E3 Fleet Standards Program Familiarization
January 2017
DRIVING CHANGEsolutions for today’s fleet managers
What we doE3 Fleet Program
• In November 2016, Richmond Sustainability Initiatives (RSI) assumed national administrative responsibility for E3 Fleet
• RSI now manages two foundation programs: E3 Fleet
Standards Program and Fleet Challenge

What we doWhat is E3 Fleet?
• E3 modeled after and referred to as the transportation equivalent to LEED* for buildings!
• A not-for-profit, membership-based program!
• Provides business tools to members; features E3 Fleet Review!!• A Green Fleet Rating system!
• Bronze, silver, gold and platinum levels, points-based and verified by independent auditor
* LEED=Leaders in Energy Efficient Design!
What we doHistory of E3 Fleet
• Managed by FBC from 2006-2016 • Now administered nationally by RSI-Fleet Challenge
• Plans to include E3 chapters across all Canadian provinces • Plans being developed to launch in the U.S. in 2017
• E3 was developed in 2006 in BC by Fraser Basin Council (FBC) with assistance from Fleet Challenge
What we doWhy the Transition and What Is the Impact?
• Fraser Basin Council wishes to focus on BC programs
• Fleet Challenge has broader scope and international presence
• E3 membership now polarized - highest concentration in BC and Ontario
• FC’s goals are to grow E3 into all Canadian provinces and the U.S.
• Objectives will be achieved with regional E3 representation and enhanced E3 services
What we doIs E3 Still Relevant ?
Yes, and even more so. Here’s why:
• Canada is now signatory of the Paris Climate Agreement and committed to 80% carbon reduction by 2050
• All provinces have ratified the Paris agreement
• Cap and trade is imminent
• With transportation being ~24% of Canada’s carbon emissions, there will be an increasing focus and need for programs like E3
• Fleet managers will be challenged to find and implement solutions to reducing their GHG emissions – E3 is about solutions.

What we doElement 2 - E3 Fleet Review
• A fleet manager’s decision support tool
• Enables modeling of “what-if?” scenarios based on historical operating data
• Assesses baseline financial and environmental performance
• Forecasts future results of green planning
• Helps fleet managers evaluate their asset management options objectively - ahead of actual implementation
• Creates a step-by-step plan for fleet efficiency based on real-life historical data
• Enables collaboration with individual fleet managers to identify
viable and realistic asset management solutions • Provides access to baseline and peer group benchmarking
data to provide context for issues facing fleet managers today
What is the Fleet Review Program? Element 2 – E3 Fleet Review
Ontario Municipal Fleet Review Program• Fleet Review provides a unique and in-depth environmental and
financial review of a transportation fleet’s operations.
• Based on the premise that past predicts future, the Fleet Review process mines historical operating metrics to identify and evaluate the benefit of future management decisions
• Low-cost - reviews of comparable complexity can typically cost upwards of six figures
Element 2 – E3 Fleet Review
Ontario Municipal Fleet Review Program• Some fleets have E3 Fleet Review completed annually in order to
map their progress year over year – some for five consecutive years
• Since 2006, Fleet Reviews completed for well more than 100 fleets across the country
• E3 Fleet Reviews have a 100% satisfaction rate to date
Element 2 – E3 Fleet Review
• Executive Summary • Three-level Fleet Review reports • Carbon and financial baseline • Capital plan • Exception Report • Recommendations • Fleet Managers Guide
