From the Chairman Spring 2020

Welcome to the March 2020 edition of the Great Baddow

Times. It has been gratifying to have had positive feedback

from residents who have found the Times informative and interesting. This is reassuring as we spend a lot of time and effort to produce something worthwhile for the community.

Over the past few weeks it has become apparent to the Parish Council from a variety of directions, that some of our residents are confused about the role of the Council and, in an attempt to clear that confusion, you will find articles describing the three tier local government structure including where Parish Councils sit in that, and from Vicky Ford our MP, describing her role in national government, and her interaction with the various local councils.

It has also come to our attention that some residents do not know who the Parish Councillors are (13 of us, the number based on the population size of the parish, Great Baddow being one of the largest in the country), so in an effort to remedy that, we have included our photos and mini biographies. You will see that we come from different backgrounds with different skills and interests.

However, these “differences” are needed and pooled together to work as a team along with our Clerk and the staff, for the benefit of the community of Great Baddow. You do not have to wait for our monthly surgery to raise issues and things that are worrying you. You can contact any of us including the Clerk, Clare Milligan, and you can also keep up to date with the latest news by going to our website, Facebook page, or looking at our notice boards. Members of the public are entitled to attend our meetings and a 15-minute slot at the beginning of the meeting is set aside for you to ask questions and raise issues.

We are currently, as well as dealing with normal parish matters and activities, planning with our Clerk and staff, the Village Celebration on April 4th which focuses on volunteers and voluntary work in Great Baddow, and the Village Conference on April 23rd, when it is your opportunity to come along and hear the Annual Report plus the ability to comment and ask questions.

And, last but not least, on Friday May 8th (the first Spring Bank Holiday to coincide with the 75th anniversary of VE Day, the end of WWII in Europe), we are holding a Celebration of Peace event in the Recreation Ground from 12pm to 6pm. Entry to the Ground and parking (via Noakes Place) is free, no tickets required. There will be a number of different things for young and old to enjoy. “Read all about it” in the following pages! An open letter to EU citizens living in the Chelmsford areaChelmsford is a diverse community. The skills and strengths that everyone who lives here brings to the area makes this a lively, forward-thinking and pleasant place to live.

The City Council values everybody’s contribution to the district - wherever you are from and however long you have lived here. In Chelmsford, there are around 3,500 residents who have come from the EU, EEA or Switzerland.

The UK Government is currently planning the country’s exit from the European Union. Anyone who lives here and is from the EU can apply for ‘settled status’.

Settled status gives you the legal right to continue living in the UK. It means you and your family keep your access to healthcare, benefits and pensions. It also means that your family members outside the UK can join you in future. It is estimated that around 50% of affected Chelmsford residents have applied so far.

If you have not applied for settled status yet, I would like to encourage you to complete your application. The deadline is 30 June 2021 and the application must be submitted through the GOV.uk website (see below).

If you do not have Internet access at home, or if you need to scan documents but don’t have a device, you can come to the main library in Chelmsford City Centre. There, you can book a session on a computer and use a scanner to submit your application. Many are concerned about our changing climate so we thought that the steps Essex County Council is taking would be of interest:

• replacing all streetlights with LEDs• support for residents to purchase solar

panels, saving 300 tonnes of carbon in year• installation of solar power on our buildings

and Essex Housing developments, saving 258 tonnes of CO2

• removal of single use plastics across our estate

• nearly 50% of our workforce is using reusable coffee cups

• conversion of 60 buses to be to Euro VI• encouraging residents to use public

transport by improving the park and ride, installing electric vehicle charging points and encouraging cycling

• developing a Green Infrastructure Strategy• creation of 63km of wild roadside verges• protection of 1000 properties from

flooding, often using innovative low carbon techniques such as Leaky Dams

• recycling 90% of materials linked to our highways’ works

• using sustainable materials on highways, like the innovative, award- winning use of bamboo to protect structures

• ensuring new Garden Communities are sustainable. Our ambition is for tens of thousands of new homes, entire communities of the future built to be as energy efficiently as possible

• establishing a Climate Change Commission

with an initial budget of £250,000 to look at what more we can do and help residents to do.

