Sabelo Vilakazi, who runs Cafe Cuisine at the Greater Edendale mall, said that he could not believe it when he received a call from a woman who claimed to be working for the Independent Electoral Com- mission (IEC), telling him that he had been awarded a tender. Vilakazi said that the woman claimed to have been instructed by the premier’s office to contact him after having read his business profile in the newspaper. “I received a call from this woman who claimed to be based in Centuri- on. She said that the premier’s office had nominated me for this tender for an IEC event and no one else was to bid for it. She then instructed me to log on to the organisation’s website and register my company so that it would be on their database. I did as requested. Two days later, she called and gave me an address where I had to courier my CK documents, chef certificate, copy of my identity docu- ment and my business profile. “I sent everything, and she told me that I had to find a lawyer who would represent my company in Bloemfontein. Since I did not have one, she offered to find one for me. She then called again, saying that I was to pay R10 000 for the lawyer’s flight tickets. I told her that I did not have money, and she told me not to bother about transport costs. Instead I must pay them R10 000 so that they could give me the original copy of the award letter,” he said. Vilakazi said that everything looked so legit and even correspond- ence sent to him had the IEC letter- head. He said that he thought about bor- rowing the money from a bank, but one of his friends told him that it could be a scam. “I contacted the organisation’s of- fices both in Durban and their head office, but they knew nothing. I did not even bother to ask the woman’s name because I was too excited. When I called her after having found that she was conning me, she insult- ed me. I just want to alert aspiring business owners like myself not to take anything at face value, but to scrutinise everything.” Provincial IEC spokesperson Thabani Ngwira said: “We are not aware that people have been using our name to con people. However, we have been aware of incidents where people have ried to scam us by posing as MPs. “The commission will always issue a request for proposal when needing to procure services. selves stranded as there are onlytwo ambulances workingbetween Imbali, RichmondEdendale and other areas.

Workers who spoke to Echobut did not want to be identified,said that foralmostamonth,onlytwoambulanceshavebeenoper-ating in theseareasasmostof theambulances are broken downand some are faulty due to newlyinstalled trackers.

An employee who did notwant to be identified, told Echothat the Emergency Medical andRescue Services fleet is supposedto be fixed at Mercedes Benz orVW, but they are sent to bush

mechanics for repairs and theyalways come back with the sameproblems.

“Thenormalminimumstatusinthesouthernzoneis fiveambu-lances. However, as per nationalnorms, were are supposed to berunning one ambulance perevery10000,meaningtheGreat-erEdendaleareaalonemusthaveat least 14 ambulances. We onlyhave two”, he said.

They said that even supervi-sors are now forced to send thewrong number of operationalambulances to the province.

Another employee said: “Em-ployees become victims whentheyattendcasesandtheyareas-saulted by the community forarrivinglate.” Atthetimeofgoingto print, EMRS spokespersonBharat Singh could not bereached for comment.

AS much as I have been flirtingwith the idea of writing anarticle about how the current

oppositionparties inSouthAfricawillneverdefeatthe102yearsoldAfricanNationalCongress (ANC), even if theywere to swallow their often inflatedbut bruised political egos, I mustconfess that this article is mainlymotivated by Professor MalegapuruMakgoba’s article that he recentlywrote titled “A democracy at thecrossroads.”

This article appeared in the CityPresspublicationof 19 January2014on page 30.

For thebenefit of thosewhomighthavemissedMakgoba’sarticle, letmequickly highlight what I think aresome of the key points.

TheProf.argued–andIabsolutelyagree – that since 1994, there hasbeen significant changes (both intermsofquality andquantity) inmostruralandurbanareasinSouthAfrica.These changes include, although arenot limited to, tarred roads, electrici-ty, clean running water, health facili-ties such as clinics, schools and theextension of government grantswhich are received on time.

I am pleased that at least someacademics such asMakgoba do havegutstoadmit that theANCanditsgov-ernmentisthebestthingthathaseverhappenedtoSouthAfricainthatithasmadethelatteralivewithpossibilitiesand a better country to live in, not-withstanding some challenges, mostof which are structural.

