EDITORIAL It is the policy of this Journal to produce special issues from time to time on matters of general interest and topical importance within agricultural administration. This special issue, concerned with providing services to small farmers, originated as a result of discussions with John Howell and Guy Hunter of the Agricultural Administration Unit within the Overseas Development Institute (ODI). They planned the content, invited contributions and have been responsible for the editing of the issue. The Editors of the Journal are grateful to the members of the ODI and to all contributors for their help and co-operation in the production of this issue. Readers may like to be reminded that the ODI is a non-government organisation concerned to promote discussion and exchange of information on economic and social issues. The Agricultural Administration Unit within the ODI is, among other things, responsible for the operation of an Administration Network, providing a service and an exchange of information to about six hundred members located in more than fifty countries.
