ESCORT 2007
EBU System of Classification of
Radio and Television Programmes
EBU Commit t ee First Issued Revised Re-issued
PMC June 2007 Oct ober 2007
Keywords: ESCORT, Genre, Radio, Television, Classification.
IntroductionIn t he m id-n inet ies, t he EBU designed ESCORT 2.4 t o respond t o t he br oadcast ers' need t o havemore rel iable, easily accessible and internationally comparable data in many areas of theiractivit ies. By 2004, many broadcasters had already converted part or al l of their instal lat ions andact iv i t ies to d ig i ta l operat ion. Product ion faci l i t ies, back of f ices and play-out centres areincreasingly organised around IT-based systems and intranets. Information about content andbroadcasting operations is generated and processed as defined in a series of technicalspecifications from the EBU and other standards organisations such as the EuropeanTelecommunications Standards Insti tute (ETSI) and the Society of Motion Picture and TelevisionEngineers (SMPTE). As part of overall asset management, production and scheduling systems nowhandle more data than was originally defined in ESCORT 2.4, which represented only a small subsetof the overall information managed within broadcasting faci l i t ies. This has been taken into accountw hen devel opi ng ESCORT 2007.
The int ent ion of ESCORT 2007 is t o rem ain a ref erence for t he exchange of comparable d ata i n t hefield of broadcasting statistics and audience research. ESCORT 2007 may also be used for finance &accounting, marketing and compliance report ing.
With the evolution of technology, new challenges wil l arise requir ing broadcasters to extend theirfocus to new survey areas. It is foreseen, for instance, that the deployment of personal digitalvideo recorders wil l change the way television is consumed, which is l ikely to have an impact onscheduling and advert ising strategies. New audience research tools wil l be required. Solutionsalready exist to cover these new aspects of broadcasting and they may be incorporated into a
fut ure r evision of ESCORT, i f and w hen requir ed.
1. Scope
The f ocus of ESCORT 2007 is the def init ion of t elevision and r adio programm e and service conceptsand genres. The previous version of ESCORT (ESCORT 2.4) included definitions for administrative, acquisit ion, audience, schedul ing, t ransmission and f inancial dat a and ESCORT 2007 reprod ucest hese in a series of annexes. However, broadcast ing product ion and scheduling syst ems now handlemore inf ormat ion t han originally defi ned in ESCORT 2.4 and asset management syst ems in a digit alproduct ion workf l ow now of f er a bet t er and more re l iable source for col lect i on of t h is in form at ion.
ESCORT 2007 information can be used within broadcasting organisations for a number of purposes, including f inance & accounting and marketing. I t can also be used to share and exchange

inf ormat ion bet ween broadcast ers, for example audience research and stat ist ics. ESCORT 2007off ers t he means of exchanging comparabl e data bet ween br oadcast ers or t hird part ies.
ESCORT 2007 is a multi-dimensional classification scheme. A series of dimensions are used to allowthe separation of genres into different categories. Combinations of these different dimensionsenable ri cher cont ent and genre descri pt ions. Whi lst ESCORT 2007 proposes a core set ofinformat ion to be provided, i t does not propose a part icu lar implement at ion.
Broadcast applications such as Electronic Programme Guides (EPGs) use a somewhat blunt genredescript ion to attract or target viewers. Applications that use ESCORT 2007 use content and genredescriptions that are significantly simpler than those used in EPGs. For this reason, ESCORTapplicat ions may use one or m ore of t he dimensions proposed in t his document t o const ruct an EPGgenre .
ESCORT 2007 can be used t o classif y bot h radi o and t elevi sion p rogram me s.

2.1 Programme and Service Conceptual data
The ESCORT 2007 classif icat ion is a hier archic al schem e or ganised in a series of dim ensionsdescribing m ater ial in a r ising level of det ai l (see Annex A).
Individual levels are informative and maybe be used as addit ional keywords or replaced by othert erms lef t t o t he choice of each user.

