EarthSparkInternationalispleasedtoinviteyoutosubmitaproposalforprovidingandinstallingapowergenerationsystemforitsmicrogridinthetownofTiburon,Haitiand,optionally,fortwoadditionalsmallergenerationsystemsfortwoothertownsinHaiti’sSouthernPeninsula.ThisRFPdescribesinputsnecessaryforbidderstocreateaproposalforthedesignandinstallationofoneorthreemicrogridsolarphotovoltaic(PV)hybridgenerationsystems.Foreachgrid,thegenerationsystemisdefinedasallgenerationandcontrolresourcesuptotheconnection(s)tostep-uptransformersinterconnectingthedistributionsystem.AllbiddersshouldsubmitadiscreteproposalfortheTiburongenerationsystemalone,andbiddersareencouragedtosubmitanadditionalbidincludingtheTiburonsystemandthetwoadditionalsmallsystems.Bidsthatonlyproposesolutionsforthetwoadditionaltownswillalsobeaccepted.Biddersshouldnotsubmitanyproposalrelatedtothemicrogriddistributionsystems.ProposalDeadline:May22nd,2017at5PMEST.Proposalsshouldbesubmittedelectronicallytoinfo@earthsparkinternational.org.Updatesandanswerstoquerieswillbepostedat:www.earthsparkinternational.org/RFP.Submissionrequirements:AllitemslistedinAnnexII,“SubmissionRequirements”mustbeincludedinthebidder’sproposal.AnnexVI,“DeliveryDataForm”andAnnexVII,“PreviousExperienceForm”mustbecompletedandsubmittedwiththeproposal.EarthSparkrecognizesthatbiddersmaynotbeabletoprovidefinedetailsofthesystemandinstallationgiventheamountofinformationincludedinthisRFP.Assuch,bidderswillworkwithEarthSparkonaniterativeconsultationoveraperiodofafewweekstorefinetheirproposalstowardsanidealsystem.Anyrequestsforclarificationshouldbesubmittedbyemailtoinfo@earthsparkinternational.org.EarthSparkevaluatesquotationsbasedonbestvalue,i.e.bestqualityandcost-effectivenessoftheproposedoffers.Thefollowingaspectswillbeconsideredfortheevaluation:

ANNEX1 REQUIREMENTSFORTIBURONGENERATIONSYSTEM
1.1 ProjectGoal1.1.1 EarthSparkissolicitingbidsforinstallersofa“turnkey”microgridgenerationsystemwithsolarPVand
batterystorage.Bidsmustnotincludeanyproposeddistributionsystem,whichisbeingdesignedthroughaparallelRFPprocess.
1.2 GeneralRequirements1.2.1 Systemsmustprovideatleast95%ofeachmonth’sprojectedloadsoverthecourseofatypicalyear
fromsolarPV(directlyorstored).Theremainingdemandwillbemanagedthroughoneoftwooptions:(1)aseparatedemandresponse(DR)programimplementedandmanagedbyEarthSparkattheloador(2)throughabackupdieselgenerationsource.
1.2.2 Ifbidderchoosestoprioritizedesigningtooption1fromsubsection1.2.1(DRmanagement),pleaseprovideoption2aswellfromsubsection1.2.1(backupdieselgenerationsource)asaseparatelypricedoffer.
1.2.3 Biddersmayincludetwo(2)systemarchitecturesintheirproposal,asfollows:§ Centrallylocatedsystemwithground-levelPVconnectedtoathree-phasedistributionsystem.§ Centrallylocatedsystemwithground-levelPVconnectedtoasingle-phasedistributionsystemif
deemedpreferable.1.2.4 Biddersmustprovideaninstallationschedule.Exampleofanappropriatescheduleandspecificson
Tiburonaccessibilityareprovidedinsection4.4.1.2.5 SystemCommissioningandAcceptance:Thebidderwillfullycommissionthesystemtomeetallstarting
pointspecificationsrequiredtomeetthecontractualagreement.BidderinstallationcompletionwillbeconsideredPhase1Commissioning.UponcompletionofPhase1Commissioning(determinedbyemailconfirmationfrominstallertoEarthSpark),Phase2commissioningwillconsistofaperiodofthreeweeksofcontinuedoperationbyEarthSparkordesignatedgridoperationspersonnel.OnceEarthSparkagreesthatallitemswithinthecontractualagreementregardingcommissioninghavebeenmetafter3weeks,EarthSparkwillconfirmviawrittenacceptanceoremailtobidderthatcommissioningiscomplete.
1.3 PVsiting1.3.1 CandidatePVsiteshavebeenidentifiedbutarenotyetfinalized.1.3.2 Sitesunderconsiderationareopenfields(minimalvegetation)requiringlevelinganderosioncontrol
consideration.1.3.3 AsperthesubmissionrequirementslistedinAnnexII,biddersneednottailorproposalsaroundspecific
sitesinTiburon,butshouldratherusegenericassumptionsforground-levelPVsystems.However,forthecaseofinterestorneed,sitespecificsunderstoodatthistimeareprovidedinsection4.3.ThewinningbidderwillworkwithEarthSparktorefinetheproposalastheparalleldistributionsystemRFPprogresses,providinggreaterclarityonsitespecifics.
1.3.4 Thewinningbidderwillberequiredtoundertakesoilsurveysandconsidersitewindloadprofiles.ForthisinitialRFP,considerinformationonsitelocationprovidedinthisRFP.
1.3.5 Finalstructuraldrawingswillrequiresignaturefromalicensedprofessionalcivilengineer.1.3.6 Finalelectricaldrawingswillrequiresignaturefromalicensedprofessionalelectricalengineer.
1.4 Technologychoice1.4.1 PV:BiddersmayproposeanytypeofcommerciallyavailablesolarPVtechnology.1.4.2 Storage:Biddersmayproposeanytypeofbatterystoragetechnology.1.4.3 Communications:Remotesystemmonitoringcapabilitiesarerequestedatthistime.Thereisnoexisting
communicationsinfrastructureinTiburonotherthanGSM/GPRScellularservice;therefore,anyremotecommunicationsproposedbythebiddermustbecapableoftransmittingandreceivingdataoverthis

