Provider Profiles and Rates
Providers Profiles 20-21 were completed Provider Private Rates must include a rate for ALL ages and services. This is required to ensure payment is made to the provider in the event
that: A child has a birthday during the program year A child is redetermined and their approved care changes
Failure to include rates for all ages and services may result in non-payment to the provider.
Provider Portal Step by Step Agreement Document Uploads
The Documents tab allows the Provider to upload documents for the Early Learning Coalition of Miami-Dade/Monroe to review.
Based on the provider answers in the provider profile, the Documents tab will display types of documents that must be uploaded to support a contract to Provide School Readiness or VPK services.
Documents uploaded to this tab will also populate in the Document Library and will be utilized to verify information entered during the contracting process.
Expired Documents
Uploading to OEL portal new or renewed documents to the provider profile is now mandatory prior to expiration Examples: DCF License, Liability Insurance, Worker’s
Compensation, Accreditation, Gold Seal, Private Pay Rates, Sunbiz, or W-9.
Contract Managers will no longer accept documents via email. Failure to submit the requested documents may result in
termination of your VPK and/or School Readiness contract. Call 305-359-5550 for assistance in uploading documents
Contract Extensions
Due to COVD OEL decided Extensions of 2019-2020 School Readiness Provider Contracts Effective 6/30/2020 SR contracts were Extended to allows us time to conduct SRPA and to
certify your SR20-21 Some of you already have the SRPA and therefore your SR20-21, the
rest will be contacted by SRPA team and once it’s completed we will move them to the SR20-21 system.
VPK 20-21 was not affected.
Curriculum Expiration
Wave 2 Waivers – Approved School Readiness Providers have until September 30, 2020 to implement
an approved curriculum. Providers are required to update their curriculum selection now. The approved list, effective July 1, 2020, is available here. Curriculum Tab in Provider Profile shows expiration dates.
DCF – Health & Safety
DCF is not monitoring standards for Providers that are temporarily closed due to COVID.
DCF Health & Safety requirements have not been waived
Current Providers If a provider is not operating or temporarily closed due to COVID:
DCF collects paperwork for renewal and issues a provisional license Once provider opens, they will be inspected and issued a regular license
ELCMDM will continue to contract with Providers with a provisional license
New Providers For new onboarding providers that need the precontractual inspection
Provider may ask DCF license counselor to do inspection if Provider is willing to open for inspection
ELCMDM will contract with Providers once they have an approved renewal inspection where all standards were monitored.

SCHOOL READINESS ELIGIBILITY UPDATE
Enrollment is Open for School Readiness
Early Learning Coalition of Miami-Dade/Monroe is currently enrolling children from the School Readiness Wait List.
Families who meet the income guidelines are eligible to receive assistance to pay for child care for children ages birth to 12.
Parent will need to register to the OEL Family Portal and begin pre-qualification application and upload their supporting documentation.Visit Family Portal link http://bit.ly/ELCFreeChildCare or ELC website
Service Center Updates – Eligibility Offices
Out of an abundance of caution and to protect the safety and welfare of those who serve from the spread of Covid-19, we have suspended person-to-person interviews at all of our office locations. While our locations are closed to the public, ongoing operations to service children and families will continue.
Parents and caregivers who would normally access child care services through one of our service centers will receive assistance via phone, email, text and other online methods. Appointments will be scheduled via phone interviews with an eligibility specialist.
Service Center Updates – Eligibility Offices Kiosks at our sites will not be available. Parents
without access to a printer, scanner or computer can contact ELC Monday-Friday 8am-5pm for additional assistance. Blank applications will be printed and available for families that may not have the accessibility, will be provided daily in front of each service center.
Satellite office locations are closed. However scheduled appointments will be conducted via phone.

School Readiness Families
Going the Extra Mile (Eligibility): Maintained service centers open with skeleton crew available for families (drop-off/pick-up process

