Today, the average U.S. highly skilled manufacturing worker is 56 years old. By 2020, the shortage of highly skilled manufacturing workers could worsen to approximately 875,000 machinists, welders, industrial mechanics and engineers. Locally, 62 percent of respondents to a September 2011 study coordinated by the Buffalo Niagara Partnership’s Manufacturers Council reported a moderate to severe shortage of qualified talent. Local organizations, such as the Buffalo Niagara Manufacturers’ Association, have communicated this message to ECC often over the last few years. Reasons for Recommendation: To help meet the local demand for a manufacturing workforce, ECC will again partner with Erie 1 BOCES to attract young people to careers in manufacturing through this partnership program. Erie 1 BOCES students will be concurrently enrolled at ECC and will complete four (4) Industrial Technology courses at the ECC North Campus during the 2015-2016 academic year. Erie 1 BOCES will pay their tuition and fees and will provide bus transportation to and from the Harkness Center. The amendment is needed due to the approved tuition increase. Fiscal Implications: The first year of this pilot program had eight Erie 1 BOCES seniors enrolled in the program. With funding available for these students, the second year sees seven students enrolled. Some first year students actually enrolled in the 2015 Summer and Fall courses to earn the 30-week certificate program and will be encouraged to go on for the two-year Industrial Technology degree. Seven (7) students will be enrolled in two (2) courses in the Fall 2015 semester and two (2) courses in Spring 2016. The total tuition and fees per student is $2,169 with a total for 7 students of $15,183; and additionally $4,521 in FTEs. Tuition and fees are subject to 2015-2016 changes per Board of Trustees. Background Information:

Nationally, manufacturers face a critical talent challenge as more than 500,000 jobs go unfilled due to a

shortage of skilled workers. Today, the average U.S. highly skilled manufacturing worker is 56 years old.

By 2020, the shortage of highly skilled manufacturing workers could worsen to approximately 875,000

machinists, welders, industrial mechanics and engineers. Locally, 62 percent of respondents to a

September 2011 study coordinated by the Buffalo Niagara Partnership’s Manufacturers Council

reported a moderate to severe shortage of qualified talent. Local organizations, such as the Buffalo

Erie Community College Erie 1 BOCES Manufacturing Technology Program

Memorandum of Agreement

..~ojective of this memorandum is to facilitate a partnership between Erie 1 BOCES and Erie Community

College (ECC). Beginning in Fall 2014, 12 high school students will be accepted into the new one (1) year

Manufacturing Technology program at Erie 1 BOCES. These students will attend classes at the Harkness Center

and at ECC North while enrolled in this program. The students will be registered for a total of four (4) ECC

Industrial Technology courses to complete the requirements of the Erie 1 BOCES program. They will complete

two ECC courses in the Fall and two in the Spring for a total of 8 credits. The courses are part of the SUNY & SED

approved Certificate program in CNC Precision Machining. The courses are listed in Appendix A.

Erie 1 BOCES will pay the tuition and fees for each student. ECC will invoice Erie 1 BOCES for the full course

tuition for each student. The fees that will be included are listed in Appendix A. The students will not be

responsible for payment.

Whereas, Erie Community College (ECC); has an approved SUNY & SED program in CNC Precision

Machining (Certificate);

Whereas, Erie Community College in partnership with Erie 1 BOCES will provide credit bearing courses for

high school students concurrently enrolled at Erie 1 BOCES and ECC;

The proposed ECC/Erie 1 BOCES collaboration involves a cohort of 12 students each academic year. This group

of students will enroll at ECC with the goal of completing 8 credit hours in the CNC Precision Machining

Certificate program. Students will be encouraged to complete the 16 remaining required credit hours of the

Certificate following high school graduation. The partnership will encourage young people to pursue

manufacturing careers; a focus of ECC and the WNY Regional Economic Development Council.

Erie 1 BOCES agrees to: 1. Advertise and recruit students to enroll in the program. 2. Select a cohort of 12 students to begin Fall 2014 and then every Fall thereafter;

3. Provide bus transportation to ECC North Campus from Harkness Center

4. Provide a teacher to accompany the students to the North Campus and throughout the class time at ECC

5. Make payment to ECC for tuition and fees due

Erie Community College agrees to:

1. Register the students and process their applications;

2. Schedule the included courses in a time frame that is mutually agreed upon by Erie 1 BOCES. The

courses will be scheduled following ECC's Academic Calendar

3. Select faculty to teach the classes from ECC's teaching faculty which will consist of full time professors or

qualified adjunct professors.

4. Manage the implementation of the program and process student enrollment, grades and transcripts.

5. Invoice Erie 1 BOCES each semester for tuition/fees due for each student

The right to cancel a course(s) due to the lack of adequate enrollment remains the prerogative of ECC according

to the policies and procedures for course delivery, in consultation with appropriate administrators of Erie 1

BOCES.

The Agreement shall be for at least five (5) years commencing September 1, 2014 through July 1, 2019. This

agreement may be modified by written amendment thereto signed by both parties. This agreement may be
