facing FinTech and online services – ‘Do you REALLY know your customers?’

The EAB Banking Seminar in Amsterdam is organized in partnership with

ABN-AMRO and is attended by the financial sector and ID industry and will

take place between September and December 2018 in Europe’s financial

capitals – Frankfurt, Amsterdam and Madrid (2019). We will discuss the

latest trends that are helping to improve customer ID security, such as

blockchain, AI and smartphone biometrics. We will also share best practice

models and assess the impact of new legislation, like GDPR.

FIRST CONFERENCE ON BIOMETRICS AND PRIVACY on November 9th

Stakeholders talk about the challenges of biometric data use within the legal framework of Europe’s GDPR.

The European Association for Biometrics (EAB), KU Leuven and the University

of Kent join forces and host the first conference on biometric data and the

GDPR. On 9 November 2018, major stakeholders will meet at the KU Leuven

to discuss the impact of GDPR’s legal framework on the processing of

biometric data

Legal and technical academics from the biometrics community,

policymakers, governments, businesses and legal professionals will talk

about challenges and share best practices and opportunities.

The conference marks a first step towards identifying both obstacles and

opportunities that define the way Europe can protect its citizens from threats

to privacy and how technology can be used both as a means and an end to

accomplish this.

In the 21st century, the protection of privacy is more important than ever:

social media companies mishandling user data, surveillance models of

authoritarian regimes to exert control over their citizens, ... These are two well-known examples of what happens when privacy is

threatened or when data is breached. Probably most privacy or data security breaches will remain undetected and therefore unknown. It is

therefore critical to protect one’s individual identity to preserve privacy and freedom. Privacy is about personal self-determination and the

right of every individual to personally control their own data and the freedom of choice to use, share and delete that data.

Identity protection is specifically important when biometric identity recognition is used as an automated identifier. Europe’s General Data

Protection Regulation specifies rules and regulations on data protection and privacy for all individuals within the EU, but more is needed.

Innovation, privacy preserving techniques and affordability are equally import to further privacy by design: the privacy-enhancing

approach to data protection by incorporating its objectives into the design of products and services.

Appointment of a Chief Executive and a Director

The Management Board, now renamed to Supervisory Board, appointed Michiel van der Veen as the Chief Executive of EAB. Michiel will

head EAB’s executive board (former secretariat).

Michiel van der Veen is an experienced executive and well known expert in

the field of biometrics and digital identity. After a career at Philips

Electronics, Michiel founded priv-ID, an early innovator in biometric and

digital identity. It later merged with GenKey in 2011, with Michiel appointed

CEO. Michiel led GenKey through multiple stages of growth to become one

of the most trusted brands in the market, providing Identity for

Development. Michiel is also a regular industry contributor on digital identity

and biometrics, along with future thinking about innovation and market

trends. Michiel has a Ph.D from the Swiss Federal Institute of Technology

(ETH Zurich) and further business education from Stanford.

Michiel will be supported by Frederik Kortbæk as a director. Frederik

Kortbæk is an experienced professional with a passion to drive digital

technologies taking into account the stakeholder interests, legal implications

and the impact on society as a whole. After a career in the family business,

Frederik was involved in many activities on a technical and political level

both in Denmark and Europe. Highlighted activities are the Danish Data Protection Initiative conference with over 1,000 participant to date,

collaborating with Prof. Dr. Christoph Busch to setup a one-of-a kind educational program at the Technical University of Denmark

targeting the Nordic countries, participation in several European FP7 projects and chairman of the Danish Security Initiative and Danish

Biometrics, one of the first research and knowledge networks on biometrics. Frederik Kortbæk has a law degree from University of

Copenhagen.

Privacy expert Prof. Els Kindt was elected as member of the Supervisory Board

Els Kindt obtained a Ph.D in law from KU Leuven Belgium on the topic of data protection aspects of biometric technologies. She teaches

European Data Protection Law en Electronic Contracts at KU Leuven Campus Brussel and is a senior researcher at Citip, KU Leuven. She is

also a lawyer at the Brussels Bar. Els Kindt has been and is involved in various research projects, mainly funded by the EU Commission. Her

area of research covers various domains including identity management, automated border control, biometrics and recently also new

technologies for disaster management. She is also a (replacing) Member of the Belgian Privacy Commission at the National Registry

Committee.

