Eastvale State of the City Was a SuccessStaff Reports

Eastvale– Many attended the 8th Annual State of the City host-ed by the Eastvale Chamber of Commerce. The theme of this year’s State of the City was Thriv-ing Together.

“There is a saying that you can go faster by yourself, but you can go further together,” stated a City post. “That’s really where thriving together comes into place. Your voice matters and you're essen-tial to ensuring that Eastvale con-tinues thriving together for gener-ations to come!”

The two-day celebration began on July 17 with a Business Lun-cheon held at 11:30 a.m. at the Eastvale Community Center. On Thursday, July 18, residents gath-ered at 6 p.m. at Eleanor Roos-evelt High School for the com-munity event. Mayor Todd Rigby shared the State of the City Ad-dress, which included the state of Eastvale, city accomplishments, and goals for the future. The free event also included the city’s pop-ular “Taste of Eastvale”.

"As a long time Eastvale resi-dent, I am proud to serve as East-vale’s Mayor,” said Mayor Rigby. “I have had the opportunity to watch Eastvale continue to prog-ress and thrive throughout this year and the exciting part is, this is just the beginning and we’re just getting started!" said Rigby.

"In Eastvale, we have an op-portunity to create great places for people to connect, prosper, and truly thrive," said Bryan Jones, City Manager. “We want to work with the residents of Eastvale to really truly understand what is our potential and what really matters to them when it comes to creat-ing a sense of community and an experience and a feeling that they can truly feel proud to call home," added Jones.

Last year, the City of Eastvale assembled the Strategic Plan-ning and Goal setting workshop, which included city management, city staff, and public input. After the workshop, the following six targets were identified as the key pillars for the future: 1) Communi-cation/Community Engagement 2) Public safety 3) Economic Development 4) Organizational Development 5) Finance/Budget and 6) Infrastructure.

Over the last year, the following great things happened in the City:

- For the 8th year in a row, the City has presented a balanced operating and capital budget

- The City’s Comprehen-sive Annual Financial Report was awarded the prestigious Certifi-cate of Achievement for financial reporting

- City Staff has made such an impact in the community that many departments have grown

- A new user friendly City website was launched

- Public out-reach and public workshops have tak-en place in an effort to include residents in city decisions

- City Hall has expanded its services, such as now providing Nota-ry and Passport Ser-vices

- A Commu-nity Satisfactions Study was launched for the first time this year

The City is also building healthy re-serves by setting aside at least six months or 50% of annual regular general fund operating expendi-tures. These strong reserves are combined with two land invest-ment acquisitions assets includ-ing 7 acres at Hamner Place and 22 acres at Scholar Way and Cit-rus Street. “We’re investing in our city so it can thrive for decades to come,” as stated in the State of the City video.

In addition, the City also an-nounced the establishments that have recently opened, which in-clude:

- The Station in Eastvale - Café Rio- MOD Pizza- Starbucks- In-N-Out- Dick’s Sporting Goods- W Cafe - Miguel’s Jr.- El Pollo Loco- Les Schwab Tires- Pita Street- CreamistryAt the State of the City, several

projects and updates were also announced:

- Two trails will be built through the community in an ef-fort to connect the city schools and parks. This will be funded by the $8 million grant the City was awarded from the State. The City plans to work closely with resi-dents over the next year to design these trails.

- Limonite Avenue and I-15 Interchange, which is expect-ed to open this November

- Hamner Avenue Bridge Widening Project, expected to begin construction after the Li-monite Interchange is complete. This will be a six-lane bridge and a multi-purpose trail to replace of the two-lane bridge currently over the Santa Ana River.

- Limonite Avenue exten-sion, located west of Archibald, across the Cucamonga Creek. This extension will connect East-vale to the City of Chino. A design was recently started for this exten-

sion.- The Merge, expected to

include business park buildings and a retail center

- Hamner Place, expected to have retail and Eastvale’s first hotel

- More retails stores will open at The Station

The following restaurants and establishments are expected to open as well:

- Chik-Fil-A- Tony's Chop House- Heroes Restaurant and

Brewery- Sprouts Farmer's Market- Which Wich- Quick Quack Car Wash- Big Wok Mongolian Grill- Eastvale Medical Plaza - Staybridge Suites by

IHG, including a rooftop bar and vegetarian options

“Community is very important in our city,” said Council Member Jocelyn Yow. "It's really important that we build that community in City of Eastvale,” added Yow.

In an effort to connect the com-munity, the following events and programs will take place in the City:

- The Tailgate Fest, a country music festival, expected to take place in August

- An Arts and Public Plac-es Program will be initiated, in-cluding a very special mural that will involve our community

Public safety is also a top pri-ority in Eastvale. The Sheriff's Department and Fire Department are doing a great job keeping the community safe, which is why the City was ranked the 12th safest city in the state. Below are the additions and accomplishments made to the City’s Public Safety:

- A motorcycle deputy was added

- An automated license plate reader program was imple-mented

- ALPR cameras were in-

stalled on patrol vehicles and var-ious entry/exit points throughout the city

- The Neighborhood Watch Program covers every area in the City; we are one of the first cities in the country that has accomplished this.