• changing procurement rules requiring suppliers to adopt more stringent sustainable practices

• aligning with Defra’s Recycling & Waste strategy, ensuring we have Zero Avoidable Waste by 2050 and exploring how to achieve the government target on net zero carbon sooner than 2050

• greening of Town Centres by setting up a Green Essex Network

• buying green energy and generating more of our own renewable energy

• taking advantage of new innovations. As an example of this, Essex Highways are exploring warm tarmac - if rolled out across the country it would save at least 61,000 tonnes of CO2 - the equivalent of almost 300 million car journeys

ECC are committed to a million pound tree planting project known as the ‘Essex Forest Initiative’, which will involve planting 375,000 trees across the County over the next 5 years, equivalent to the size of 210 football pitches. If you know of a site we can use please let the County Council know.

Essex County Council is committed to these and more actions to reduce its carbon footprint. If you have other ideas again let the County Council know.

Great Baddow Races 2020

New Memorial Plaques at the Lawn Cemetery

Not many events draw in participants and supporters from the nine counties surrounding Essex and involve local people in the Galleywood, Great Baddow and Chelmsford areas, but the annual Edmund Carr Great Baddow Races to be held this year on Sunday 17th May is one such event.

Since the 10 mile Race began in 1982, it has risen to become an important BARR* Gold Standard contest for serious runners in the road racing calendar. The event is held at the Great Baddow Recreation Ground amid a fairground atmosphere where stalls, children’s rides and food and drink outlets are stationed to attract families who can also participate in the 2 Mile Fun Run, all held in secure surroundings and ideal for those young budding athletes often accompanied by their parents.

The 10 Mile course from the Recreation Ground weaves in and out of Galleywood and

finishes back at the start line. The 2 Mile race circuits the Rec. and has always been a family event, even with pushchairs, their occupants and dogs competing!

Rest assured that all finishers in both Races receive a medal and there are trophies for all age group winners, even for those indomitable athletes in their 70’s!!

Although the Races are organised by Chelmsford Mildmay and Chelmsford Rivermead Rotary Clubs to benefit local charities, runners in both races can participate to collect sponsorship for their own projects or charities. Visitors to the Lawn Cemetery may have noticed the new memorial, which was installed last autumn in memory of Peter Jeffrey, who was the Grounds Manager at Great Baddow Parish Council from 27th June 1994, until his passing in March 2016.

We are now able to offer families the chance to purchase an engraved granite plaque on thememorial. The plaque will provide a lasting reminder of a loved one and can be engravedwith your own wording (subject to space restrictions).

Great Baddow Parish Councillors’ BiosCllr Val Chiswell

Born, bred and educated in Chelmsford, after a short break at University living

in London, Val has lived in Great Baddow for 50 years,

joining the Parish Council in 2015. As well as being Chairman of the Council, she is Chairman of local charity Helping Hands Essex, which empowers individuals to recover from alcoholism. In her career as a lawyer and now as a Councillor, she continues working to promote and support the wellbeing of individuals and the community.

Cllr Christine ShawChris has been on the Great Baddow Parish Council since 1991 and is currently Vice-chairman, after acting

as Chairman for many years. She was also elected to

Chelmsford City Council in 2019. She aims to provide an effective voice for local people and to maintain and improve local community facilities. She has a professional background in information publishing.

Cllr Jannetta SosinJannetta became a Parish Councillor in 1999. “Andrew had been a councillor for several years while I was

bringing up our four children, so it was natural for me to hear

about what he had been involved in.” When they were looking for someone else to stand as a councillor and a vacancy arose, she suggested herself. She was keen to know more and by then had the time to get involved. She had been in the local theatre group TAB and had worked on a national charity board prior to council work. She has been Chairman of Planning and was Chairman of the Parish Council for 5 years until 2019. She

was on the City Council for 8 years until 2011.She is now Chairman of Planning on the City Council.

Cllr Keith LileyFirst elected to Great Baddow Parish Council in May 1979 when Great Baddow and Galleywood were

represented by one council. Galleywood got its own Parish

in1987 and Keith helped set up a new Parish Council in Galleywood, becoming the first Chairman of the new Parish Council. Keith was also a member of the City Council from 1983 to 1991 on the Planning and Public Health committee. In 1991 Keith had to give up his seats at the Parish and City Council due to illness but was co-opted back onto Great Baddow Parish Council in 2012 when he moved to the area.