connectiononverylowbandwidth.Criticalsystemoperationmustbecapableofoperatingonlossincommunicationforextendedperiodsoftime.
1.4.4 Loadcontrol:EarthSparkwillbedeployingtheSparkMetersmartmeteringsystemfortheTiburoncustomers.Thissystemiscapableofhighresolutiondatamonitoringandfine-grainedcontrolofindividualcustomerloads.Biddersshouldnotprovideproposalsforloadcontroltechnology,butmayprovidesuggestionsonhowtheirproposedsolutionwouldmakerelevantinformationeasilyavailabletoaloadcontroltechnology,locallyorintheCloud.
1.4.5 Endoflifereclamation/recycling:technologychoiceshouldconsiderandexplainendoflifereclamationandrecyclingprocessesandrelatedcosts.
1.5 Interconnectiontype1.5.1 Primarydistributionsystemforthemicrogridwillbeat13.2kV.1.5.2 WhilethereispresentlynocentralgridinthevicinityofTiburon,themicrogridmayatsomepointinthe
futurebeconnectedtoaregionaltransmissionline.Generationsystemsshouldbeconfiguredtoenablesuchgridconnectioninthefuture.Gridconnectionsshouldprovidetheabilitytoswitchtoandfrom“grid-connected”and“islandmode.”
1.6 Generationsystemsizing1.6.1 BiddersshouldconducttheirownmodelingtodeterminethesizesandcapacitiesofthePVsystem,
batterystorage,invertersandgenerator,ifapplicable.1.6.2 AnnexIV:DescriptionoftheMicrogridSystemcontainsusefulinputsformicrogridmodeling.Theload
curveandassumptionstobeusedbythebidderforsolarPVinsolation,dieselfuelpriceandotherinputsareprovided.Loadcurvesfor2018and2023areprovidedonanhourlybasisandshouldbeinputintoanymodelingsoftwareassuch.Table3providesanexampleofatypical2018Tiburonloadcurvebutbiddersshouldutilizethefull2023yearprojectedloadcurveonanhourlybasisasprovidedbytxtfile.
1.6.3 Thebatterybankmustbesizedtomeetaminimumof5yearsofcontinuoususe,basedonmanufacturerrecommendationsandtheprovidedhourlyloadprofiledata.The5-yeartimeintervalwillbeginonceallpartiesagreeandsignoffthatcommissioningofthegenerationsystemhascompleted(atotalofatleast5yearsand3weeksofcontinueduse).Batterieswillbeconsideredinneedofreplacementbasedonmanufacturerecommendationsandpredictedusetomeetsubsection1.2.1requirements.Abatterybankthatexceedstheselifetimerequirementswillbeviewedfavorably,butBidderwillneedtojustifyanyincreasedup-frontcosts.
1.7 Generationsystemoperations1.7.1 Generationsystemsshouldminimizeoperationandmaintenancecosts.Accesstoreplacementpartsis
limitedinHaitiingeneralandevenmoresoinTiburon.1.7.2 Systemsshouldbedesignedsuchthatincaseofmaintenance,thereisaminimalimpactoncustomers.
Maintenanceroutinesshouldensurethat–ataminimum–powerwillstillbesuppliedonanuninterruptedbasisat97%uptime,commencingaftercompletionofsystemcommissioningasdefinedinthisRFPinsubsection1.2.5.
1.7.3 Batteryandinverterlosses(kWh)maynotexceed105%ofthepredictedlossesforthefirst2yearsofoperations.
1.7.4 Chargeanddischargeprofilesmustautomaticallyremainwithinmanufacturerrecommendations,keepingwithprojectedcapacitydegradationsdiscussedinsubsection1.6.3.
1.7.5 Atthepointofcommoncouplingtodistribution,generationshouldmeettherequirementsasoutlinedinTable1.Statedlevelsofserviceareprovidedasreferencedin“QualityAssuranceFrameworkforMini-grids”.

