The Background:BTs Local Loop Unbundling

As a result of BT Groups undertakings to the UKtelecommunications regulator, Ofcom, BT has committedto unbundle the local loop against a challenging timeline,allowing communications providers fair and equivalentaccess to its exchanges and network services. In linewith the regulatory strategy, the physical exchange

environment has had to change considerably. BT choseEaton to help with these challenges because it understoodthe value of close project-based relationships.

The Challenge: Unbundle the local loopagainst a tight timeline

With the requirement of BT Group to eventually unbundlethe whole of its Local Access Network, Eaton was taskedwith providing the resources, exibility, project managementand quality products and services that this huge undertakinghas demanded. Eaton provided products and servicessolutions into BTs local exchanges including DC power

systems, distribution systems, power monitoring systemsand installation solutions. This has enabled BT to meet ademanding schedule of secure and well-managed exchangeaccess for communications providers. Within the rst 20months alone, Eaton installed over 20MW of powerplant. With a 15-day turnaround between order receiptand site completion, Eaton has consistently achieved 99-100% on-time delivery. Now, with growing UK consumerand business demand for network services, Eaton is taskedwith mobilising hundreds of projects in parallel.

Eatons project-based relationships with the BT Groups businesses, BT Wholesale and

Openreach, are an example of how Eaton can perform as a global supplier, to ensure

important large-scale projects with critical timelines can succeed.

Intelligent System Control

The SC200 system controller lets you monitor all of

your power systems using high-level communicationcapabilities (Ethernet, SNMP version 3 and Webconguration) for real time information at the clickof a mouse. The built in intelligence of the controllerautomatically optimizes the efciency of systems bymanaging the many highly customizable parameters.

Wide Ranging Site Monitoring and Control

SiteSure-3G is a suite of solutions for the monitoringand control of a wide range of external devices witheither digital or analog inputs and outputs. Input/ output expansion can be handled simply and easily

by adding more SiteSure-3G modules.

Remote Battery Cell Monitoringand Fault Diagnosis

CellSure provides real time status information down toindividual cell level. With many benets including earlywarning of potential failures, information about reservetime remaining on discharge, and remote battery testing, itis a cost effective option for network wide deployment.

Monitoring Software: Remote Monitoring andControl Packages

Powerware systems are available with Eatons ownmonitoring and control software package, PowerManager II.Or you can use other industry standard packages such asHP OpenView and Netcool.

Eaton can provide extensive network PowerChainManagement consulting expertise to help you achievetargeted reductions in network operating expenses (OPEX),capital expenditure (CAPEX) and greenhouse gas emissions.

Eaton is constantly developing new and innovative automatedcontrol software to optimize network power asset life and

ef ciency. Examples include Load Based Recti er Shutdown(LBRS) - designed to improve system energy efciency andlife span, in sites with large system backup capacity; batterylife maximization protocols such as auto periodic equalizeand thermal compensation; and Eaton Fuel Optimizer foroptimizing operating costs between generators and batteries.

increase network reliability, security, asset protection, and operating efciency.

Eatons Fuel Optimizer (EFO) technology was developedfor an African customer deploying GSM technology inremote areas where frequent AC supply outages arecommon. To maintain the network, the use of permanentbackup generators at sites was necessary but costly.Optimizing the system between generator and batterywould provide the opportunity for signicant savings.

Eatons EFO technology intervenes on the AC failure alarm,which is the typical generator start signal in preparationto take over AC grid supply and recharge the standbybatteries. EFO intervention means that batteries will coverthe outage for many short outages without generator

startups. In longer AC outages, EFO allows extendedbattery backup to a predetermined depth of discharge(along with its known added cost to the battery life) beforea generator start signal is given. The trade-off betweenbattery life and associated generator savings is optimized.

EFO also controls how long the generator will run for wherethe AC grid supply has returned but where a periodic fullbattery charge or top-of-charge is required. Eatons batterymonitoring provides this information via the controller. Inputfrom a shelter temperature alarm is also used to either triggerthe fan to run (if outside conditions are appropriate) or toforce the generator to start for AC powered air conditioning.

EFO can save network operating costs of frequent generatorstart-ups and repeated generator run-on time and motorcool down - associated with mounting diesel fuel andrun-time-scheduled servicing costs. Avoiding frequent

periods of running generators under zero load may alsoavoid possible glazing of the cylinders and resultingreduced useful generator life. Additionally, EFO reducesrepeated and continuous short battery discharges withinsufcient time to reach top of charge between cycleswhich, leads to a capacity staircase effect and resultingState of Charge alarm activation. The above costscan easily contribute to a serious erosion of prots.

Results for the African Network Operator

With a baseline average of 1500 genset run-time hours persite per year, Eatons EFO solution reduced run time hours

per site by almost half. This equated to an annual reductionof diesel fuel usage of more than 2000 liters per site perannum, and 4.55 million liters saved annually across thenetwork of 2,256 sites. With genset run time dramaticallyreduced, so were the costs of scheduled servicing. Ona per annum basis there was an average of 2.88 fewerservices required per site. Thats 6,500 fewer servicevisits across the network. These fuel and servicing cost-savings more than compensated for the reduced batterylife that added two thirds cost to the battery bill over anotherwise (conservatively estimated) ve year battery life.

Based upon a diesel price of US$0.37 per liter, EFO

produced total operating expense savings (net ofannualized battery cost increases), in excess ofUS$1million per year across the network.
