Purpose

Markingistheprincipalwayoflettingholdersofinformationknowthespecificprotectionrequirementsforthatinformation.Markingsanddesignationsserveseveralpurposes;specifically,they:

• Alertholderstothepresenceofclassifiedinformation,informationprotectedundertheFreedom ofInformationAct(FOIA),andtechnicalinformationwithrestrictionsonitsdissemination• Identify,asspecificallyaspossible,theexactinformationneedingprotection• Indicatethelevelofclassificationandanyothermarkingsforcontroloftheinformation• Provideguidanceoninformationsharing• Provideguidanceondowngrading(ifany)anddeclassification• Giveinformationonthesource(s)andreason(s)forclassificationorotherrestrictions• Warnholdersofspecialaccess,control,orsafeguardingrequirements

This guide gives Department of Defense (DoD) staff and contractors an overview of the kinds of markingrequiredtoprotectclassifiedandunclassifiedcontrolledinformationthatcannotbedisseminatedtoallaudiences.The guide offers an integrated approach to themajor requirements formarking and control of information,brieflyexplainingthereasonsformarkingandprovidingexamplesofcorrectlymarkedinformation.Tofacilitateinformation sharing and declassification processes, whenever practicable a classified attachment, addendum,annex,enclosure,orsimilarsectionshallbeusedwhenclassifiedinformationconstitutesonlyasmallportionofanotherwiseunclassifieddocument.

Background and Policy

DoDpolicy is tomaximize the availability of information consistentwith the restraints necessary to protectnational security,U.S. economic security, and the rights and interests of individuals, businesses, and foreigngovernments.To implement this policy,DoD personnelmust be able to understand and balance the diverserequirementsthatguidetheirdecisionsaboutmanagingtheflowofDoDinformationanddata.

(U) You are hereby delegated authority to classify information up to SECRET for information under area of responsibility an accordance with Executive Order 13526, “Classified National Security Information” (the Order). (S) As an OCA, you are required to receive training in original classification as provided by the order and implementing directives prior to you exercising this authority. Your Security Manager will facilitate this training. 3. a.DigitalVideoDiscs(DVDs),VideoTapes,andMotionPictureFilm.MarkDVDs,videotapes,andmotionpicturefilmswiththeirclassificationandanycontrolmarkingsatthebeginningandendofthepresentation(i.e.,theplayedorprojectedportion).Otherrequiredsecuritymarkingsshallbeplacedatthebeginningofthepresentation.Discs,reelsandcassettesshallbemarkedwiththeoverallclassificationoftheitem.Whenstoredin a container, the container shall bemarkedwith the overall classification, applicable dissemination controlmarkings,andotherrequiredmarkings.

b. Sound Recordings. Place an audible statement of overall classification and dissemination controlrequirementsatthebeginningandendofsoundrecordings.Reelsorcassettesshallbemarkedwiththeoverallclassification and any required dissemination control markings and stored appropriately. When stored in acontainer,thecontainershallbemarkedwiththeoverallclassification,applicabledisseminationcontrolmarkings,andotherrequiredmarkings.

c. Microfilm, Microfiche, and Similar Microform Media.