However, the City is still look-ing into how to enhance the City's safety through collaborative en-deavors and advanced technol-ogy. Here is what is expected to be added to increase community safety in the next year:

- A medic squad, which is a smaller truck that can help re-spond to critical incidents

- 10 patrol hours were approved to be added, which equates to two more deputies to be on patrol

Other items that are expected to be launched or pursued in the future are:

- Business Registration process will be made available online within the next year

- A local library will be pur-sued

- Additional entertainment options will be pursued

In addition, over the next year, the City will launch the Eastvale 2040 plan to help identify where the City should be in 30 years, how to get there, and what the City needs to put in place today so that the city can truly thrive. This plan will involve a lot of communi-ty engagement. “We look forward to your feedback, ideas, and vi-sion as we identify what this plan will foster for years to come!”

Mayor Rigby added a final note about how important the com-munity’s feedback is. “No matter how young or hold old you are, we believe you have a voice in our community and we want to make sure our community knows that you have a voice,” said Rigby.

Area Crime Recap: June 2019Staff Reports

Inland Empire– Last month, crime was limited in Eastvale and Corona, but there were a few cases in Norco. Below is a list of the crime that took place in Norco during the month of June.

INCIDENT: Grand Theft / Residential Burglary

WHEN: June 3, 2019WHERE: 2000 Block Moun-

tain Avenue NorcoOn June 3, Riverside Coun-

ty Sheriff’s Department Dep-uties responded to a call of grand theft at the 2100 block of Hamner Ave in Norco. The suspect fled the scene to a residence in the 2000 block of Mountain Ave., in Norco.

“Entry was made to the res-idence and the subject was apprehended inside the resi-dence,” according to the River-side County Sheriff Coroner’s office. The suspect was later identified as Rafael Murrillo Quezada, 21 of San Bernardi-no. Quezada was arrested and booked at the Robert Presley Detention Center. The proper-ty and currency that was stolen from the residence was recov-ered.

INCIDENT: Sexual Assault In-vestigation

WHEN: June 20, 2019WHERE: John F. Kennedy

Middle College High School, Norco

A May 2019 investigation led to the recent arrest of Kyle Kam-mers, 33 of Riverside, who was a school employee at John F. Kennedy High School. The in-vestigation began in May 2019 when school administrators from the Corona-Norco Unified School District informed law enforce-ment of a possible inappropriate relationship between Kammers and a seventeen-year-old female student.

Jurupa Valley Sheriff’s Sta-tion Investigators determined that Kammers and the student first interacted with each other at the school and communicated through text messaging,

along with other social me-dia platforms. “During some of their interactions, it was alleged Kammers started a sexual re-lationship with the student and received multiple inappropriate photographs of the minor,” ac-cording to the Riverside County

Sheriff’s Coroner’s office. On June 20, a search warrant

was served at Kammers resi-dence, located in the 3300 block of July Drive, and Kammers was taken into custody. Kammers

was booked and transported into the Riverside County Jail for sex-ual assault against a minor, in ad-dition to various crimes.

However, this is still an active investigation. Anyone with infor-mation pertaining to this investi-gation is encouraged to contact Investigator Patrick at the Jurupa Valley Sheriff’s Station by calling (951) 955-9234. Citizens may also submit a tip using the Sher-iff's CrimeTips online form. ■

Confession #1: I’m a Liar

I confess… I’m a liar.Perhaps you can relate?

Someone approaches and asks me how I’m doing.

Conjuring every ounce of strength I have left I force a smile.

“I’m good! How are you?”Why did I just lie? Is it be-

cause I think it’s what they want to hear? Is it because it’s what American culture has trained me to do? Is it because I don’t really want to think about it? Is it because I don’t even know? Is it because I don’t know them? Is it because I don’t want to go that deep right now? Or is it be-cause hidden somewhere deep down inside of me I’m afraid they won’t care if I told them the truth, and that would be worse than if they never asked me in the first place.

Whatever reason we have let’s be honest – we all lie. We lie about how we’re doing. We lie about who we are. We put on a face. We play the part. We act it out. We behave the way we think people want us to be-have. We bury the feelings.

Now we have a million rea-sons why we do this. It could be our up bringing, our lack of trust, or it could simply be be-cause John Wayne said it’s “What a man’s got to do.”

Why is John Wayne so awe-some?

But whatever the case is, we continue to suppress what we’re going through and we hide our struggles and sins from others. But, that does not erase the ever nagging ques-

tion in the back of our minds… is this is the way it was sup-posed to be? Is this how life is supposed to be? Am I hard-wired in my DNA to deal with everything on my own? Is this the way God wanted it to be? Does God want me to carry this weight alone?

