrid Project will result in 70% of CooberPedy’s power coming from renewable sources. This willbe the highest penetration of renewable energy in anycommunity in Australia. As energy storage technologyimproves over the next 5-10 years, it is likely that EDLwill be in a position to decommission the diesel generatorsentirely thereby making Coober Pedy one of the first townsin Australia powered by 100% renewable energy.

EDL has also indicated their intention to build a viewingplatform to cater for the expected national and internationalinterest in the project’s world-leading technology. This isexpected to result in increased bed nights for localaccommodation providers, meals in local restaurants andopal sales in local shops. Obviously there will also be anopportunity for local tour operators to include the projecton their regular itineraries.

There were some light-hearted interjections exclaimingthe sentimental value of our old, warhorse wind turbine;but probably very few understand its actual historicalsignificance. It was commissioned in 1991, long beforerenewable energy became mainstream in Australia.Although it produces a mere 0.15MW (in ideal conditions),it was the first large-scale wind turbine ever installed inSouth Australia and remained the only one for the next 12years. Furthermore, South Australia hopes to becomethe first state powered by 100% renewables (currently45%).

The commissioning of the new turbines in early 2018 willonce again position Coober Pedy at the cutting edge ofrenewable energy power generation technology.

So the Opal Capital of the World will have the oldest andnewest wind turbines in South Australia. Isn’t that a legacyworth preserving from both a tourism and historicalperspective?

So is the Coober Pedy Renewable Hybrid Projectsomething to crow about? That’s for the community todecide. But for those that do want to “Crow” about it,they might be disappointed that much of it is happening inthe shadow of the Port Power blower!

EDL $37M POWER PROJECT TOCOMMENCE IN SEPT 2016

At $37 million, the project is also thebiggest (in terms of capital expenditure)single development in Coober Pedy’shistory. The project won’t have anysignificant social, environmental orcultural impact. The community will alsobe receiving $25,000 per annum for thenext 20 years as a donation from EDL.$5,000/year will go to the Opal Festival,$5,000/year to the Gem Trade Show and$15,000 to the Council for distributionto community projects as they see fit.

The topic of the old wind turbine cameup during the meeting. It was explainedthat the existing wind turbine will remainin place for the time being. But if there issignificant repair costs or majormaintenance required, then it would bedecommissioned.

The current financial situation the council finds itself inis everyones problem and needs to be attended to as ahigh priority. The debt should be eradicated over time,and hopefully not by affecting the ratepayer’s pockets.

I would like to see rules put in place that make itimpossible for this situation to arise again.

Being isolated and small, Coober Pedy is an expensiveplace to live.

As mentioned in the last issue, police have beeninvestigating a major series of break-ins to tents,

caravans and motor vehicles, from localaccommodation venues, resulting in the theft of

valuable goods.

On Wednesday 25th May 2016, Coober Pedy patrolsand Detectives from Port Augusta Criminal InvestigationBranch attended several local addresses to conductsearches for the stolen property. Numerous stolen itemswere located and enquiries are currently being made toreturn these to their owners. As a result of the searchespolice arrested a 20 year old female, a 19 year old maleand a 17 year old male for various offences includingunlawfully on premises and unlawful possession. Enquiriesare still being made by Coober Pedy Police to recover theremaining stolen property. Any members of the publicwith knowledge of these incidents are encouraged tocontact local Police or if you wish to remain anonymousthen please call Crime Stoppers on 1800 333 000.

At about 2.00am on Friday 27th May 2016 police wereconducting mobile patrols when they attempted to stop amotor vehicle. The vehicle failed to stop and the driverengaged in a pursuit with police. Sometime later the ownerof the vehicle reported to police that her vehicle had beenstolen from her driveway. At about 9.00pm on the sameday police located the vehicle stored under a carport on aprivate property, in what appeared to be a hiding place.The vehicle was seized and towed to the Coober PedyPolice Station for the purpose of securing it, as well as tofor Crime Scene Investigation to conduct an examination

Should this be the case, thoseinvolved may face charges of engaging in a police pursuit,drive in a manner dangerous to the public, and theft of amotor vehicle. Each of these offences, if convicted, willresult in serious penalties including both fines andimprisonment.

On Thursday 26th May 2016 police drove past a vehicleand observed substantial damage to the bonnet andwindscreen. The vehicle was stopped and a breath testwas conducted. The male driver returned a positive readingand was directed to attend the police station, where abreath analysis test was performed. As a result of furtherpolice enquiries it was established that the driver had driventhrough a fence, causing damage. The male returned areading on the breath analysis test of 0.172 and wasreported for the offences of aggravated due care, drivingunder the influence of alcohol, and prescribedconcentration of alcohol (Category 3). He was also issuedan Instant Loss of Licence for 12 months and his vehiclewas impounded for 28 days. He will be unable to retrievehis vehicle until such time as he seeks repairs for thedefected damaged components of the vehicle.