Implementation of CARES Act Funding: Phase I and Phase II
The Office of Early Learning, in cooperation with the Florida Department of Education, is directing Florida allocations from the CARES Act to contracted and non-contracted providers who need support to remain open or to re-open.
Allocations are being made in two phases.
Phase I: Emergency Child Care Relief Grants for Providers
For providers that were open as of April 30, 2020
Phase I – Priority 1Contracted Provider Eligibility
1. Was open for business providing early learning services as of April 30, 2020.
2. Has a current/active SR or VPK contract on April 30, 2020 with the least one early learning coalition.
3. Complete grant application.
Phase I – Priority 2 Non-Contracted Provider Eligibility
1. Was open for business providing early learning services as of April 30, 2020;
2. Agrees to complete a Child Care Resource and Referral (CCR&R) profile in the Florida Early Learning Provider Services Portal;
3. Has not received any Class I DCF violations within the past 12 months;
Phase I – Priority 2 Non-Contracted Provider Eligibility
4. Did not have a contract with the early learning coalition terminated for cause within the past five years;
5. Is not included on the Florida Child Care Food Program USDA Disqualified List;
6. Completes grant application, which includes submitting an IRS Form W-9 for payment.
Phase II: High-Quality Reopening Support Grants for Providers
To reopen providers that were closed April 30, 2020
Coalitions will receive additional funding to support contracted and non-contracted providers that were closed for business as of April 30, 2020 and have either reopened or are planning to reopen. If providers have not reopened by the projected date in their application, the coalition may recoup these funds.
Phase II – Priority 3Contracted Provider Eligibility
1. Was closed for business as of April 30, 2020 and has reopened providing early learning services or plans to reopen by August 1, 2020.
2. Has a current/active SR or VPK contract on April 30, 2020, with the early learning coalition.
3. Has either Gold Seal status or CLASS composite score of 3.5 or higher.
4. Completes grant application, which includes plans for expenditure of funds and reopen date.
Phase II – Priority 4Non-Contracted Provider Eligibility
1. Was closed for business as of April 30, 2020 and has reopened providing early learning services or plans to reopen by August 1, 2020.
2. Agrees to complete a Child Care Resource and Referral (CCR&R) profile in the Florida Early Learning Provider Services Portal.

Attendance Processing During COVID-19 Temporary Closures & Reopening
Providers (whether open or closed) are still required to submit attendance as usual.
However, the differences remains that if your center is open, you must submit attendance with recorded absences as usual.
Recording absences due to COVID-19:
For School Readiness, absences would need to be recorded with an “A" for absenceand under the dropdown select the option of "Absence due to Disaster" and no documentation would be required.
For VPK, absences would need to be recorded with an “A” as usual. Since these absences will contribute to “hours paid,” there will be no 80/20 calculations/adjustments or deductions during the effective period.
The Coalition will continue to pay providers for COVID-19 related absences through August 31, 2020.
Reimbursement Processing During COVID-19 Temporary Closures & Reopening
We will continue to pay providers on schedule by the 20th of the month as usual.
Parents Co-Payments (parents’ fees) will continue to be automatically waived through August 31, 2020. The Coalition will continue to reimburse providers at a 100% (without any deductions for parents copays).
During the waiving period, providers are not permitted to collect these fees from parents. However, parents would still be responsible to pay for the provider’s rate differential.
Referral enrollments for the Providers’ Bonus Program for serving children of eligible First Responders and Health Care Workers will be continued for new enrollments through July 31, 2020. Thereafter, the Coalition will continue to process bonus payments to providers for the term of the referrals for up to $4,000 per month and to a maximum of $12,000 per provider site. The Office of Early Learning (OEL) will provide a 30 days-notice prior to conclusion of the program.
Reimbursement Requirements During COVID-19 Temporary Closures & Reopening
Please stay vigilant for any direct email communication from the Office of Early Learning (OEL) regarding:
a) Completion of any “Closed Provider Online Questionnaire/survey.” The Coalition may not be authorized to pay non-responsive providers.
b) Upcoming requirement for the beginning of the 2020-2021 VPK Program year.
Uploading of Parental Sign In and Out sheets and VPK Long Form to the portal remains to be a contractual and program requirement.
Therefore, as a general rule, if your center is open, it is business as usual. We will continue to work with individual providers, and provide guidance to accommodate your Social Distancing protocols, address any concerns, and recommend adequate resolution to maintain program compliance requirements.
Reimbursement Processing for School-Aged ChildrenDuring COVID-19 Temporary Closures & Reopening
Under the School Readiness Program, the Children enrollment schedule with Care Level and assigned Unit of care drives the Attendance.
For School-Aged Children, we have three different type of enrollment schedules each following the Public School District Calendars:
1- Child attends one provider for After School Care and School Breaks & Holidays.2- Child attends a provider for Breaks & Holiday Only.3- Child attends a provider for After School Care Only.
An After School Care provider has the functionality to change the Unit of Care from Part Time (PT) to Full Time (FT) before submitting attendance. However, according to FDOE, distance learning by the public school districts is considerate as an “instructional day” (http://fldoe.org/em-response/distance-learning.stml).
The 2020-2021 School Year for Miami-Dade begins on Monday, August 24, 2020, and for Monroe on Thursday, August 13, 2020.
Therefore, the Breaks & Holiday Full Time schedule for the summer will end on Friday, August 21, 2020 for Miami-Dade and for Monroe on Wednesday, August 12, 2020.
