Description of transnational project
1.1 Name of transnational project:School@Work Unlimited
1.2 Rationale and objectives:
problem addressed, common interests, methodology;
Many European students see the labour market as something situated in the far future
and many of them enter it quite unprepared. In the different school programs there’s
insufficient attention for the transitional European labour markets. This is certainly not
only the case in Belgium (Flanders) bur certainly also for our project partners in Germany
(GoEurope!) and Holland (FNV).
In many cases students randomly seek a first job but certainly don’t think about their
‘professional career’ in which they better take certain items into account such as work-life
balance, mobility, free time, professional growing possibilities, children…)
Methodology:

All modules within the framework of this project will be applied collectively.
common transnational objectives of the partners;
- Awareness raising amongst the final target group (young people and unemployed in
training) when it comes to career planning. This means understanding that this is a
process starting around the age of 18 and continues throughout the career. To find a
job is not an ad hoc situation but has to be planned considering different items such
as personal relations, mobility, children, religion… Since 2015 our Dutch partner FNV
created a new module focusing on career planning. Their experiences will be
integrated into the product the Flemish partnership will develop to use in the Flemish
labor market.
- How do people experience ‘borders’ in relation to the different labor markets?Part 1: Which are the criteria to find a suitable job? Apart from distances there are
also a number of psychological barriers that to overcome. The Berlin wall for instance
is still a psychological barrier for job seekers in Sachsen Anhalt. Our project partner
GoEurope! is seeking answers and developing solutions to address that problem.
Needless to say we will use their experiences in our module involving this topic.
Part 2: discussing gender mainstreaming on the work floor and labor market: choosing
for a typical male or female profession, sexual orientation and opinions living on the
work floor. All these items should be integrated in our educational system so mixed
work floors are evident to the future labor force. Gender mainstreaming is a topic for
all our project partners.
In cooperation with our Dutch partner (FNV) we will organize an inquiry involving
Dutch students who study in Belgium. Do they work in Belgium after finishing their
studies and is there a possible ‘brain drain’?
Migration and integrationAll our partner countries are confronted with migration waves, not in the least because
high numbers of refugees entering the partner countries. The effect on the Flemish
labormarket and the according problems will increase and not decrease. The
youngsters of today form the labor force of tomorrow and it’s essential that they can
cope with diversity and gender to avoid future racial, religiousand other conflicts. This
item is high on the agenda of the partner countries. Good practices will be shared and
integrated in the products developed in our project.
Cross domain competencesIn the nineties ‘lifelong learning’ was introduced. This concept concentrated on
competences needed in the existing job and learning outside the job e.g. for hobbies
etc.). The concept of cross domain competences was under lighted. We want to
change that in this project together with our transnational partners. In transitional labor
markets cross domain competences are paramount to ensure easy transition from one
job to another e.g. in the framework of restructures of companies. Good practices will
be exchanged within the partnership and where possible be implemented in the
product concerning the Flemish labor market.