Cllr Diana RonaldsonDiana trained as a nurse in Chelmsford and worked as a district nurse. She was a member of the executive

committee at MIND for mental health at the Dove

Centre for 17 years. Married in 1967 she has lived in Great Baddow ever since. She became a Parish Councillor in 1999, being interested in keeping Great Baddow a village, a happy community, with many listed buildings, beautiful parks and trees. Her main interests are planning issues and the people who live in our village, which has led to her to being part of the Village Design statement team.

Cllr Keith RonaldsonKeith has lived in Great

Baddow since 1967. When he retired after a career as a systems engineering

manager at Marconi Radar, he wanted to do something to

serve the village. He edited the Village Design Statement project and was then elected to the Parish Council in 2007 and

has served as Vice-chairman of the Grounds and the Highways Committees. His main concerns are now the environment and the efficient use of renewable energy.

Cllr Andrew SosinAndrew became a Councillor in 1991. He worked for Fords as a management accountant so comes

with a depth of financial knowledge. He has been Vice-

chairman of the Finance and General Purposes Committee for many years and also Vice-chairman of the Parish Council Planning Committee. “I am very keen to pursue more highways safety improvements in Great Baddow. I was part of the team who campaigned and achieved the High Street pedestrian crossing close to Baddow library.”

Cllr Suzanne YoungSue was co-opted in 2011after insufficient candidates stood for election. She was thinking about her retirement and

wanted to give something back to her community. Parish

Councils are the first level of local government and, whilst their statutory duties are quite limited, you can make a real difference. With over 30 years as a senior manager in Further Education, she fully understands the need to look after public monies correctly and to provide good value services to our residents. “We need to protect our green spaces for generations to come but somehow we also have to balance this with the demands of a growing population. It is not going to be easy but being constructively critical will be essential as we look to the future.”

Cllr Evie BallEvie became a Parish Councillor in May 2019, with an aim of seeing what good she can do in the community.

Evie works at Meadgate Church as the Youth and

Children’s minister. Evie has worked for the charities in the past, such as Help

Refugees where she worked in the Calais jungle refugee camp. She has also worked for the British Red Cross refugee centre in Chelmsford. “My ambition is to support local community projects with a goal of building a strong and diverse community.”

Cllr Mandy MahilThe newest Parish Councillor, co-opted in September 2019, Mandy has

a degree in Interior Design & Architecture and a career in

events. Combined with her appreciation for green spaces from growing up in Letchworth Garden City it’s no wonder Mandy sits on the Planning Committee. “It’s so unique to have a village with green belt and conservation areas and over 30 listed buildings.” Mandy understands the demands on housing we face today but believes it is possible to design and create buildings that will give pleasure to future generations whilst protecting the history of generations before.

Cllr Peter SadowskyPeter was born in Chelmsford and has lived here all his life, having moved to Great Baddow in 1999. His

career has been in the Civil Engineering field, working on

transport projects for, among others, Transport for London, Essex County Council and now Hertfordshire County Council. He currently sits on the Army and Navy Task Force. Peter’s interests encompass sport (including Chelmsford City FC), Scouting and music.

Cllr Veronica SadowskyVeronica was also born in Chelmsford and became a Parish Councillor in 2007.Her career has included roles in

local government and health but mostly jobs in the voluntary

sector and now at CarersFIRST which supports unpaid carers. Veronica is interested in health, care and community issues around the parish and is a member of Sutherland Lodge Patient Participation Group. In her spare time, she enjoys cinema and theatre.

What is a Parish Council?A Parish Council is the first tier of local government and the closest to the community it serves (it is not a part of the Church of England Parish administration).

Its Councillors are elected for four years at a time and an election is only held if there are more people wanting to be Parish Councillors than there are vacancies available. Vacancies occurring between elections are filled by by-election (if requested) or co-option.

Each year the Councillors choose a Chairman from amongst their number. There may also be a Vice-Chairman and there is a paid Parish Clerk, who is the Proper Officer and the Responsible Financial Officer of the Council.

A Parish Council must hold an annual meeting during May and at least three other meetings during the year. The Council must publish details of the meetings in advance, and members of the public and press are welcome to attend the meetings.

What does a Parish Council do?Parish Councils have a number of formal duties – things they must do, and a range of powers – things they can choose to do.

