EDINNA is the educational network of inland waterway (navigation) schools and training institutes on various levels from 15 countries. It is the aim of EDINNA to come to a more structured cooperation and to establish a harmonized education, training and certification system for Inland waterway personnel in Europe to ensure high quality of trained staff on board of vessels. This is the period of the year our institutes have to work as hard as they can to reach their educational and professional goals. It is also this period in which European projects have to be carried out by those who applied for a Leonardo da Vinci funded project or the Marco Polo project. On Monday the 24th of September the first Marco Polo meeting about the harmonization of training and certification in European Inland Navigation took place in Brussels. All stakeholders and National Authorities of all EU Member States were invited by DG Move. The daily board of EDINNA gave a short presentation about this subject and the way they would support the EU Commission with this task. On the 9th of October the next meeting of this Common Expert Group took place during the CCNR meeting in Strasbourg. One day later in Geneva the UNECE working party on Inland Waterway Transport will pay attention to the same topic. The 30th and 31st of October the LdV group on Inland Simulators will have their third meeting. Host is the Maritime Academy in Ijmuiden and Harlingen. One week later the STC group in Rotterdam will host the kick of meeting of the LdV Transfer of Innovation group working on the format of course manuals for Inland Navigation. In the meantime the EDINNA board asked the group of EDINNA experts who are working on Riverspeak, to continue their efforts and to present a draft as soon as possible. Our member CERONAV is preparing the 2013 General Assemblée which will be held in Constanta (Romania) at the end of May. You will find more information about all this activities in this newsletter. The number of meetings and actions show that our association is alive and kicking and is busy working on her schedule: - Harmonization of European Inland Navigation education and training; - Training equipment and simulators; - Exchange programmes; - Communication and Language. Seventh General Assembly Constanta, May 2013 From the 27th until the 29th of May 2013 various meetings will be organised in Romania, at the premises of CERONAV. On Monday the 27th of May 2013, the Board will have its regular Board Meeting.

On the 28th and 29th of May 2013 we will organise already our seventh General Assembly. In contrary to previous General Assemblies, we will need the complete Wednesday as well. Please be so kind to reserve sufficient time in your agendas for travelling back on Thursday. An official invitation as well as the official programme will be distributed at the beginning of 2013.

Leonardo da Vinci Projects The LdV Working Group on simulators will organise its 4th meeting on the 30th and 31st of October 2012 in Ijmuiden and Harlingen. The LdV Working group consists of the following members of EDINNA:

- Schiffer-Berufskolleg Rhein (coordinator); - KTA Zwijndrecht; - CFLI; - STC-Group; - Maritieme Academie; - CERONAV (not granted for funding).

The outcomes of the work of the working group will be presented during an expert conference which will be organised in spring 2013 in Brussels.

On the 1st of November 2012 another project within the framework of Leonardo da Vinci will have its kick-off meeting at the STC-Group in Rotterdam. In February, an application was send out to the Dutch National Agency with respect to the topic of Course Manuals. This project will analyse in depth how the maritime sector is realising the implementation of the Standards of Training, Certification and Watchkeeping (STCW) through the concept of so called "Model Courses". It will then review in which form this approach is feasible for the inland navigation sector and set-up a process for establishing benchmarks for "Course Manuals". A methodology for the development of "Course Manuals" will be established. A "Course Manual" will be designed to facilitate the delivery of training in the competence standards required to implement the harmonised education into practical e&t using the same format and content to guarantee the quality and results of the subject of the course manual.

It will also provide a sound basis for the delivery of the mentioned training programmes in the framework of the tables of competencies. Next to the development of the format, one concrete subject, namely "Navigation", will be elaborated as an example. The other subjects of the tables of competencies then can be designed later based on the format and example. It should provide useful information to conduct the course subject and approaches in teaching content and techniques. The objectives of the format and example includes the planning and preparation of effective teaching and instruction, the selection of appropriate methods of instruction and teaching materials as well as the evaluation of the teaching and learning process. Inland Waterway Transport in the European Union “Common Expert Group on professional qualifications and training standards in Inland Navigation” On the 24th of September 2012 the first meeting of the “Common Expert Group on professional qualifications and training standards in Inland Navigation” took place in Brussels. This expert group will focus its work on the proposal for new legislation with respect to professional qualifications and training standards in inland navigation. Member States, River Commissions as well as representatives from the industry participated during this meeting. The second meeting took place on the 9th of October 2012 at the premises of the CCNR and in the framework of the consultating conference. The Commission granted a contract for part of the activities that should be undertaken within this framework. This contract has been granted to the Daily Board of EDINNA within the framework of the Marco Polo budget line. The next meeting is foreseen for the 29th of October 2012. Hopefully we will be able to provide you with some more details concerning the content in the winter of 2012. “Platina – Platform for the Implementation of Naiades” As communicated by Mr. Muilerman of Via Donau to the consortium members of Platina, the work of Platina with respect to WP3 has officially been finalised. We are all grateful for the support Platina offered to EDINNA, as EDINNA was one of the results of WP3. The harmonisation of Inland Navigation Education and Training was supported by Platina as well.

Members and Associated Members We are pleased to announce that since the last General Assembly in Duisburg, the European Transport Workers’ Federation became an associated member of EDINNA. During the General Assembly a representative of the St.-Petersburg State University for Waterway Communications, provided an overview of their activities. On the 11th of October 2012 the Russian Minister of Transport Maxim Sokolov has signed the resolution about the reorganization of two higher vocational educational institutions located in St.-Petersburg. Those are the Admiral Makarov State Maritime Academy and the St.-Petersburg State University for Waterway Communications. The Admiral Makarov State Maritime Academy (est. in 1876) was earlier the Leningrad High Engineering School for Marine Fleet under the Ministry of Maritime Transport of former USSR.
