Descriptive Annex

1 INTRODUCTION

This pattern of an automatic gravimetric filling instrument consists of a feeding device, mechanical handling facilities and an EK670 weighing system. The instrument is designed for the filling and weighing of liquefied petroleum gas (LPG) cylinders 2 DESCRIPTION

2.1 Construction 2.1.1 Mechanical The Kosel Industries EK670 weighing system comprises:

− Display unit and keypad type EK670 (Figure 1) − EKPS01 power supply unit (Figure 2) − AS679 weighing platform (Figure 3) with adjustable feet

There are two possible configurations for the instrument:

− Filling hose and head carried by the platform − Filling hose and head not carried by the platform, in which case the increase

of weight when the head is attached is checked before the filling can start. 2.1.2 Devices

− Coarse or fine feed − Target weights − Automatic or semi-automatic zero setting device (≤ 4 % of Max) − Zero-tracking (≤ 4 % of Max with corrections ≤ 0.5 d / second) − Preset subtractive tare (T = - 100 kg) − Display check at power-up − Zero indicating device − Totalisers

2.2 Weighing platform The AS579 weighing platform has maximum nominal dimension of 600 x 600 mm and has the load receptor directly supported by a single load cell. 2.3 Load cell A Tedea Huntleigh model 1250 single point load cell (Emax = 200 kg) is used. 2.4 Control unit / Indicator The digital indicator and control unit is mounted in a Loxan enclosure. It is used to process the signal from the load cell for conversion to a weight display, and to control the LPG flow by controlling the pump or solenoid valves.

2.5 Operation The operator selects the LPG cylinder category option on the display unit based on the type of LPG cylinder to be filled. The target weight (Net LPG weight), is part of the set parameters for the cylinder category. If the cylinder category is set up as a fixed tare weight mode, the tare value will be displayed automatically. The tare value can also be manually entered by the operator or received from an external device. The operator places the empty LPG cylinder on the platform, the filling head is then attached manually or automatically. The instrument performs an automatic tare operation when the weight is detected as stable and greater than the preset tare value. The filling operation starts automatically after the tare operation, and stops automatically once the target weight is reached. The filling head is detached manually or automatically. If the filled LPG cylinder is found to underfill or overfill, it is rejected manually or automatically. Figure 4 shows typical configurations for the filling system. 3 TECHNICAL DATA

3.3 Software

The software version number is 1.2.x, with x reflecting non-legally relevant modifications.

This information can be displayed by keying STOP 111.

Download of software is prevented by sealing the control unit enclosure.

The legally-relevant parameters are password-protected, and a non-resettable counter increments every time one of these parameters is changed. The value of the counter can be displayed by keying STOP 201.

The software complies with Welmec Guide 7.2, Type P, Extension S, Risk class B.

4 PERIPHERAL DEVICES AND INTERFACES

4.1 Interfaces

The instrument may be fitted with the following protected interfaces:

− Load cell connection

− Solenoid valve

4.2 Peripheral devices

The instrument may be connected to any peripheral device that has been issued with an Evaluation or Parts Certificate by a Notified Body responsible for Annex B (MI-006) under Directive 2004/22/EC in any Member State and bears the CE marking of conformity to the relevant directives; or

A peripheral device without a test or parts certificate may be connected under the following conditions:

− it bears the CE marking for conformity to the EMC Directive;

− it is not capable of transmitting any data or instruction into the weighing instrument, other than to release a printout, checking for correct data transmission or validation;

− it prints weighing results and other data as received from the weighing instrument without any modification or further processing; and

− it complies with the applicable requirements of Directive 2004/22/EC Paragraph 8.1 of Annex I.

5 APPROVAL CONDITIONS

The certificate is issued subject to the following conditions:

5.1 Legends and inscriptions

The following legends are durably and legibly marked on a rating plate located on the instrument (Figure 5):

5.1 The instrument shall be permanently installed.

6 LOCATION OF SEALS AND VERIFICATION MARKS

6.1 The ‘CE’ mark is on the rating plate and shall be impossible to remove without damaging it. The rating plate shall be impossible to remove without it being destroyed.

The markings and inscriptions shall fulfil the requirements of Paragraph 9 of Annex I of the Directive 2004/22/EC.

6.2 The EK670 enclosure shall be sealed via a tamper-evident sticker overlapping the upper and lower parts, preventing download of software and swapping of hardware memory (Figure 6). The load cell connection is sealed as shown in Figure 7.

The seals shall bear a securing mark, which may be either:

− a mark of the manufacturer and/or manufacturer’s representative, or

− an official mark of a verification officer.

6.3 The value of the counter described in section 3.3 must be written on a tamper-evident sticker on or near the rating plate.