Police remind members of the public to call 131444 forPolice assistance or 000 in the case of emergency.

EMERGENCY SERVICES LEVY INCREASE TOFUND FIRE FIGHTING TRAINING & EQUIPMENTThe Emergency Services Levy (ESL) will increase by1.5 per cent in 2016-17 in order to upgrade the safetyequipment on fire trucks and provide increasedtraining for our CFS and SES volunteers.

That represents an increase of around $4 to the ESL forowners of a median valued residential property inmetropolitan Adelaide. A total of $292.4 million will beraised through the ESL next financial year.

Treasurer Tom Koutsantonis says, “The State Governmenthas considered the funding requirements of our emergencyservices organisations and determined that a small increaseto the ESL of 1.5 per cent was necessary to properlyfund these critical agencies.”

“This increase is lower than the 1.7 per cent increase infees and charges in the next financial year.”

“$2.8 million of the increase will also go towardsrecovering additional costs associated with firefightingand incident response associated with the Pinery fires”,said Mr. Koutsantonis.

Additional funding for services next financial yearincludes:• $2.6 million to retrofit safety systems to existing CFS,MFS and DEWNR fire trucks and accelerate thereplacement of CFS fire trucks to significantly improvethe protection of fire crews exposed to burn-overs duringbushfires• $1.5 million for increased training and support for CFSand SES volunteers• $1.4 million to ensure SAFECOM can continue toprovide key emergency management support functions,including volunteer support, work health and safety, publicinformation and procurement support to emergencyservices agencies, enabling them to focus on the deliveryof front-line services• $1.0 million to enhance SES flood response and incidentmanagement capabilities so that it is better prepared tomanage and respond to flooding emergencies• $2.8 in cost recovery for the Pinery firesBackground

The Emergency Services Levy is a hypothecated fund inwhich every dollar raised goes towards emergencyservices, including organisations such as the Country FireService (CFS), Metropolitan Fire Service (MFS), StateEmergency Service (SES) and Volunteer Marine Rescue SA.

ESL discounts of between 20 per cent and 90 per centapply in regional areas with the amount of discountdepending on where the land or homeowner’s propertyis located in the State.

Eligible pensioner and low-income earners will continueto receive remissions and pensioner concessions on theirESL invoices. There will be no change to ESL rates paidby owners of mobile property.

Emergency Services Minister Peter Malinauskas said, “Inthe past two years we have seen some of the mostdevastating bushfire seasons on record. The Pinery firedrew on significant resources from our emergencyservices sector, including the deployment of thousandsof volunteers.”

“Our volunteers take enormous risks defending life andproperty, and it is critical that we provide them with theresources they needed to protect themselves and thecommunities they are defending.”

“With an apparent increase in large-scale bushfires overrecent years, firefighters face the real risk of death orserious burns from burn-overs and equipping ourfirefighters with burn-over technology is a significantpriority. I am extremely pleased to announce $2.6 millionwill be spent on accelerating the replacement andretrofitting of existing CFS vehicles to provide burn-overtechnology and improve safety for firefighters.”

“I am acutely aware of the importance of training toensuring the safety of volunteers and to encourage thecontinual recruitment of new volunteers, so I am veryhappy to announce $1.5 million to fund training for CFSand SES volunteers”, said Mr. Malinauskas.

As a 19 year old, I enlisted in the army, and opted for themedical corps (1974-78)

Anatomy and physiology intrigued me but absent anelementary education I could not pursue these subjects toa higher level: so, per the R.A.H. I became a NursingSister 1978-82.

Without my mother’s impetus I would never haveundertaken nursing, a vocation I feel privileged to havebeen immersed in. I also joined Rostrum (public speakingand meeting procedure) ostensibly to overcome mydebilitating shyness as an orator.

To support myself I worked as a part time R.N. in geriatricinstitutions. In 1983 I took some time off to circumnavigateOz in a car.

Troubled by my intellectual deficits I undertookmatriculation studies as a mature age student: 1984.

Fortuitously, my grades were sufficient to allow me toengage in jurisprudence (LL.B); pedagogy(M.Ed.Studies.); &, the Classics (B.A.) at the AdelaideUniversity.

At 50 I experienced a mid-life crisis which resulted in merelocating to Coober Pedy (2006).

In Coober Pedy I have volunteered in all emergencyservices bar fire.

LETTERS - COUNCIL ELECTIONS

I grew up in Underdale surrounded by Italians and Greeksand so Coober Pedy is, demographically, a verycomfortable fit for me.

Nonetheless, it is hard to beat the English when it comesto the Westminster system of government and the commonlaw.