The duties are mainly procedural and financial, including the right to raise money by precept. The precept forms a very small part of the local Council Tax. Parish Councils use the precept to help maintain and improve local services and facilities. Parish Councils must provide a set of accounts at the end of each financial year,audited by an internal and an external auditor.The range of services provided by Parish Councils varies enormously. Many provideallotments, look after playing fields, play areas and village greens. They can maintain and look after public rights of way, bus shelters, public seats, small scale street lighting, and often provide village halls and meeting places. The Parish Council can do these things itself, or by financially helping someone else (such as a charity or volunteer group) to do them. Parish Councils have the power to improve the quality of community life by spending money on things which, in their opinion, are in theinterests of the Parish or its inhabitants.

Parish Councils are also the focal point for local consultation on matters such as planning applications, City Council strategic planning, schools and roads. On all these issues the Parish Councils receive details from the City or County Councils requesting their views, allowing the Councillors to represent the Parish’s views. However the Parish Council does not have the power to stop planning from being approved; it can only express an opinion to the City Council. The City Council has the final say.

What your Parish Council does in Great BaddowYour Parish Council maintains the whole of the recreation ground including the football pitches, cricket wicket, 3G court, tennis courts etc. The Council leases and maintains Noakes Place. It leases and maintains the Lawn Cemetery, Vicarage Lane and Towerfield allotments. It owns Luxfield which is the area of natural habitat at the top of Vicarage Lane. It maintains part of the old burial ground at St. Mary’s Church, maintains the patch of ground in the front of St Mary’s and owns and maintains the first roundabout on Maldon Road by the FireStation. We own the Parish Hall and hire this out at minimum cost to parishioners. We own the Millennium Centre and lease it to the Community Association.

We own various bus shelters as well as some seating around the village which is maintained by our Handyperson. We have many staff managing all these areas consisting of the Clerk, Assistant Clerk, Grounds Manager, 2 part-time Administrative Officers, 2 full time Grounds Maintenance Operatives, 1 part-time Handyperson, 2 part-time Litter Pickers, aCleaner, Caretaker and a Facilities Grounds Attendant. We have 13 Councillors and they divide their time between the following committees:• Finance & General Purposes• Grounds and Allotments• Planning• Organisation, Methods & Personnel• Highways & Amenities

Essex County Council, of course, is responsible for a wide range of services, including: highways, libraries, country parks, trading standards, children and families, schools and learning and adult social care.

The role of any local government councillor, be it Parish, City or County, is to represent the residents who have elected them to that position. One way of helping to do this, is to serve on a scrutiny committee. Policy and scrutiny committees are cross-party committees that: look at decisions made by Cabinet members; may help to develop new policies and can look at a subject in more depth through the setting up of a task and finish group.

On Essex County Council there are four scrutiny committees, each looking at a particular area of the Council’s responsibilities. Last May I became the chairman of one of these committees – People and Families, covering adult social care, children and families and education. These areas cover important and complex issues and the committee, through undertaking reviews, considering evidence from experts or the general public, can make recommendations on how policies and ways of working could be improved, and indeed the committee has been instrumental in re-shaping and amending decisions previously taken.

Currently we have a task and finish group looking at the growing problem of drug gangs, County Lines and knife crime, and looking at how we can protect our most vulnerable children from becoming victims of criminal exploitation.

Children who, for one reason or another, are missing education has also been the focus of a cross-party working group, and their recommendations were brought to scrutiny last month (you may have read about this on Essex Live!). The committee were entirely supportive of these recommendations, and indeed suggested a further recommendation which, I am very pleased to say, has been incorporated into a report which has been sent to the Secretary of State for Education.

All scrutiny committees are webcast live and, of course, members of the public are welcome to attend and ask questions relevant to the agenda items being discussed.

Members of the public are also, of course, welcome to attend the Full Council meetings which are held in the Council Chamber. It is true to say that scrutiny committees are non-political, with all members working together. The Council Chamber on the other hand is where the debates occur!

Of course, it is important that Members are kept up-to-date with the workings of the Council and regular training and briefing sessions are held to keep Members informed.

Over my time as a County Councillor I have attended a wide range of briefing sessions.

Last, but not least, a great amount of any Councillor’s time is spent on casework and meeting with residents. It is a great privilege and very rewarding to be the County Councillor for Great Baddow and Galleywood.

Along with this they hold a surgery once a month on the Saturday, 10am to 11am, before the Full Council meeting on the following Monday. The office is also open on these Saturdays from 9.30am to 11.30am.