ANNEX2 SUBMISSIONREQUIREMENTSFORTIBURONSYSTEM
2.1 GeneralSubmissionRequirements2.1.1 IfbidderchoosestosubmittwosystemarchitectureproposalsfortheTiburongridbasedonsubsection
1.2.3,eachofthetwomustincludetheinformationrequestedbelow.Someinformationmaybesimilarorthesameforthetwoproposalswheresystemarchitecturedoesnothavesignificantbearing.
2.1.2 Similarly,ifbidderchoosestosubmitaproposaltoincludethetwoadditionalsmallgrids,thesystemarchitectureforthesmallgridsmust,whereapplicable,includetheinformationrequestedbelow.
2.2 Layoutdiagram2.2.1 Layoutdiagramshouldbedrawntoscaleelectronicallyonanarbitraryarea.Layoutdiagramshould
NOTbedrawntoscaleonamapofTiburon.2.2.2 Showthelocationofallequipment,includinggeneratingfacilities,fuelcontainers,storagefacilities,
powerelectronics,andswitches.Becausetheproposaldoesnotincludedistributionsystemdesign,andbiddersareonlybeingprovidedwithinitialassumptionsofdistributionsystemdesign,donotcreateasophisticatedrepresentationofthedistributionsystem.
2.2.3 Allequipmentandfacilitiesshouldbeproperlylabeledforclearcross-referencewiththeone-lineelectricaldiagram.
2.2.4 Showtheproposedroutingofwiresandcablesamongstgeneratingfacilitiesandequipment,includingestimateddistancesinfeet.
2.3 One-Lineelectricaldiagram2.3.1 One-lineelectricaldiagramshouldbedrawnelectronically.2.3.2 UseANSI/IEEEstandardelectricalsymbolsthatshowthecompletemicrogridgenerationsystem
includingallfacilitiesandequipment.Becausetheproposaldoesnotincludedistributionsystemdesign,andbiddersarenotbeingprovidedwithfinedetailsofthedistributionsystem,donotcreateasophisticatedrepresentationofthedistributionsystem.

4.1 LesAnglaisMicrogridcontext4.1.1 Forthepastyearandahalf,EarthSparkInternationalhasbeenoperatingamicrogridservingroughly
450householdandbusinesscustomersinthetownofLesAnglais(Suddepartment,Haiti).PriortoHurricaneMatthew,thegridwaspoweredby93kWsolarPV,410kWhdeepcycleleadacidbatterybankanda30kWdieselgenerator.Figure1below,depictsLesAnglaisgeneration(bluecircleandX),distributionandutilitypolegenerallayout.
4.1.2 OneofthekeycharacteristicsoftheLesAnglaisgridistheutilizationofsmartload-limitingmeterswithbi-directionalcommunicationtomanagedemand.Thissameload-limitingstrategywillbeusedfortheTiburongrid.
4.1.3 TheLesAnglaisandTiburongridswillshareanumberofcharacteristicsbuttheprimarydifferencesinclude:(1)back-updieselgenerationmayormaynotbeincludedfortheTiburongenerationsystem,(2)energymanagementsystemandstoragetechnologyforTiburonmaydifferfromthoseusedinLesAnglais,and(3)theTiburonloadcurvewillhavedifferentcharacteristics,asestimatedinthisRFP.

additionalsmalltownsinHaiti.A‘startergrid’issmallerinfrastructuredevelopmentthatdeliverssmallerlevelsofpowerthantheLesAnglaisgridandtheprojectedgridinTiburon.Asmall‘startergrid’stillservesanimportantroleindeliveringprimaryenergyaccesstoacommunityandmayserveasavanguardforalargergridinthatcommunityifalargerinstallationisjustifiedandpossible.