Descript ion elements may apply to television or radio programmes and services, or both, asindicat ed in t he classif icat ion t able given in Annex A.
3. Instructions for use
3.1 Unit of Measurement
The unit of measurement to which an ESCORT descript ion can be applied may vary from thesmal lest t ime uni t (e.g. a f rame) to programme i tems, programme segments, completeprogrammes, radio stations or TV channels. In the last case the classif ication results would bebased on a rough est im ate and descript ion of t he channel or st ati on as a whole.
A station or channel is sometimes used as a unit of measurement for certain types of radioprogramming, where the t radi t ional programme format (wi th a t i t le , a star t and end t ime etc.) isreplaced by a f low of indist inguishable programme material. The ESCORT 2007 mult i-dimensionalclassification scheme accommodates such material. However, not all ESCORT dimensions areapplicable to channel or station but only to programme items, segments or complete programmes.
ESCORT 2007 proposes a comm on dic t ionary and not a met hodology t o all ocat e a uniq ue or
hierarchical concept/ genre c lassi f icat ion to pr ogramme i t ems, pr ogramme segment s, completeprogramm es, st ati ons, or channels.

3.2.1 Multi-dimensional Classification
ESCORT 2007 is organised as a series of dimensions in order to help users identify a minimum set ofrepresentat ive features to descr ibe t heir programme / serv ice.
To increase the chances of mapping user descriptions with ESCORT 2007, it is recommended thateach of t he ESCORT 2007 dim ensions are used (i . e. i nt ent ion, for mat , content , part icipat ion, intended audience, or ig inat ion and content a ler t ) .

3.2.2 Mapping User descriptions to ESCORT
There are four main cases to be considered when selecting one attr ibute for each of the
ESCORT 2007 d im ensions: EXACT MATCH FOUND IN REQUIRED OR RECOMMENDED LEVELS - The user f inds in t he
ESCORT 2007 recommended l evels a ter m t hat appr opriat ely f i t s i t s descript ion of t heprogramme / serv ice.
REASONABLE MATCH FOUND - The user f inds a reasonable mat ch but cannot f ind a t ermt hat exact ly f i t s t he detai led descr ipt ion of t he programme/ serv ice. In th is case, t he usershould select t he at t r ibut e in t he recommended level immediat e ly above in the h ierarchy. This is preferable t o select ing an undef ined other reference.
MATCH FOUND AT THE INDIVIDUAL LEVEL - The user f inds an appropr iate t erm in t heindiv idual l is t of at t r ibut es. In th is case, t he user should select t he at t r ibut e in t herecommended level immediately above in the hierarchy. This is preferable to selecting an
undef ined other reference. NO MATCH FOUND - The user does not f ind a suit able mat ch at any level. In this case t he
user should :

select an att r ibut e t hat m atches as closely as possible; or
use the al t ernat ive Other / mixed / unknown value i f avai lable.
NOTE: ESCORT 2007 has been designed t o cover a wi de range of concept s across severald imensions. A programme / service shal l not be descr ibed as Ot her / mixed /
unknown across all of t hese dim ensions.
NOTE The term Ot her Pr ivate has been inser t ed int o the ESCORT classi f icat ion schemeto facil i tate the integration of ESCORT into existing asset management systems. This term should not be used for report ing, for example, as i t would not support interoperabi l i ty by nature. However, users are invi ted to complete the ESCORTclassi f icat ion with pr ivate terms ( for internal use within their organisat ions) andassociated keys, extending the corresponding key structure from this key root.Fut ure m odif icat ions of ESCORT would not modif y t h is key and t herefor e maint ainbackwar d compat ibi l i t y w it h ESCORT users' pr ivat e ext ensions.
3.3 LanguageAn important attr ibute of ESCORT 2007 is i ts abil i ty to accurately describe the languages in whichprogrammes and services are delivered.
It is now common to use mult i-channel audio to deliver programmes and services in more than onelanguage, for example, the original language and a dubbed language. Subtit l ing and audiodescript ion are other techniques widely used to provide alternative languages or to improveaccessib i l i t y w i t h addi t ional descr ipt ive inform at ion.