EAB is very proud that Els has joined EAB’s Supervisory Board provide leadership, expertise and guidance on all legal and privacy related

aspects of ID and Biometrics.

The General Assembly also decided on a new membership fee structure. From 2019 on the categories will be:

EAB guest posts

Call for contributions for ‘’Stakeholder Insights’’

Biometrics and digital ID is force for good in the world. Technology is

enabling people to verify who they are with greater ease and security.

Biometrics and digital ID, in particular, are being used in many market

sectors from law enforcement, border to online & mobile, financial sector to

IoT and many more.

Yet there are many technical, legal and societal aspects that are relevant

across these sectors such as privacy, regulatory frameworks, ethics,

standards, innovation, testing etc. EAB is at the intersection between the

market sector and the ID industry expertise. In a world where information on

biometrics and digital ID is fragmented it is important to share best practices

between stakeholders. We therefore invite the EAB ID community to

contribute with a guest post containing insights and experiences on the

broader theme of biometric or digital ID technologies, applications, use

cases etc. The guest posts will be published by EAB and are given a lot of

exposure on the site and on our media channels.

Guidelines for the posts:

The guest post should be unique to eab.org for at least two weeks before it is posted somewhere else. Post are published in the order they

are submitted, contain 600-900 words and should be objective and not be promotional. Privacy-by-design leads the way in keeping your online identity safe

As the GDPR set the new rules for digital ID, biometrics brings new

opportunities for economic development and aid.

As the world is speeding fast into the digital age, our concepts of identity

are upended in ways not seen before. Not only do we identify with our body

and mind, religion or national tribe, billions of individuals now also find

meaning in having an online persona or avatar. Who you are in the carbon-

based world might not be the same as you on LinkedIn, Facebook or

Instagram. These societal and global changes completely turn inside out the

paradigm on a variety of themes related to identity. Among them is privacy,

that is, one’s privacy in the age of digital ID.

Els Kindt on joining the EAB supervisory board

Challenging times ahead

It was with great delight to learn that I was elected and appointed unanimously by the members of the European Association for Biometrics

during the General Assembly, which took place in Darmstadt after the Research Projects Conference in September 2018, as a Board

Member. It is also with great pleasure that I will join the Board.

Right from the beginning, EAB was set up with great ambitions. Ever since that beginning, I have been involved in EAB’s activities driven by

great objectives and excellent people and I look forward to continuing and to contributing to EAB’s ambitions through this new

appointment. My research in biometric data processing started end of 2003, when I was taking up the role of legal partner in the BioSec

project funded by the European Commission.

Since then, several biometric projects followed. I quickly realized that biometric technology contains great promises in our ever evolving

society. The technology however is complex and its use requires good analysis and support and embedding in organization and

procedures. Furthermore, political deployment is not excluded and a critical assessment on how to use biometric technology is therefore

necessary. It is my ambition to help guiding on how EAB could herein play an important role.

I have been following the activities of EAB very closely, was leading together with Max Snijder, the former CEO, the Special Interest Group

on ‘Privacy Impact Assessment’ from 2012-2018, closely monitoring how the DPIA obligation was evolving throughout the drafts of the

GDPR (Presently, Article 35 of the GDPR clearly imposes such obligation for biometric data processing for purposes of uniquely identifying

on large scale). The EAB is now further developing its strategy around identity and biometrics. While bringing together all the required

expertises, including from the academic domain, industry and policy side, EAB is an excellent partner and forum for exchange and debate

about the adoption of biometric techniques whereby the benefits are maximized and risks minimized.