products, outputs and deliverables;
Product 1: Cross domain competences in the pictureThe product (short sketches) offers the opportunity to give an impression of the
importance of cross border competences. The product is suitable for a wide range of
groups: students from the age of 15 till the end of their studies, people who follow a
retraining program, unemployed people who follow information sessions about new
career possibilities etc. Our original plan is to make mute short films as they will be easy
to use in different international contexts. In agreement with our partners it is still possible
we choose for short films in different languages or subtitled in the different languages.
Product 2: Cross your borders
The module "Cross your borders" defines a group of exercises for adolescents in which
they can discover their own borders on the topic of labormarket andit’s functioning. The
purpose of this product is to provide insight to the target group in the
advantages/disadvantages of working abroad. The generic product we will develop will
be suitable for Germany, Holland and Flanders.
Product 3: excitingcareers
The module is based on the game "mind the gap" (ESF validated product 2926). The
characters of the game are involved in real life situations and have to deal with them in a
reasonable way to maintain their work-life balance. To find the right solutions they have
to puzzle and make decisions concerning the development of their professional career.
These decisions are based on what they have learned about the existing possibilities in
several countries.
Themes: part time work, different possibilities for flexible work, care for children, working
in shifts and weekends, end of the career possibilities, early retirement, lifelong learning,
unemployment, disabilities, changing jobs, working abroad, mobility, changing situations
with a possible career impact…
Product 4: "we are all equals in the labor market, but some are more equal than others"
This workshop gives the participants an insight in the existing measures to promote the
labor market participation of migrants on the one hand and activates the creative and
critical sense of participants to find workable solutions for problems regarding the
participation of migrants in the labor market.
Added value of the activities and planned results for each partner.
Theme Migration and Integration
FNV has a simulation game on the refugee politic of the EU, they done it 34 times in
2016 at schools and integration centers. ABVV and werkwijzer will participate to that
simulation game next season (2017) to develop their theme product.
From 6 to 9 september 2017 Go Europe wil organise a contact making seminar together
with ABVV Syndicale Diensten O-Vl and Werkwijzer vzw. Around 20 organisations
(targetgroup youth and migrants) will participate at this seminar in Sachsen-Anhalt. For
the workgroup this is a crucial activity to exchange knowledge and develop targetrelated
products.
Go Europe will test the theme product of S@W Unlimited (discussion game) in at least 10
schools of Saxony-Anhalt.
Theme Cross domain competencesFNV will test and integrate the theme product into their regular school classes in school
season 2017 - 2018.
Go Europe will test the product of S@W Unlimited (short video/sketches) in at least 10
schools of Saxony-Anhalt
Go Europe is developping a badge system to certify competences who aren't acquired
during schoolstudies (www.youward.de). The fact of having a sight into a wide range of
competences who can be integrated in the sketches of S@W ultd is very valuable.
Therefore ABVV and werkwijzer will help to organise the living library with Go Europe
(educational festival) half June 2017. (probably 16 to 18 June 2017)
Theme Exciting careersABVV and FNV will work on a trainingmodule for better planning of one's career. Once
the module has been made there will be an exchange program (internship) with (one or
more) employees of both ABVV and FNV. They will give the module in at least 5 different
courses to the target groups (unemployed, students).
For both of the employees it will be interesting to learn about other working cultures.
Theme Cross your BorderIn cooperation with our Dutch partner (FNV) Werkwijzer and ABVV will organize an
inquiry involving Dutch students who study in Belgium. Do they work in Belgium after
finishing their studies and is there a possible ‘brain drain’? The reporting will be
discussed at the board of direction of the FNV.
ABVV and werkwijzer will participate at The European week (May 2017). Schools can
exchange and try European educative material. Teaching materials on social, personal,
politic, ... themes can be tested and exchanged. Go Europe is the organiser of this
transnational fair. NGO's from France, Germany, Poland, Finland, Spain, ... will
participate.
Transnational quality and projectmanagementAside the national peer groups 2 transnational peer groups (a Dutch one and a German
one) will be formed. They will function as a second opinion for the Flemish findings and
will give us an added value.
ABVV will organise a peer group for the transnational products of Go Europe Germany to
give advice
The partners (FNV and Go Europe) agree that they will help to describe the findings of all
above activities into the reporting of the project S@W ultd.
incorporation of horizontal aspects (gender, CSR, …)
Theme 1: cross-domain competencesIt’s a small step to make the transition from the general importance of cross domain
competences within jobs to a debate about culturally and historically existing polarization
effects within the transitional labor market. Opinions like ‘these are typical competences
for women’ (soft) or ‘these jobs are only for men’, or ‘these professions cannot be done
by older employees’. The aim is to break through these prejudices and feed the debate
about gender related topics as poverty amongst women, financial independence, wage
and pension gap between men and women, women in STEM professions (see EU 2020
strategy).
Theme 2: cross your bordersGender related issues as the work-life balance, child care, mobility etc. will be integrated
in this product.
Theme 3: exciting careersThinking about future jobs starts in school. What consequences do certain choices have
on your potential career? Which jobs causes challenges for the work-life balance?
Flexibility vs work-life balance: what to do?
How to handle unexpected events with consequences for the career? For example:
- you become a single parent
- care for ill family members
- you become unemployed
- divorce ….
Theme 4: Migration and IntegrationNot only are there big inequalities in the labor market participation of migrants vs Belgian
born people but also within the migrant community. For example there’s a big inequality
between migrant women and men when it comes to labor participation, level of schooling
etc.
1.3 Work programme and working methodology:

- 4 thematical working groups: 14 meetings/workgroup
- Management group: minimal of 8 meetings
- The products that will be developed in this project will be very useful for the Flemish
labor market but the force of this project consists in the value of the products for the
labor markets of our partners. On the other hand the Flemish partnership also will help
their transnational partners in developing their products. Some examples will make
this clear:
FNV will test our generic product (cross your borders) in 20 secondary schools in the
border area.
FNV will contact the technocentre in Zeeland to help with the development of our
generic product
The personnel responsible for career management for the members of FNV and
ABVV will implement the developed product in this project in their daily work.
GoEurope! will open its vast international network for the Flemish partnership and will
invite its members to their regional and international partnership happenings. They
have structural contacts with organisations from Spain, France, Finland, Poland etc.

dissemination strategy
Social mediaFB will be used to monitor the project developments inside the 4 working groups. We
want to promote the developed products through this medium. When the products are
validated a twitter account will be opened to promote the products.
Transnational applicationWhen necessary our products will be translated into the partners’ language. This is the
responsibility of the working group responsible for the development of the product.
The products will also be promoted on the regional and transnationalpartnership days
organized by GoEurope!
The validated products will also be available through the website of FNV. FNV will also
promote the products through their union channels in education etc.
Flemish dissemination
ABVV Oost-Vlaanderen and the Flemish ABVV agreed upon the dissemination of the
developed and validated product to all the other ABVV regions. The validated products
will be used in the information campaigns all the ABVV regions organize for students who
leave school and enter the labor market. A minimum of 25000 of these students will be
reached each year.
The tool developed on the theme migration and integration will be disseminated through
our network of self-organisations, poverty organisations and integration centres.
ACOD (the part of ABVV that organizes teachers) will promote the validated products
with teachers.
Promotion of the validated products will also be made by educational websites like
klascement and on the central site of ABVV.
Evaluation
Peer GroupsFor each team the working group will form a national peer group. The peer group
members consist out of intermediates of the validated products like teachers, social
workers but also the final target groups. Evidently the peer groups will differ with the
different themes. The Flemish partnership has a vast and positive experience working
with peer groups throughout ESF projects.
Aside the national peer groups 2 transnational peer groups (a Dutch one and a German
one) will be formed. They will function as a second opinion for the Flemish findings and
will give us an added value.
The Flemish partnership will return the favour and form a peer group for the GoEurope!
ESF project (SaxenAnhalt transnational).
Evaluation from day one.The different thematical working groups will decide on an evaluation tool for each product
and will consult ESF regarding existing user friendly tools.
Also the peer groups will evaluate the products in development. Their findings will be
integrated in the final version of the products.
Evaluation: methodAfter the testing moments of the products (e.g.; in schools) we will ask the final target
group to fill in an evaluation form which will be developed by the concerned working
group.
Evaluation will be structural on the agenda of not only the 4 working groups but also the
management group that oversees the totality of the project.
1.4 Organisation and decision-making:
The transnational partnership has 2 official decision making organs:
- The transnational management group
- The transnational working group
The transnational working groups
The transnational working groups are responsible for the elaboration of the 4 project themes
and the development of the products as agreed upon the product cards. The working groups
function on the operational level. Each partner attends the meetings as planned in the
“planningssjabloon” in appendix and performs the tasks as agreed upon in the appendix.
Each partner has the right to attend all workgroup meetings even if certain partners are not
mentioned in certain meetings agreed upon in the “planningssjabloon” in appendix.
The transnational management group
The transnational management group operates on the decision making level and oversees
the project as a whole and makes adjusments if necessary. The transnational management
group is responsible for:
- The achievement of the milestones as agreed upon in the ‘planningsjabloon’ in
appendix
- The adequate performance of the working groups including adjustments if/when
necessary
- The periodic and end evaluation of the transnational cooperation
Between 01.01.2017 and 30.12.2019 the management group will meet at least 3 times/year.
The group will meet when minimum 2 project partners ask for a meeting. The first
transnational management group meeting is planned on Feb. 10 th 2017. The meeting will be
in the offices of ABVV Oost-Vlaanderen, Vrijdagmarkt 9, 9000 Gent.

2. Signatures of partners
Each partner undertakes to carry out the tasks and fulfil the duties set out above as part of the transnational project, on the condition that they are granted ESF funding set out in 1.6 above.
If for whatever reason any of the partners is not granted this support, this TCA must be amended or cancelled. Subject to the agreement of their respective Managing Authorities, the
