Reasons for operating mobility management

• The extended areas are currently in the development phase

– Increase of ~ 10.000 jobs (Melaten & West)

• Construction and proof of car-parking space is requiered

– Lack of building land– Construction and maintenance of car-parking

space is expensive

• Clean air plan– Support of sustainable mobility– Environmental protection

Urban development contract for car-parking space concept

• Dynamic development with large and complex (mixed) units/buildings

• Urban campus area (inner city)

• Parking spaces are very limited (on respective premises or in near distance)

• Large car parks were built to cover the space requirements of several buildings

• New car-parking space concept

• Consideration of larger areas (Cluster)

• Consideration of mobility management

12

Urban development contract for car-parking space concept

• Guidelines with reduction factors for required car-parking spaces

– By using mobility management measures

• The guidelines are inspired by the „VV BauO NRW“ (building code)

• Balance for car-parking spaces → incl. update

• The municipality controls the update of the data

• Existing vs. required parking spaces

No. Reduction factor Eligible area/ land-use Reduction [%]

1. Semester ticket for public transport (students)

only for learning rooms 50 – 60 %

2. Jobticket/ parking space management (employees)

All (except learning rooms)

15 – 25 %

3. Specificly for the University (specific land-use)

factory buildings, laboratories and learning rooms

35 – 60 % (depends on the

location)

4. Good (above average) public transport connection (depending on the location)

All 10 – 25 %

5. Further mobility management measures (Car pooling system, carsharing, covered bike racks…)

All Max. 5 %

14

Mobility management workshops

• Discussion of urban development contract for car-parking space concept (with investor and operators)

• Development of a mobility management concept for the „pilot“ cluster

• The investor and the operators are (basically) interested in several mobility management measures

– Investor: to reduce parking space– Operator: to offer (sustainable) mobility options for employees

• But…– The investor doesn´t know the operator(s) and user(s) at an early

stage of the project development

Mobility survey 2014

• To gain additional knowledge about the mobility behavior and the mobility needs of the employees

→ Essential to develop offers promoting sustainable mobility

• Part of the urban development contract → Controlling

Mobility station

• Connection of different mobility options at one point

– Public transport– Carsharing station (electric and

conventional cars)– Pedelec rental system

• For students, employees, visitors, internal logistic…

• Problem with power connection for the charging station

– The construction of the charging station was not considered in the land-use plan

ECOMM 2015 • 21.05.2015 • Utrecht • Michael Boßhammer

Page 21: ECOMM 2015 Utrecht, Netherlands Michael Boßhammer, M.A. Institute for Urban and Transport Planning RWTH Aachen University.

21

Conclusion

• The consideration of mobility management in land use planning is effective

→ An evaluation at RWTH Aachen (employees) shows, that the introduction of mobility management leads to modal shifts

• Cooperation between stakeholders is very important– It takes a while to involve, to brief and to persuade all stakeholders– By now the cooperation is focused and constructive

• Employees are open to innovative mobility services→ They are interested in sustainable mobility options (car sharing, pedelecs, Jobticket)

22

Outlook

• Publication of the mobility management handbook– Promotion & Support

• Further workshops for the implementation of the planned measures

• Opening of 1st mobility station at Campus Melaten in summer 2015

• Improvement of the public transport connection in june 2015

• Further mobility survey in early 2016– Evaluation of the mobility management measures