EAB has herein a great future and role to play. Legal aspects, which are still being further developed on national and international level,

and guidelines are hereby important as well. I would especially like to contribute to the EAB with my legal expertise and would particularly

like to see how EAB becomes indeed the preferred forum and partner for discussing and supporting how to deploy the technology at its

best in a democratic society, reconciling the interests of the many stakeholders. A first conference on biometrics and the GDPR is

organized on 9 November 2018 in Leuven, bringing all stakeholders together. You are kindly invited and we hope to see you there.

Summer School for Advanced Studies on Biometrics for Secure Authentication

The 16th International Summer School for Advanced Studies on Biometrics

for Secure Authentication will focus on Biometrics and Forensic Science in

the Deep Learning Area.

The Summer Schooll will take place in Alghero, Italy from May 27 to 31,

2019.

For the last fifteen years, the International Summer School on Biometrics has

been closely following the developments in science and technology to offer a

cutting edge, intensive training course, always up to date with the current

state-of-the-art.

This school follows the successful track of the International Summer Schools

on Biometrics held since 2003. In this 16th edition, the courses will mainly

focus on new and emerging issues:

How Biometrics can deal with emerging applications

How to exploit new biometric technologies in forensic and security applications

Evaluation and assessment of biometric and forensic applications

Biometrics, Forensic identification and deep learning: What is next?

The school will be open to about 50 highly qualified, motivated and pre-selected applicants. Phd students, post-docs, researchers,

forensic examiners, police officers and professionals are encouraged to apply.

BIOMETRICS IN LARGE EUROPEAN IT SYSTEMS: INTEROPERABILITY ISSUES

The European Union currently faces the parallel challenges of migration

management and the fight against terrorism, organised crime and

cyberattacks. Information systems, by providing border guards, migration

and asylum officials, and police officers with relevant information on

persons, are essential for both external border management and internal

security in the EU.

Biometrics play a preponderant role in the existing IT systems including

Eurodac (Asylum Seekers), SIS (Schengen Information Systems), VIS (VISA

Information System), and will also be at the very core of the new coming IT

systems such as ETIAS (European Travel Information and Authorisation

System), ECRIS (European Criminal Record Information System) or the EES

(European Entry Exit System).

The European Commission has stated that the large amount of IT systems

hinders their efficiency and that there is room for improvement in the way

information is shared/managed among them. To tackle these issues, in May

2016, the Commission set up a high-level expert group on information systems and interoperability. The expert group was tasked to

identify and address shortcomings and information gaps caused by the complexity and fragmentation of information systems at European

level.

In May 2017, the Expert Group presented its final report with the conclusions of their meetings, which addresses four main aspects: data

protection, existing systems, new systems and interoperability vision. One of the main focuses of the report is the use and interoperability

of biometric data among systems. This report will be key in the future evolution of European IT systems.

DG JRC STUDY ON THE AGE AND AGEING EFFECTS ON FINGERPRINTS

By courtesy of the Portuguese Government through its Passport and

Immigration Service (SEF), the European Commission’s DG JRC has had

access to a comprehensive set of fingerprint data containing almost 500K

samples from individuals aged 0-25 and 65-98.

Two fingerprint impressions per fingerprint were available with a time

difference between them of 0 to 7 years. Thanks to this unique database, DG

JRC has conducted a number of experiments with the main objective of

deepening the understanding of the impact that the age and ageing effects

have on automated fingerprint recognition. The study also includes the

development and validation of a growth model for children fingerprints

which is proposed as a possible measure to reduce the effect of ageing at

young ages. A number of interesting findings are drawn from the results and

some hypotheses are put forward in order to motivate further research in the

field. The study can be a big aid to improve the processing of children and

elderly fingerprints in the context of law-enforcement, national ID

management and border control in order to enhance the services given to the citizens

SPRINGER seeks new book proposal

The publisher SPRINGER is seeking book proposal, in order to extend the

SPRINGER series on biometric publications.

SPRINGER and the EAB had earlier this year entered an agreement to

strengthen the efforts informing the community about new research and

developments in biometric and sensing technologies and their applications

in practice.