I mean sure, not everyone needs to know your deepest darkest secrets and not every-one needs to know you’re not having a good day. But maybe someone should know. Maybe suppressing the pain, hiding our struggles, and lying is not what God wanted for us.

I find it to be fascinating that Jesus had a tremendous amount of compassion and grace for every sinner He came into contact with and yet He was extremely hard on the peo-ple who acted like they had it all together. We don’t have to guess as to why He felt this way – Jesus made it clear for us:

Matthew 25:27 “Woe to you, teachers of the law and Phar-isees, you hypocrites! You are like whitewashed tombs, which look beautiful on the outside but on the inside are full of the bones of the dead and every-thing unclean. 28 In the same way, on the outside you appear to people as righteous but on the inside you are full of hypoc-risy and wickedness.”

I’m no theologian but it seems to me that Jesus really didn’t like it when people faked it. And although we like to pic-ture Jesus as a blond haired hippy surfer, carrying a lamb on his shoulders, smiling all the time, and saying “God bless you” – it may not be too far of a stretch to say Jesus was pretty

angry at these religious lead-ers and He may not have been smiling or carrying a lamb at this moment.

And if you think about it God has never liked it when we hide. In fact, this problem of hiding goes all the way back to the Garden of Eden. Genesis 3 tells us that when God came walking in the Garden after Adam and Eve sinned and ate from the tree God commanded them not to eat – they hid from God. This made God angry. And they weren’t the only ones. Jonah once tried hiding from God too. He got on a boat that was headed in the opposite direction from where God was calling him. Jonah though he could run and hide from God. I remember that not going very well for him.

Something about a big fish?In the same way, many of us

are still trying to hide from God today. We hide behind a smile. Behind a title. Behind a façade. A part we play for the people we think will judge us if they really knew us. Can I encour-age you today? Drop the mask. You may be fooling people but you’ll never fool God. And God doesn’t want you to be perfect but he does demand that you’re honest. God can help a sinner but He can’t help someone who pretends like they’re not a sin-ner. God can do anything and He can save anyone but one thing God won’t do – He won’t save someone who won’t admit they need a Savior. Drop the mask. Tell God the truth and then go tell someone else the truth. ■

DICK'S Sporting Goods, is the largest U.S.-based, full-line omni-channel sporting goods retailer. The new DICK'S lo-cation in Eastvale opened up approximately 75 jobs to the community.

Another exciting announce-ment is that the Eastvale L.E.D. Retrofitting Project is now in process. In March 2019, the City of Eastvale purchased 4,100 streetlights from South-ern California Edison (SCE) to place within the city limits. “We have now began the process of upgrading to new retrofit-ted LED lights, making the city streets much brighter at night,” according to City officials.

These new LED streetlight

fixtures have been placed stra-tegically in a distribution pattern that will not cast light backwards onto residents’ yards. They only cast light out far enough to cover the road surface and they will use 75% less energy than traditional streetlights. In ad-dition, the lights “align with the City’s strategic goal to enhance public safety by creating more visibility,” according to the City.

A total of 1,118 lights have been converted citywide, which completes all the main streets (arterials). The entire project is expected to be completed by December 2019.

In addition, Eastvale’s new-est Shop-Dine-Stay destina-tion, Hamner Place, broke ground on July 12. Hamner Place will be located off Hamner Avenue and Schleisman Road. See the Hamner Place article for more information. ■

In result, the following es-tablishments have been deter-mined as the best additions to Hamner Place: Heroes Restau-rant & Brewery, Tony’s Chop House, Starbucks, and Stay-bridge Suites by IHG.

Heroes Restaurant and Brewery is a family restaurant that serves great American food and quality hand craft beers. They are expected to open in summer of 2020.

In addition, Tony’s Chop House is a brand new con-cept created by The Meat Cellar, and will be complete-ly unique to Eastvale. Tony’s

Chop House will feature all of the amazing steaks and chops that The Meat Cellar offers but will have an elevated ambiance and a variety of added menu items.

Lastly, Eastvale’s very first hotel, Staybridge Suites by IHG, will open in Hamner Place in 2021. Staybridge Suites is a 4.5 star, 120-room hotel that features a rooftop bar, confer-ence and event center, pool with cabanas, and is the only hotel with vegan food options in the Inland Empire.

Hamner Place is expected to bring in more jobs, sales tax revenue, and transient oc-cupancy tax (TOT) to the city. Since TOT is the tax that hotel guests pay during their hotel night stays, the city of Eastvale will see these TOT funds for the first time after Staybridge Suites opens.

In addition, to help lower the traffic into the City, the Hamner Avenue Bridge Widening proj-ect will begin after the com-pletion of the Limonite Avenue I-15 Interchange Project, which is expected to be completed by November 2019. The Hamner Avenue Bridge will consist of three lanes, north and south directions, which will be plenty of room for travelers to reach Hamner Place.