The Council is passionate about the Village and listens to all residents’ concerns, comments and complaints. The Councillors undertake to support, steer and push for what is right for Great Baddow, making sure that all residents’ views are heard. Pedal for The J’s 2020 - Sunday 3rd MayThe popular annual cycle ride, Pedal for The J’s, is returning to Chelmsford on Sunday 3rd May.

Cyclists have a choice of three rides - 15, 35 and 50 miles - through the beautiful local countryside, all starting and finishing in Admirals Park.

The ride raises money for The J’s - part of the Havens Hospices charity - which supports young adults with complex or incurable conditions and their families across Essex.

Pedal for The J’s appeals to people looking for a relaxing, scenic ride as well as experienced teams from cycling clubs.

Last year, around 900 keen cyclists signed up and raised just over £31,500 which helped to pay for a range of services including tailored nursing and emotional care, advice and social activities.

The Role of an MPThe role of an MP is hugely varied. Every parliamentarian does their job differently, because every constituency is different.

The main responsibility is of course to represent their constituents in the House of Commons. Here MPs can raise issues in debates, ask questions of Government Ministers as well as voting on key policies and changes to the law. Votes cover a wide range of issues. Recent votes include increasing funding for the NHS, a new Agriculture Bill to support farming and the environment and the EU Withdrawal Agreement Bill.

Most of the work in Westminster takes place on Monday to Thursday. The Parliament day starts late on Monday so that MPs from further afield constituencies can travel to London. However, this means that votes on Monday usually don’t start until 10 pm and run very late into the evening.

Occasionally MPs also sit on Fridays when back bench MPs debate “Private Members Bills”. After each general election, at the beginning of each Parliament there is a ballot to see which MPs will be able to lead a Private Members Bill (PMB) and usually about 10 or so of these will be passed. Currently there are proposals for PMBs on tougher sentencing for animal cruelty, penalties for road contractors when roadworks over run and regulating Botox for under 18 year olds.

Some MPs are asked by the Prime Minister to become Ministers, which gives them specific areas of responsibility to focus on. For example, Essex MP Priti Patel is currently the Home Secretary where she has overall responsibility for policing and immigration. Other MPs may serve on specialist Select Committees or use the network of All-Party Groups to highlight specific issues.

MPs do not have a say on individual local planning issues which are decided by the local council, in our case Chelmsford City Council. Nor do we have a say on maintenance of individual roads and pavements, though I often do lobby the County Council to solve specific problem areas.

Some MPs will lead campaigns for projects in their area. For example, I am very focused on ensuring the Transport Secretary is aware of the problems at the Army and Navy. As a result, he has already signed the cheque to remove the old flyover. I am pushing him for a bigger one for the new junction.An important date in the MP’s annual calendar is of course Budget day. MPs will submit suggestions to the Chancellor in advance of the budget of projects they wish to see supported, and ways they think these could be paid for.

MPs also raise issues and assist individual constituents. Most MPs hold advice surgeries, but not all of them do as some find it easier to assist constituents by phone or on-line. I hold surgeries twice a month and many constituents also email me about specific issues. Conversations between the MP and their constituents are confidential, and we follow data protection rules. For this reason, I cannot take casework queries via social media, only via email or post.

I am proud to be one of the most transparent politicians about my activities. I try to keep people updated with my work especially via my Facebook page, Twitter and Instagram and by writing a weekly diary column for the Essex Chronicle.

Winston Churchill was once asked what the duty of an MP was. He said “The first duty of a Member of Parliament is to do what he thinks is his faithful and disinterested judgement is right and necessary for the honour and safety of Great Britain. His second duty is to his constituents, of whom he is the representative but not the delegate. It is only in the third place that his duty to party organisation or programme takes rank. All these three loyalties should be observed but there is no doubt of the order in which they stand under any healthy manifestation of democracy”. His wise words are still relevant today.

TegDo you enjoy the ‘green environment’ of Great Baddow and Galleywood?Would you like to help maintain and improve the ‘green environment’ with a friendly group?

If you answered yes to the above, why not come along on the second Sunday afternoon of each month to help with the practical conservation work done by Teg ( The Environment Group ). Tools, gloves and refreshments are provided.

Our group was founded back in 1986 when very little conservation work was done by the local council, although they were very supportive of our efforts. This led to our group doing a lot of work on Galleywood Common. A rare wetland habitat was looked after by controlling the growth of willow.