According to the agreement EAB members have the opportunity to submit a

book proposal to SPRINGER and to become book authors/editors. Such

books can be “full-length” books (e.g. Springer’s Handbook on Fingerprint

Recognition) or alternatively SpringerBriefs (50-100 page Short Books, e.g.

Efficient Biometric Indexing and Retrieval Techniques for Large-Scale

Systems).

EAB launches new strategic plan to build on early success

The European Biometrics Association (EAB) is launching a new strategic plan

at its annual Research Projects Conference to continue its evolution as the

region’s leading association for driving innovative biometric technology and

responsible biometric policy.

The European Biometrics Association (EAB) is launching a new strategic plan

at its annual Research Projects Conference to continue its evolution as the

region’s leading association for driving innovative biometric technology and

responsible biometric policy.

The plan, which is titled “Four Strategic Challenges,” focuses on the main

identity-related challenges currently facing Europe. The four challenges

identified by the plan are: identity and migration, online identity, privacy,

and inclusion. The association will address the challenges within the scope

of its research and knowledge-sharing initiatives while retaining a neutral, non-partisan, non-profit approach.

The issue of identity and migration includes birth registration, the acceptance of IDs across national borders, and their use for services.

The board of the EAB includes Rasa Karbauskaite, who is Senior Research Officer and manager of the Future of Border Checks project for

EU border agency Frontex. The issue of online identity takes in the challenges of what EAB Chief Executive Officer Michiel van der Veen

calls “the missing identity layer,” and the currently fragmented market landscape. There are a number of types of online identity, and it is

not clear what roles the market and governments will play in deciding among them, let alone which or what combination will become

dominant. Privacy issues are evolving rapidly as GDPR comes into effect, but uncertainty about responsibilities and enforcement, as well as

the role of approaches like Privacy by Design, will be examined by the EAB. The need for identity systems to be fully inclusive, and to avoid

the risk of excluding people when incorporating digital identity as a means of accessing services, is the fourth cornerstone of the new EAB

strategy.

The strategic plan builds on the momentum the EAB generated under the stewardship of late Co-founder and Secretary Max Snijder, van

der Veen told Biometric Update in an exclusive interview. Van der Veen praises Snijder’s efforts not just in starting the EAB, but in growing

its membership and establishing its role as the region’s leading independent forum for biometrics. The next steps for the organization

involve refining its mandate to engage with European stakeholders on practical issues of regional importance, van der Veen says, in a way

that would have been much less relevant, if possible at all, when the EAB was founded.

“It’s all about much stronger focus on Europe. It is geographically bound, although identity doesn’t stop at the border so of course we will

talk to other regions,” he notes. “We really plan to drive the agenda for Europe and take a leading position in the identity domain, to

promote innovation, and to be in a sense independent of other regions.”

The shift was already underway when van der Veen took his new role in June, and through a series of consultations and conversations, the

new strategic plan was formulated. In the process of carrying out that plan, EAB events serve as a means of achieving the organization’s

goals.

“It’s very tempting to run a kind of dating agency as I call it,” van der Veen explains. “You organize events and you invite one stakeholder

and another stakeholder to bring them together.”

Instead, van der Veen says the EAB will leverage the expertise of its membership, which includes professors, researchers, and other subject

matter experts to take a substance-based approach to events. The EAB Research Projects Conference, which is taking place in Darmstadt,

Germany, September 24 to 25, will also focus on the research projects which the organization is supporting. Currently the EAB is involved

in 18 research projects, supported by roughly EUR 70 million (US$82.4 million) in funding, of which van der Veen says about 93 percent

comes from the European Union.

“These are projects run by a combination of academia and industry,” he explains. “They come together, funded by the European

Commission to work on a topic which is relevant for Europe. What we have done here is bundled all the identity related topics, and work

with the EAB to disseminate the results, and inform the public on their status, and to involve stakeholders from the government, from

industry, and from academia to learn what’s happening. They will use the event to bring together stakeholders and inform the ID

community of what’s happening in Europe in terms of innovation.”

The research projects are intended to advance innovation in biometric technology, but should also help the EAB and the broader European

community to address the four strategic challenges identified by the EAB.

