East Northamptonshire Police JournalAutumn 2015
Hi all, Jules here, I am your Sector Inspector for the East Northants area. Welcome to our ‘Journal’, I hope you enjoy it!
I am very proud of my team this week, so would like to share the good news with you!
A fisherman reported that an unknown male was attempting suicide by jumping from a bridge, which crosses the A45, into the river beneath. It was dark at the time with no artificial light to illuminate the area for the team to locate the victim.
Constables Andy Walker and Ash McMahon attended the scene and spotted a male, face down and unresponsive in the water. Special Constables Harpin and Wells illuminated the area with portable searchlights as the officers entered the lake and swam to the male who was face down and unresponsive. Our Special colleagues kept the control room updated as to the progress of the officers. Both Andy and Ash swam to the opposite side of the river where the water was deep, dark and cold. They pulled the man to safety and administered initial first aid. They worked on him and he began to respond
to treatment. The team then ensured that he received the care and on-going treatment he needed.
Despite being cold and wet the team carried on with their tour of duty (I did let them pop home to get changed into dry clothes!) I feel the actions of all officers involved undoubtedly saved a life.

Knock and drop Raunds and Ringstead!
This June, Northamptonshire Police in conjunction with the Police and Crime Commissioners Office, specials, cadets and volunteers ran an event that was named ‘Knock and Drop’.
The mission - to recruit Parish Special Constables for your town! We went door-to-door in Raunds inviting members of the community to an information event to come and meet with us and discuss the opportunities of working with the Police.
Northamptonshire Police are recruiting Parish Constables, Special Constables and Volunteers along with the opportunity for younger members to take part in a very successful Cadet Scheme.
I had the pleasure of working alongside the Mayor Helen Howell who joined us with members of her team. It personally gave me the opportunity to meet the community of Raunds and Ringsted who gave us a warm welcome within the town and I can honestly say that it was a very positive experience.
The main meeting saw a lot of the community attend and have the chance to speak to us about how they could be involved in policing their community and have a direct input to how this is achieved, so in short empowering the town to take action on issues passionate to them.
I spent time with many people who also came to raise some very important issues they feel needed looking at from speeding to anti-social behaviour.
Since the event we have received 13 applicants directly from Raunds looking to take part of this partnership and 19 from Ringstead and Higham Ferrers.
I would like to thank the Mayor and all the of the wonderful people who got involved or simple took the chance to have a chat with us.

Operation Ramble is an East Northants wide country park and beauty spot auto crime initiative. There are 6 locations which fall into this category and their locations are shown on the map left.
Crimes that happen here are mostly thefts from motor vehicles, (bags, purses, glasses, satnavs, CDs) that are often left on display by victims.
Crime prevention posters are displayed on prominent notice boards within the country parks and leaflets made available to the public within the shops / offices of the parks. The wardens and rangers of the parks are on-board and notify the local policing team of any suspicious activity witnessed.
However we can’t do this alone,
we need your support, please be
vigilant and put goods away. If you
do leave goods on display expect
a note from us dropping through
your letter box, to remind you to
put the goods out of sight next
time!
1. Barnwell Country Park 2. Fermyn Woods 3. Lyveden New Bield 4. Old Sulehay Road 5. Tichmarsh Nature Reserve (Aldwincle Site)6. Wakerly Woods
Operation Ramble
Uniform officers from the hub conduct regular, high visibility, patrols of the country parks and car parking areas, including using off road motorcycles when available. Special Constabulary officers attend other planned events following liaison with the
sites directly. The main objective
has been to identify and arrest
any people committing offences
of theft from motor vehicles,
by gathering intelligence about
people acting suspiciously in and
around the country parks and
beauty spots. If you see anything
suspicious please report it calling
telephone number 101. If you see
a crime in progress please call
999.
The PCSO on horseback has also
been conducting patrols of the
car parks looking for insecure
vehicles or valuables on display.
High visibility at these locations
also gives reassurance to the
public visiting the country parks.

PCSO Natasha Fountain and her horse Cody’s main objective is to increase public confidence by heightened visibility. One person on horseback is equivalent to eight people on foot, and Northamptonshire Police are utilising this fact to increase visibility of the local policing team. Another aim of the PCSO on horseback is to visit local horse riding stables to recruit volunteers, and then support these volunteers when they are out and about acting as a point of contact for non-urgent issues.
Once recruited, volunteers are put through their British Riding and Road Safety exam, and are given information regarding incident reporting. The role of the Mounted Volunteer is to ride their horse as they normally would and report back if they see anything. Natasha, Cody and the volunteers can reach places such as green lanes and bridleways, where fly tipping, poaching and other rural crimes occur, as they have a different perspective and can see more because they are higher up.
This initiative has received a lot of positive feedback from the public with Natasha and Cody clocking up 130 miles and 45 hours in the saddle since the start of the project. The media launch for the concept of PCSO on Horseback and the Mounted Volunteers, was launched on 19th March 2015 with Natasha and Cody supported by Hilda who is one of the Mounted Volunteers recruited by Northamptonshire Police.

In late September 2014 Watch Manager from the Fire and Rescue Service, Justin Abbott and Police Officer John Vjestica took up their roles on the Rural Intervention Vehicle (RIV).
This is first vehicle of its type locally and nationally, putting Northants Police at the forefront of fire service and police force interoperability. Early indications have been very positive. The role is constantly evolving and the desire is to provide the best possible joint service. This includes initial intervention to incidents, supporting police/fire operations, local public engagement, local problem solving and community support.
In the time the RIV has been operational the officers have undertaken many tasks including;
• Community events promoting public safety, both police and fire recruitment regarding retained fire fighters, special constables and volunteers.
• Attended local schools delivering public safety information and in some instances just building good relations with young children giving a basic understanding of each service/joint working.
PC John Vjestica and Fire Officer Justin Abbott
continued overleaf
• Visited sheltered accommodation to give help and advice on both fire safety and crime prevention. Furthermore we have visited private homes to deliver home fire safety checks along with home security surveys.
• Attended fire incidents at times, allowing fire crews to resume duty and keep front line appliances available.
• Attended police incidents, taking initial action or supplying support to officers as required.
• Co-responded to Level 1 incidents on behalf of the ambulance service.
• Attended road traffic collisions providing a joint response with casualty care, scene safety and dealing with road obstruction and investigation as required.
• Attended dangerous road obstructions, making the area safe and removal of the obstruction.
• Attended welfare/safeguarding type incidents offering support to vulnerable persons and those with mental health issues.
• There have been many and varied incidents the RIV has attended, also the RIV has been involved in supporting the local Safer Community Team and wider public incentives. It is still an evolving role with further training for the officers planned in the near future. This coupled with the obtaining of further relevant equipment will make it a valuable asset to the rural community and both the fire and police service.