The small areas of heather were protected and encouraged to spread by cutting back young birch trees and brambles. Nowadays, the City Council does a lot of work on the Common, greatly helped by a large group of volunteers once a month, which are joined by some of our members. Joint working groups are held once or twice a year on a Sunday afternoon.

Great Baddow Horticultural SocietyDo you believe in miracles? I suppose it depends on what you mean by miracles but in the garden I see plenty of them. Bulbs and corms are certainly miraculous!

Most of the year they hide below the soil surface but come the spring – snowdrops, crocuses, daffodils and tulips burst into a blaze of colour. If you come to the Spring Show at 8 pm on Thursday 9th April in the Parish Hall, you will be able to view lots more miracles. As well as spring flowers, there will be sections for floral art, handicrafts and photography.

The trading hut at the allotment site in Vicarage Lane will be open for business on Saturdays from 9.30 am to 11.30 am. During March, April and May only, it will be open on Sundays from 10 am to 11.30 am. Here you can buy compost, fertilisers, canes, labels, pots, trays and bird feed at low prices. Come and have a look.

REMEMBER: The police and your bank will NEVER ask for your full password, bank details or PIN numbers.They will NEVER ask for you to transfer or hand any money over to them.

Common Example of Courier Fraud:- You receive a phone call out of the blue

claiming to be from the police or your bank- They give you a plausible reason for calling

– i.e. there has been fraudulent activity on your account, or they are investigating corrupt bank staff.

- They ask you for your PIN number.- They advise that they will send a “courier” to

collect your bank card.- They now have everything they need to be

able to access your bank account and money.

There are of course variations of this scam. You may be asked to leave your bank cards on the doorstep to be collected overnight. Alternatively, the caller may ask you to go into the bank, withdraw a large amount of cash, and this will be collected from you and used as ‘evidence’.

Remember, if something doesn’t seem right, STOP. THINK. PROTECT.- Stop. Hang up the phone.

- Think. Would the police or the bank really be asking you to do this?

- Protect. Contact the bank or police back on a trusted number, preferably from a different phone to the one you were called on. Talk to friends or family to get their opinion.

You may have seen in the news that there has been a nationwide increased police response to courier fraud resulting in numerous arrests.

Explanation of types of fraud/scam offences currently being seenWhat is Courier Fraud?Courier fraud occurs when a fraudster contacts victims by telephone purporting to be a police officer or bank official. To substantiate this claim, the caller might be able to confirm some easily obtainable basic details about the victim such as their full name and address.

The caller may also offer a telephone number for the victim to telephone or ask the victim to call the number on the back of their bank card to check that they are genuine. In these circumstances, either the number offered will not be genuine or, where a genuine number is suggested, the fraudster will stay on the line and pass the victim to a different individual.After some trust has been established, the fraudster will then, for example, suggest;- Some money has been removed from a

victim’s bank account and staff at their local bank branch are responsible.

- Suspects have already been arrested but the “police” need money for evidence.

- A business such as a jewellers or currency exchange is operating fraudulently and they require assistance to help secure evidence.

Victims are then asked to co-operate in an investigation by attending their bank and withdrawing money, withdrawing foreign currency from an exchange or purchasing an expensive item to hand over to a courier for examination who will also be a fraudster.At the time of handover, unsuspecting victims are promised the money they’ve handed over or spent will be reimbursed but in reality there is no further contact and the money is never seen again.

What is Investment Fraud?When you get a cold call from someone pretending to offer you the opportunity to invest in a variety of schemes or products that are either worthless or don’t even exist.It’s also known as share sale fraud, hedge fund fraud, land banking fraud or bond fraud.The majority of investment frauds are run out of offices known as boiler rooms.

What is a Rogue trader/Doorstep Criminal?Doorstep crime includes trader’s cold calling at your door and claiming that work needs doing to the home or garden. They may prey on insecurities by saying there is a safety risk if the victim leaves the work undone. If the victim agrees to let them go ahead, the work is usually neither carried out or it is completed badly and the price is put up because they pretend to have found extra things that needed doing.

Common types of cold calls include:• Your roof or guttering is damaged – when in

reality it may not be.• Trees on your property are unsafe and need

attention – they may or may not be unsafe, but consult a qualified tree surgeon to find out.

• Your roof has moss on it which needs cleaning – the National Federation of Roofing Contractors advises that moss on a roof is not a problem and that this service is completely unnecessary.