“The problems that are out there are so strategic that its in our interest to invest in those,” van der Veen comments. “For the EAB, we will

work with the European Commission to bring all those results to the public.”

The EAB will attempt to increase its engagement with Eastern Europe, van der Veen says, and he draws inspiration from the geographical

coverage, as well as the explosive growth of ID4Africa.

“If we can reach that level of footprint in Europe in a couple of years, then I think we are in the right track,” he says. “We can make sure

that we roll out identity systems across Europe which are secure, which are private, which give benefits to the citizens. It is ultimately for

the greater good of European citizens.”

EAB awards three academics for excellence in European biometric research

Winners of the 12th European Biometrics Research Award 2018

On 26 September 2018 the European Association for Biometrics (EAB)

awarded young researchers for their outstanding works in the area of

biometrics.

An international jury chose 3 candidates out of a broad range of submitted

high quality papers to present their significant contribution in front of the

jury, the EAB members and the public audience.

This years European Biometrics Industry Award goes to Ruben Tolosana from

Universidad Autonoma de Madrid, Spain for the thesis titled ”Incorporating

Touch Biometrics to Mobile Password“.

This year the European Biometrics Research Award 2018 was divided and has

been granted to both Rig Das from Roma Tre University, Italy and equally to

Ester Gonzalez Sosa from the Universidad Autonoma de Madrid, Spain. Rig

Das focused in his PhD-thesis “Deep Learning for Face and Vein Biometrics“

on the applications of deep Learning techniques.

The PhD-thesis “Face and Body Biometrics in the Wild: Visible and Beyond“ of Ester Gonzalez Sosa work addresses the hard problem of

face recognition in the wild.

EAB 2018 Research Projects Conference report available for download

For the firth year running the EAB and EC- DG-JRC have organized the

unique EAB- RPC conference on European Research projects. The conference

comes in a time where Identity and Biometric are important topics in

Europe’s community for example in relation to the recent Facebook privacy

scandal, the introduction of GDPR and the challenges around migration,

border and refugees.

The conference hosted 17 EU research projects with a total budget of EUR

75,000,000, including BODEGA, LIGHTest, IDENTITY, SWAN, AMBER,

iBorderCtrl, SMILE, PROTECT, LETSCROWD, TRESSPASS, CybSPEED, FOLDOUT,

FACCESS, Smart-Trust and QuardCard with the aim to present innovations in

ID & Biometric related to border, migration, mobile and privacy.

ICAO Technical Report on Face Quality

For the reliability of Automated Border Control (ABC) systems the quality of

digitally stored images in electronic travel documents is of crucial

importance, as the biometric face recognition can only provide good

accuracy, if the facial reference data is meeting the best practice

recommendations.

ICAO has now published its April 2018 Technical Report (TR) on

requirements for portrait capturing in the passport application procedure

and enrolment of biometric reference data for electronic MRTD. The TR

describes how portrait images should be captured in order to satisfy the

needs of ISO/IEC 19794-5 and ISO/IEC 39794-5 data structures. You can

Biometric Passport Data Interchange Standards

Seeking comments by October 25

In July this year the International Standardisation committee on Biometrics

Working Group 3 (ISO/IEC JTC1 SC37 WG3) has taken the decision to

promote the new draft standard ISO/IEC 39794-1 Extensible biometric data

interchange formats - Part 1: Framework to the next level, which is Draft

International Standard (DIS).

This standard will be the technical framework for future Biometric Passport

Data Interchange Standards. A core concept followed by the new standards

is that encoding of biometric data will be done in an extensible data

structure, as it is needed for future ePassports.

The current timeline agreed with ICAO is as follows:

ISO/IEC 39794-1, -4 and -5 are expected to be finalized

in December 2019.

ICAO will adopt its 9303 specification by April 2020

and then refer to ISO/IEC 39794-1, -4 and -5

The second Committee Drafts (CD) of 39794-4 and -5 are posted and are now seeking technical comments. If you are working in the field