This brings me nicely to my interest in politics and theuse and abuse of power. I am probably naive but I actuallybelieve in the universal concepts of” truth, justice, fairness,equity, etc.; i.e., in a secular sense or in terms of civilsociety.

This led me 3 years ago to commence sitting in on councilmeetings.

I’ll tell you what I won’t stand for as councillor. I won’tsupport a Transit Accommodation Centre (T.A.C.) - SeeCPRT 8-10-2015 page 3. “TAC not a priority says Lib.Leader.” And, I won’t support the reintroduction of 2Lcasks, ever.

It took a lot of incredibly hard work by a dedicated few toclean up this town and we must never let it return to thedross of pre-2013.

The other matters I refuse to countenance, should I beelected, are increased taxes (rates) and decreased socialservices to pay for the council’s $8.5M debt.

In the interim the state government must fund the blackhole without recriminations against the town.

Thus, I think you know where I stand. If you like thenew town as epitomized by 2015; i.e., with alcoholrestrictions and T.A.C. free and you want a future (2015- 2018) without a rates hike, without services slashed andwithout jobs cut to fund this accursed debt, then I urgeyou to vote me in as councillor.

I promise to help maintain the status quo in relation to thereformed town and its future.

I can identify with the various tourist orientated businessesthat rely on the influx of tourism to make their businessessuccessful. I also understand the role that opal has in ourcommunity, without which, the town would not exist.There needs to be a happy medium between the touristoperators and the opal miners so that the net effect is thatboth areas are able to prosper.

I am a current Public Servant for the State Governmentand have previously worked for the Federal Government,Australia Post, Commonwealth Bank, Manager of a privateManufacturing Company and Managing Director of CometComputer Systems. I also hold a Commercial PilotLicense. I have a varied understanding of how businessoperates and during my Career have made many valuablecontacts.

I have completed diplomas in Information Systems andInformation Technology. I have studied a Bachelor ofScience in Aviation at the University of Tasmania andstudied Law at Flinders University. This proves that I amable to adhere to strict time constraints and work underconsiderable pressure, I can handle a high degree of stressand still be able to function to complete any tasks set forme.

In my current employment I am responsible for the inputof financial records, balancing those records andinvestigating any discrepancies that may occur, for severalremote offices in the far north of South Australia. I havea proven ability to manage staffing, inventory control,and budgeting, financial control and maintenanceprograms. I feel that the best way to reign in debt is tocurb excessive spending. Spend money that will attractincome or improve the infrastructure of the town makingit safer and more pleasant to the visitors and residents,rather than being self-obsessed narcissistic look at meperson who spends money without any recourse or regardfor the greater community.

In past employment I was responsible for numerousmembers of staff and had to organise the workforce toenable the company to meet its order quotas, a processthat involved the creation of several teams. I believe thatthe team approach to any situation will produce theinformation required to solve almost any problem. Aneffective team will be invisible and that is what I want tobring to this council.

I currently serve in the Coober Pedy CFS as SecondLieutenant, I am also involved with the Health AdvisoryCommittee, Golf Club Committee, Shooters Club andinstigated the Friday night football and bbq at the Drivein. the town needs as many people as possible to stepup to become involved in the community.

If elected I promise to perform duties so described inthe Act to the best of my abilities and I will utilise myextensive skills to ensure that the council will have afair unbiased, and transparent councillor with no conflictsof interest. I promise if elected to listen to the voice ofthe community and to represent the communities’ viewsat all levels Government. I will be a strong advocate forthe continued success of this community. Having been given access through theCouncil’s website to Bentleys report of audit findings2014/2015, in such an absurdly belated and untimelymanner, and where its findings cannot be used to enableinformed decisions to be made for the ensuing financialyear, I find disappointing.

I commend Bentleys for its professional and insightfulreport, and acknowledge that the main role of such areport is to provide a financial snapshot and to makerecommendations.

While the purpose of this report is fiscal by nature, itnevertheless poses some questions for consideration.In my mind some of these are:

• How does a substantial cash asset at thebeginning of the financial year be reduced toa mere trickle by financial year end?

• How does a reduction in the workforcecompound into higher expenditure?

• Who had access to the banking facility,apparently with no limitations, during thedesignated period 2014/2015 financial year?

Given the councils financial position has dramaticallychanged since the timeframe of this report and in theabsence of any report since then, I think that the Bentleysreport of the 2014/2015 financial year made availablefor public consideration in May 2016, will be viewed asan historical document rather than a starting point for abetter future for this community.

At this year’s federal election, the way you vote for the Senate has changed and it’s important that you understand how to vote correctly.