• Your driveway needs cleaning – if you agree then the trader may persuade you to have other areas cleaned too, pushing up the price from the original estimate.

Recovery Scams.The Fraudster contacts the victim, usually by phone or email, and tells them they are a solicitor, a law enforcement officer or someone working for a government agency in another country.

They tell the victim that they know they have already lost money to a fraud and they can recover their money for them. Alternatively, they might claim that the fraudsters who initially conned them have been convicted, the money they took has been seized and it is due to be returned to their victims.

If the victim responds to their offer of help, they will ask for various fees. For example: release fees, administration fees etc. If they pay these fees, they will keep coming back with another fee that has to be paid before they can return the money.

If victim asks them to take the fees from their money they claim to have recovered, they will give reasons why this isn’t possible. For example: your money is under the control of a court and can only be paid back to you personally.

The fraudsters will also ask the victim to provide details of their bank account so that they can pay the money into it but instead will use this information to defraud the victim’s bank account.

Romance Scams.When the victim thinks they have met the perfect partner through an online dating website or app, Facebook etc., but the other person is using a fake profile to form a relationship with them. The fraudster uses the site to gain the victims trust and eventually asks them for money or enough personal information to steal the victim’s identity. Once the fraudster using a fake dating profile is confident that they’ve won the victims trust, they will tell them about a problem they’re experiencing and ask them to help out by sending money.

They may have arranged to visit to the victim, but need money to pay for the flight or visa. They may tell them everything has been booked but their ticket has been stolen, and they need to send money quickly to get them on the next flight.

Alternatively they may prey on their sympathies, telling them a family member or someone else they are responsible for is ill and they need money for medical treatment.Once the victim sends them money, the fraudsters will keep coming back and invent new reasons to send them more.

Latest HMRC scams.• Fraudsters are contacting the elderly and

vulnerable claiming to be from HM Revenue & Customs.

• Victims are being told they have arrest warrants, outstanding debts or unpaid taxes in their name.

• The fraudsters are asking victims to purchase iTunes gift cards as payment.

• There are a variety of methods being used including calls, texts and voicemails.

Victims are being contacted in a variety of methods by fraudsters claiming to be from HMRC and are being told they owe an outstanding debt. In most cases they ask for payment in iTunes gift card voucher codes. Fraudsters like iTunes gift cards to collect money from victims because they can be easily redeemed and easily sold on. The scammers don’t need the physical card to redeem the value and instead get victims to read out the serial code on the back over the phone.

One 87 year old victim recently told the BBC he was phoned by fraudsters who claimed to be from HMRC stating there was an arrest warrant out in his name. They told him it would be cancelled if he bought £500 in iTunes gift cards at Tesco. The man bought the cards and gave them the serial numbers but when they asked for a further £1,300 in vouchers, he became suspicious and hung up.

Latest TV licence Scams.The scam email claims to offer a refund for over-payments of TV Licence fees, but states the victim’s bank details need to be updated before the refund can be issued.

The email then links to a website designed to look like TV Licensing’s own website with a form for victims to enter their details. In reality the website has been set up to look authentic but the form steal victim’s bank details, giving the fraudsters the chance to steal the victim’s savings.

These types of scam are likely to become more prevalent with mobile phones over the coming months as we approach over 75’s having to pay for their TV licences in the future.

City Councillor Report I was elected to Chelmsford City Council in May 2019, as one of five City Councillors representing Great Baddow.

City Councillors are elected every four years and Great Baddow is divided into two wards with three Councillors representing Great Baddow East and two representing the West.

As a City Councillor my primary role is to represent the ward of Great Baddow East and the people who live in it, essentially balancing the needs of the local area, residents, community groups, local businesses and the Council. As a City Councillor I also contribute to the development of City Council policies and strategies, and I am on the governance, audit and policy board committees.

As well as providing services, the City Council also acts as a regulatory body, considering planning applications and licenses, which are normally reviewed by the regulatory or

planning committees that comprise of City Councillors. As councillors, we also must adhere to the principles of the City Council’s Code of Conduct, which ensures and maintains standards in public office.

The role of the City Councillor can be described as providing a bridge between the community and the Council. In order to do this effectively, we would encourage residents of Great Baddow to engage with the City Councillors and make your views known. We are advocates for residents’ views to the Council and can also direct residents to the right people at the Council who can help with their needs. More importantly we aim to keep our residents informed about the issues that affect them.
