Cape & Vineyard Electric Cooperative (CVEC) was created to provide the municipalities of Cape Cod and Martha’s Vineyard a way to work together to integrate clean, renewable energy as part of a more sustainable Cape Cod and Martha’s Vineyard. CVEC works in concert with the ongoing mission of the Cape Light Compact to advance the interests of electricity consumers throughout Cape Cod and Martha’s Vineyard. As of August 29, 2014, CVEC had completed construction of its second Photovoltaic Initiative, totaling almost 12 megawatts (MW) of renewable energy. Liz Argo, Special Projects Coordinator at CVEC, will make a presentation to the EBC Renewable Energy Committee about CVEC’s recent accomplishments and what it has planned for the future.

    Municipal PV Going Forward

    The SREC 2 program for PV:

    Caps the available development for most projects over 650kW (exception is brownfields, landfills, and behind-the-meter projects where at least 67% of the

    generation is used to meet load behind the meter are not capped)

    Caps for large projects in 2014 (26 MW) and 2015 (80 MW) are fully subscribed and there is a waiting list - Large-scale PV project development is therefore

    very limited

    The SREC-2 program delivers high economic incentives to only certain projects (e.g., small projects, community shared projects, solar canopies in parking lots)

    the larger stand-alone projects receive lower incentives. Lower incentives = higher PPA rates.

    Net Metering:

    The net metering capacity cap for public projects in NSTAR territory is currently ~1MW

    More capacity was authorized in recent legislation but the legislation is not effective yet

    Net metering tariff revisions must be adopted before the capacity increase is officially incorporated in the net metering project queue

    system