NUCLEAR FUEL CYCLEROYAL COMMISSION

RESPONSE- Premier JayWeatherill

As I have previously informed the house, theGovernment established the Nuclear FuelCycle Royal Commission in March last year.Today I update the house on the next steps inthe consultation process, following thepresentation of the Commission’s Final Reportto the Governor on Friday May 6.

Firstly, I thank the former Governor of SouthAustralia, Rear Admiral the Honourable KevinScarce for his thorough, highly-detailed report;and I thank everyone who took part in publicforums, made a submission or gave expertadvice.

The Royal Commission heard from 132 expertwitnesses, over 37 sitting days and attracteda further 170 direct responses after itsTentative Findings were released on February15 this year.

The report makes 12 key recommendations –including pursuit of the establishment of usedfuel and intermediate level waste storagefacilities in South Australia.

The report found that it is both safe and viableto pursue a used fuel waste storage facility,and that this would have extraordinaryeconomic benefits for South Australia,however, it also found that without broadsocial and specific community consent, sucha proposal would not be achievable.

While ultimately, the government isresponsible for deciding if South Australia’srole in the nuclear fuel cycle is expanded, allSouth Australians will have the opportunityto express their views through a consultationprocess in coming months.

The Report recommended the governmenttake immediate steps to establish a dedicatedagency, overseen by an advisory board toundertake community engagement.

Last week I announced that the Governmentwould establish these two bodies, and todayI confirm that Cabinet has approved theestablishment of the Nuclear Fuel CycleRoyal Commission Consultation andResponse Agency and the appointments tothe Nuclear Fuel Cycle Royal CommissionConsultation and Response Advisory Board.

The purpose of the new agency, which willdraw upon existing government expertise andexpertise from the Royal Commission itself,will be to increase awareness of the RoyalCommission’s report and facilitate thecommunity consultation process.

The independent Advisory Board willoversee the Agency throughout theconsultation process. The Advisory Boardincludes prominent Australians with highlevels of integrity and awareness of theimportance of working with the SouthAustralian community.

The Board will be chaired by the HonourableJohn Mansfield, Member of the Order ofAustralia and retiring Justice of the FederalCourt of Australia, who will commence therole immediately after his retirement from theFederal Court.

The other members of the board will be:• Parry Agius, former Chief Executive Officerof the South Australian Native Title Service;• Adjunct Professor Daniela Stehlik, GriffithUniversity, is one of Australia’s leading socialscientists in the fields of sustainability, humanservices and social cohesion with a particularfocus on families and communities.

• Rebecca Huntley, Social researcher andformer Director of The Mind & Mood Report,Australia's longest running social trendsreport;• Professor Deb White, Director of CancerResearch at the South Australian Health andMedical Research Institute (SAHMRI)

The outcomes of this community engagementprocess will help inform the government’sresponse to the Report, which I intend todeliver to the Parliament by the end of thisyear.

The Royal Commission identified political bi-partisanship as critical to the long-term, inter-generational impact of its recommendations,so to assist the Parliament’s consideration ofthe recommendations today I gave notice thatI will introduce a motion to establish a JointHouse Select Committee to consider thefindings of the Nuclear Fuel Cycle RoyalCommission, focusing on the issuesassociated with the establishment of a nuclearwaste storage facility.

I propose that the committee comprises twoGovernment members, two Oppositionmembers, and two cross bench members.The Royal Commission’s Final Reportprovides a substantial evidence base forSouth Australians to consider, and marks thestart of a very important conversation aboutthe future of our State.

We need an informed discussion leading towise judgement on our state’s role in thenuclear fuel cycle, and the RoyalCommission’s Report presents a substantialbody of evidence which will assist us to dojust that. I encourage all South Australians tofamiliarise themselves with this report so thatthey can participate in this important decisionabout our State’s future.

welcomed Malcolm Turnbull’sannouncement that the Government

will allocate a further $60m to itsMobile Black Spots Programme.

“I am particularly pleased as part of thisnew commitment the Prime Minister hasauthorised me to guarantee that three ofmy nominated preference sites, Marree,Robertstown and Bute/Alford will beguaranteed to proceed,” Mr Ramsey said.

“For Marree this is fantastic news. It sitsat the bottom of the Birdsville andOodnadatta Tracks and is such animportant place for tourists to contactfamily and business. It also greatlyincreases safety for at least part of the vastoutback.

“This commitment comes on top of the$160m already allocated in this area andtakes the government’s total contributionto $220m.

“The Commonwealth contribution is acompetitive programme where it providesup to 50% of the installation cost and itwas very disappointing that in round 1 theSA Government alone of all the stategovernment’s did not support its regionalconstituents and ensure SA got its fairshare.

“As a result of the first round with theactive cooperation of mobile networkoperators and other state governments 499new or upgraded base stations coveringaround 3,000 black spots nation-wide arealready being rolled out under the CoalitionGovernment.