However, the main intention forwriting this article is not to whineabout well-known post-1994 struc-tural challenges such as poverty,unemployment and inequalities,including internal ANC problems ascorrectly identified by the Prof. like“cronyism…lackof integrity,compla-cency of incumbency and at timesarrogance and a failure to deal withwaywardmembers”, which the ANCalso admits.

Instead, this short article seeks todemystify two main points raised bythe opposition parties against theANC.

Firstly, the opposition argues thattheANCgovernment has allowed theissue of corruption to reach unprece-dented levels. Secondly, that theANC

For instance since 1994, the ANCgovernmenthasbeenintensifyingthefight against corruption, both in thepublic andprivate sectors, from initi-ating methods aimed at preventingpublic servants from doing businesstoholdingpublicofficials individuallyliable for losses arising from corrup-tion.

Additionally, it has taken anunprecedented decision that anyANC member or ANC public repre-sentative found guilty before a courtof law, especially on charges ofcorruption, should step down fromany leadership positions in the ANC,government and society at large.

As much as the above decision isyet to be given practical meaning, itsignals a serious commitment tofighting against corruption. Moreo-ver, the ANC government has put inplace systems and programs whichhave exposed corrupt activities.However, the ANC admits that all ofthesearenotenough,henceitcallsonboththeprivateandthepublicsectorstodesist fromparticipatingincorruptactivities such as bribing public serv-ants etc.

The claim that the ANC has failedto improve the lives of SouthAfricansis fallacious to say the least. Forinstance, the ANC government hasdone a lot to transform Bantu educa-tion toan inclusiveeducationsystem,resulting in theelevationof theseniorcertificate rate to above 70%. Arisingfrom this and other governmentinterventions, the number of gradu-ates has doubled since the ANC gov-ernment tookover. Furthermore, it isalso an indisputable fact that todaymore than 15million people are ableto go to bed with something in theirstomachs because of the compre-hensive anti-poverty programsaimed at intensifying social securitynetworks, thus contributing signifi-cantly towards addressing three sci-entificdiscoveriesmadebyKarlMarxas observed by his friend FrederickEngels,which is the issueof food,andshelter,inthelightofthefactthatithasbuilt more than 3.1 million houses.

Another fact which cannot bedisputed is that the ANC governmentremains committed to fighting

against joblessness throughdifferentinitiatives,which includes –althoughnot limited to – labour-intensive pub-lic works programs of whose incen-tives can be used by beneficiaries toaddress the issue of clothing beyondfoodandshelter, amongother things.

Therefore, it is misleading andmyopic for the opposition parties toargue that the ANC government hasnever done nothing to improve thelives of South Africans, especiallyconsidering the fact that the SouthAfrican economy has increased from83% over the past 19 years and thatthe disposable income per capita ofhouseholds has augmented by 43%and the total employment hasincreased by more than 3.5 millionsince the Peoples Government cameinto office (see the ANC Statement on20 Years of Democracy).

Flowing from the above, I contentthat no opposition would have man-aged toscoresomeof theabovevicto-ries other than the 102 years oldnational liberation movement. Letme conclude by agreeing with fourkey reasons as to why South Africanopposition parties will never defeatthe ANC, thus making the ANC gov-ernment to be more relevant thanever before. Firstly, it is true that“someof these opposition parties aredirect offshoots or imitations of the‘broad ANC church’ in some form.”

Secondly, that “each of these par-ties is led by a single domineering‘cult-like or disgruntled figure’ with-out whom these is no party.”

Thirdly, “the leader is the partyand theparty leader isnot ready tobeled by any other member within theparty or other opposition party lead-ers” (the recent five day marriage ofDAandAgangbeingarelevantrecentexample)andfinally that“someof theleadershavesuchchequeredpoliticalhistory and record”.

All of these four points mean onething to the voter which is: “this isneither the time (hopingnosuch timewill ever come) to contemplateremovingtheANCgovernmentnor togive it less support” as Prof correctlyputs it.
