4 EA Education Programmes

Currently, EA education is offered at - KEI, Korea Environmental Institute - KAEIA, Korean Association of EIA - Universities

However, if the EIA certification system for EA professional engineer starts, the Ministry of Environment will be

involved as well.

5 EA Education Programs

6.1 KEI offers following EA educational programs.

(1) EA Education Programs for Undergraduate Term: 15 Weeks(2) EA Education Programs for public officials Term: 3 Hours(3) Cyber Environmental Education Programs Term: 6 Weeks Curriculum: 4 EA subjects of 14 subjects(4) Cyber Environmental Education Programs Term: 16 Weeks Curriculum : 5 EA subjects of 11 subjects




5.2 KAEIAKAEIA is providing a program for professionals who are already involved in EIA related work.

(1) EIA Trust EIA Education(obligatory) Subject of education: EA professionals Term: 35 Hours Subjects : EIA Regulations, Environmental Policy, Einvironmental Assessment Technique(2) EIA Manager Education(voluntarily) Subject of education: EA professionals and public

officials Term: 3 Months






5.3 : UniversitiesIn Korea, there are about 160 Universities that are providing EA education. Anecdotally, about 80% of the EA related classes are held in Environmental Engineering Department. The other 20% include Landscape Architecture and Urban Planning. However, most of the EAs are using the environmental engineering approach.

5.3 : Universities - Kyemyung University(Graduate School) has held the

course of EIA since in 1995. - Kwangwoon University(Graduate School) has held the EIA course since 2006. EIA courses comprise 20% of total graduation credits

5.4 Ministry of Environment : EA Professional Engineer

The Ministry of Environment is planning on establishing the Environmental assessment certificate system in 2011 or 2012.

The test will include 5 topics:- Environmental policy- Environmental planning- EIA regulations- EIA legislation - EIA practice.

6. Summery



• In Korea, EA includes EIA and PER but will be integrated into SEA soon.

• As social interest on EA increases, demand for EA educational program

increases in the 1990’s as well.

• The EA education is provided in various institutions in different ways

• If the Environmental Impact Assessor regulation establishes, level of

education for EIA will be enhanced.

• However, there are no studies that address the current EA education system.

• EA education is not considered important and there is lack of experienced

professionals.

• Therefore, there is a need to conduct a systemized survey to analyze the

current system and promote a sound EA master program.

• As well, in order to increase the quality of the education, international

collaboration and researches are necessary.
